It was certainly a real pleasure to meet you the
other day and to talk with you on the telephone on Thursday.
We appreciate very much your letter of May 3 concerning the
folder
matter we discussed and, as I indicated to you in our telephone
conversation, the information you presented will be very help-
ful to us.
You can be sure the Vice President is appreciative
of your active interest and support and is grateful for all you are
endeavoring to do for him. Although it will not be possible for
him to intervene directly in this situation, it was most helpful
for him to have the information you furnished.

Dear Mr. McCaffery:
If your letter can be sent to reach Mr. Zimmermans's
office by Thursday before the meeting which is to be held Thursday
Noon to decide the granting of a commitment for the building of
this project, I am sure it will have some influence on the decision.
Please send me a copy of Mr. Nixon's letter to Mr.
Zimmerman, for I will use it among the people to show Mr. Nixon's
interest in less privileged groups.
I want to thank you for the pleasant conference which
you granted me today.
Enclosed, according to promise, please find poem written
by my friend

My dear Mr. Nixon:
Knowing your interest in the welfare of the underprivileged
groups, as well as all others that fall under the supervision of
Federal Administration, I am appealing to you for your assistance in
whatever manner it can be ethically given by you. Because of the
Redevelopment Program that is being carried out here in the District
of Columbia, may hundreds of families have been and will be displaced
who fall in an income bracket which prevents them from being able to
pay rent that will enable them to have comfortable quarters.
Under Rental Housing Code, Section 221, it is provided that if
a non-profit corporation be formed, the 100% mortgage will be granted to
anyone who is seeking to provide this class of housing. Our church
owns the largest remaining tract of land comprising 19 Acres that can
be made available to erect a project of 650 units. The site and
conditions required by FHA to grant a commitment for the building of
this project have been met.
Statistics show from the Redevelopment Land Agency that 775
families will be displaced by the time this project is completed in
the next 18 months. Four hundred and twenty-five of these families
will be eligible to take advantage of this housing, built under Federal
Rental Housing Section 221, according to figures given from the
Redevelopment Land Agency.
According to information given from Col. Fullerton's office,
the Engineer Commissioner for the District of Columbia, that the number
of people that will be displaced in the District of Columbia from 1960-
1964 will aggregate 6,849 family units. This office has not yet been
able to determine how many out d this number of people who will be
displaced will be eligible to take advantage of the 221 Housing Program.
But we estimate that at least one-third of this number will be eligible.

The policy of FHA is to build according to known displacement
figures and not estimate. However, there is a ruling in which the
administrator can use discretion and build for a larger number than
the record states that is going to be displaced. And families which
do not come under 221 may occupy at a low rate of rent to keep the property
from being vacant, providing displaced people under 221 be granted
priority whenever there is a turnover.
In view of the fact that this is the last piece of land of any
size available in the District of Columbia for a project of this kind
to take care of displaced families of which the largest number have
always been in the past Colored people, although there will be no
discrimination on our part, we are very anxious that this project be built.
I believe that a letter from your office to the Administrator,
Mr. Julian Zimmerman, will help to get this project built which will be
highly appreciated by all concerned, as we are looking forward to you
being our next President.

"I have the answer for you," God smiled.

"We need a leader," the people said,

A man who demands and commands respect,
Every vestige of freedom in city and town;
A man who towers sun-crowned, erect,
For a strange new cult and a treacherous foe
Not blind to treachery, death and pain,
Have plotted our death and our overthrow,
But a man of brotherhood, kind, humane-"
And a firm, strong hand must wield the rod-"
"I know a leader," God then replied,
"I know the man you need," said God.
"He is waiting and ready to be your guide!"
"God, give us a man!"-and the answer came
Like a rushing wind and a leaping flame,

I advised Elder Michaux that the VP could
not sign the Certificates of of Achievement as
requested by the Elder in his letter of August 16th.
I gave as a reason the fact that the VP receives
so many similar requests that he has had to adopt
a polity of not signing unless he is a member ag
of the committee issuing the certificate.
The Elder offered to make the VP
a member of the Com mittee, but I declined that
with thanks.
The Elder said that he understood our
problem and thanked us for our consideration.
