June 28, 1974 MEMORANDUM TO THE PRESIDENT FROM PATRICK J. BUCHANAN Herewith as requested, the Briefing Book. Note: 1) If the President goes with this, the questions from A through H in some form are almost certain, with I and J very strong possibilities. 2) Book has not been cleared with anyone, because of time considerations; however, three copies have been turned over to Al Haig, to be run rapidly by anyone desired. 3) Rear of Book contains the backup -- - - basic documents are three Kissinger interviews which have been marked for rapid Presidential reading and review; and an excellent, in my view, critique of detente in Time, this week, also marked, which should form the substance of many of the more thoughtful questions likely to be raised. Worth also rapid reading. 4) Some of the questions are unanswered for obvious reasons; I have not the answers; also, reviewing
