MEMORANDUM FOR THE PRESIDENT'S FILE
At noon on November 23 the President met with
Dr. Tarr at Dr. Tarr's request. Peter Flanigan attended
the meeting. Dr. Tarr reviewed the accomplishments of the
draft to date. He pointed out that there was no longer any
questioning of the random selection system. He also said
he had tried to get younger and more responsive people not
only into the Wäshington headquarters but also into the
State organizations. Further, he was attempting, against
considerable odds, to improve the quality of people on the
local boards.
Tarr said he felt it was necessary that the authority to
induct be maintained even though draft calls were at the zero
level. He felt this was essential for national security. He
urged that any legislation put forward in the coming session
regarding this matter state the desirability of maintaining the
President's authority to induct.
Tarr also indicated that it was his belief that the all-
volunteer armed force had ceased to be a major political
attraction. The President agreed in this and sald that while
he was committed to supporting it, he obviously would be
influenced in the degree of his support by the validity of the
argument.
Finally Tarr indicated that he did not wish to remain in
the job past the end of the next legislative session. The
President said he thought that the job probably would be done by
then and certainly he would expect Tarr to remain in the
government.

Tuesday, November 23, 1971
3:30 p.m.
At 3:50 p.m. as Secretary Morton and John Whitaker departed the
Oval Office, Governor Sargent came in. John Ehrlichman remained.
The President complimented the Governor on the fine work that his
son-in-law, Jamie McLane, was doing on the White House staff and
particularly on Jamie's excellent liaison work with the White House
Conference on Aging.
The President took the seat to his left at the fireplace with the
Governor on his right.
Press were invited in for pictures and upon their leaving the Gover-
nor discussed Massachusetts politics with the President. He said the
President was the strongest he had ever been in Massachusetts.
There then followed a discussion of problems of welfare, education,
revenue sharing and busing.
The Governor offered to be helpful in fund-raising activities and the
President promised to put him in touch with John Mitchell at an
early date.
John Ehrlichman escorted the Governor out after about 25 minutes.

Mayor-Elect of San Diego, California
Wednesday, November 24, 1971
9:30 a.m. - 9:45 a.m.
The President greeted Mayor-Elect Wilson cordially and warmly
congratulated him on the November 2 election victory. Mayor-
Elect Wilson was directed by the President to a seat next to
the President's desk. After the President was seated, H. R.
Haldeman and Max Friedersdorf sat in chairs in front of the
President's desk.
At this point, press photographers were admitted and took pictures
of the President and Mayor-Elect Wilson standing against the wall
in back and to the side of the President's desk.
After the photographers left, and everyone was seated again, the
President remarked how pleased he was that a Republican mayor would
be presiding over the city of San Diego next summer during the 1972
Republican National Convention, and asked Mr. Wilson how plans for
the convention were proceeding.
Mayor-Elect Wilson responded that he thought preparations were going
well and the city would be a good host for the event. He said he had
mettwith Bill Timmons, John Ehrlichman and others during his visit to
Washington and those discussions had been helpful.
The President expressed enthusiasm about San Diego as the convention
site and commented that the area was representative of the nation and
the delegates would enjoy visiting San Diego. The President questioned
Mayor-Elect Wilson about the situation in Tijuana, Mexico, and commented
it would probably be a popular place for delegates to visit.
The President also expressed the hope that the Navy could participate
during convention week because of the important role the Navy has in
the San Diego area.
The President also recalled Mr. Wilson's role in the 1962 Nixon guber-
natorial race in California and there were some joking banter about
that race starting Mayor-Elect Wilson's political career.
The President again congratulated Mayor-Elect Wilson, presented him
with several gifts bearing the Presidential seal and when walking
his guest to the door commented favorably about the 63 per cent
victory margin attained by Mr. Wilson.

Peter Flanigan
The President and Halaby reminesced about the days when the President
was a Congressman and Halaby was a reserve officer in the Naval
squadron near here. Apparently Halaby used to fly the President and
others to New Hampshire in an old Cessna.
Halaby discussed the problems of Pan Am, to which the President
responded in a most affirmative manner. He said he was determined
that we do everything appropriate to help Pan Am and directed me to
review again the antitrust implications of a Pan Am-TWA merger.
Halaby then asked, contrary to his agreement with me, that Pan Am
be allowed to fly the Press into Peking. The President demurred on
that one, but said that was up to the Press Office. He did say, how-
ever, he was confident that Pan Am would get the charter to Moscow.

11:00 a. m.
The purpose of the meeting was to review basic policy issues
involved in budgetary decisions.
After a preliminary discussion of the political aspects of tax
increases and budgetary deficits, an agenda prepared and sub-
mitted by John Ehrlichman was reviewed. Among others, the
following subjects were specifically discussed:
The full employment budgetary balance and the gross level of
spending.
The mode of displaying general revenue sharing, welfare reform,
space, rapid transit and water pollution.
The President decided to postpone Apollo 17 until after the Novem-
ber election. No one should be laid offuct The President decided
to support the space shuttle providing it could be located in
California.
Black college funding should be carried at the present level.
The President asked about the possibility of a national clean-up
week. Summer youth programs should be begun earlier this next
year. The President is in favor of a postal rate subsidy for
magazines. Secretary Connally opposed such a subsidy saying
"let them fail. 11

Social Security for the elderly (accelerated 6 months at 5% as
politically important), Federal pay increases, the water pol-
lution bill, base closures and education were all specifically
discussed in the process of the review of the agenda.
The President adjourned the meeting at about Noon and scheduled
a continuation of the meeting for 3:30 that afternoon to discuss
the value added tax and education reform.
Whereupon Secretary Connally, George Shultz and John Ehrlichman
left the Oval Office.

Apparently Halaby used to fly the President and\nothers to New Hampshire in an old Cessna.\nHalaby discussed the problems of Pan Am, to which the President\nresponded in a most affirmative manner. He said he was determined\nthat we do everything appropriate to help Pan Am and directed me to\nreview again the antitrust implications of a Pan Am-TWA merger.\nHalaby then asked, contrary to his agreement with me, that Pan Am\nbe allowed to fly the Press into Peking. The President demurred on\nthat one, but said that was up to the Press Office. Among others, the\nfollowing subjects were specifically discussed:\nThe full employment budgetary balance and the gross level of\nspending.\nThe mode of displaying general revenue sharing, welfare reform,\nspace, rapid transit and water pollution.\nThe President decided to postpone Apollo 17 until after the Novem-\nber election. No one should be laid offuct The President decided\nto support the space shuttle providing it could be located in\nCalifornia.\nBlack college funding should be carried at the present level.\nThe President asked about the possibility of a national clean-up\nweek. Summer youth programs should be begun earlier this next\nyear. The President is in favor of a postal rate subsidy for\nmagazines.
