Dear Mr. Wiesley:
Now that my office staff has been able to dig its way out from
under the mass of mail that has come to us in the days since November 8,
I want to take this opportunity to tell you how much I appreciated all that
you did on our behalf during the campaign.
Losing the election was naturally a keen personal disappointment
to Pat and to me. We often talk of the things we could have done or mis-
takes we might have avoided which could have changed the result. As the
months and years go by, these factors will fade into the background. But
we shall never forget the devoted and selfless efforts of those who worked
so hard for our cause during the campaign. We only wish that we, our-
selves, could have done more so that we could have won the victory which
you worked so hard to achieve.
Some idea as to the tremendous contribution made by the Volun-
teers for Nixon-Lodge can be obtained by examining the results of the
election. Before the campaign began, there were sixteen million more
registered Democrats than Republicans in the country. Yet, we received
over thirty-four million votes, carried twenty-six of the fifty states, and
failed by only one-tenth of one percent to win a majority of the popular vote.
This result would not have been possible without the support of
millions of Democrats and Independents, and a major share of the credit
for that achievement goes to you and others who organized and led our
hundreds of thousands of volunteer workers.
I have been encouraged by the fact that in the great amount of mail
that I have received since the election I have found very little evidence of
discouragement or defeatism among those who supported us in the campaign.
On the contrary, I sense a renewed determination to continue to fight for the
principles for which we stood. I want to assure you that, to the extent my
own time will permit, I intend to do everything that I can in working for
those principles in the years ahead.

As Chairman of the Nixon Volunteers in Mexico, I wish to
report that we have been active in holding several rallys and create
interest in the elections. Our organization has accomplished the
following:
1) We obtained 260 absentee ballots for tourists in
Mexico City.
2) We exhibited three of the TV debates films at the
American Club to large Republican audiences. The
films were furnished by Ambassador Robert Hill.
3) The Republicans in Mexico sent approximately one
thousand letters to our friends in the United States
urging them to vote for you.
4) I planned a large fund raising dinner, but I could
not obtain the services of any well known Republican
speaker. We could have raised seven thousand dollars
in this manner.
5) We hope that some Republican in the next Congress will
present a bill which will permit the American residents
abroad of legally age to vote in the presidential elections.
6) The Republicans approved a motion last night to create a
permanent Republican organization in Mexico called
"Republicans in Mexico". We expect to receive official
approval from the Republican National Committee and
permission to organize chapters in Monterrey and Gua-
dalajara.
I congratulate you and Ambassador Lodge for making a forceful
campaign and know you will be elected by a large majority. The reports

With reference to my previous reports on the situation in
Latin America, I think that it is timely to review them because they
interpret the motives of the present crisis. If you compare my reports
with informative. today's press releases, you will find that the former were truly

are combined with the Democrats to embarrass President Eisenhower. It
was difficult to pass the bill that enables the President to restrict

the Cuban sugar imports. This was an important measure as the Communistic
groups did not believe that we had the nerve to do it so they are now
revising their programs. All respect the policy of reciprocity.
The United States if fortunate in having Ambassador Hill in a
key position. He is aware of the dangers and should be selected by the
Republican National Committee to make important speaches in your pre-
sidential campaign. I had several interviews with him lately. I also
made this same recommendation to Mr. Peter Flanagan and to Mr. Charles
Piercy. You and Ambassador Hill are the two finest speakers in the
Republican party and we need more, so that we can win with a larger
mayority of votes.

After receiving your letter I called Milton Reynolds
and Harry Wright to have lunch with me at my club. We discussed
the local situation and decided to call on Ambassador Hill and
requested his suggestions.
As Mrs. Downs from California, a friend of yours, was
in Mexico City We invited her to 80 with us to see the Ambassa-
dor. We had an interesting interview and the Ambassador offered
to meet with us at any time.
is Ambassador Hill is a very talent speaker, it seems
to us that the Republicans could use him on a speaking tour. I
believe that if he were requested to help, he would resign his
office and render valuable service in the campaign. Unfortuna-
tely the Republican party has eloquent speakers with international
backgrown.
We plan to held several American colony rallys and a
large fund raising dinner later.
I received the literature which you sent me and find
it very attractive. We would like to have the same amount sent
to use at the meetings.

The Americans residing abroad are proud that you will be the
Republican Candidate and the next president of our great nation. We like
your record and your ability to evaluate the crisises as they happen.
In view of your expeciences in Latin America, it would be apropos
to proclaim a fresh approach to our problems. You could state that you are
appointing a Council of Advisers consisting of one American businessman from
each Latin American country. The qualifications could be the following.
1.- Ownership of his company.
2.- Ten years residence in the country where he resides.
Two meetings a year could be held in Washington with the advisers
paying their own expenses. Monthly reports could be submitted directly to
you. You could colisit applications and select the most outstanding repre-
sentative. Neither the Ambassadors nor the State Department should intervene
because of their policies. The publicity of this new idea would be well
received by the public. You would receive confidential information of great
value.

The American residents in Latin America sympathize
with Mrs. Nixon and you as we have been subjected to many
indignities. Your Christianity is unquestioned as you turned
the other cheek. These personal sacrifices are not in vain
provided the American public and our State Department realize
we have made enemies with our weak Good Neighbor policy and
substitute it with a reciprocal one.
Can you imagine the repercussions if a L. A. official
had been given the same treatment in Washington. American
residents of that country would have been murdered, American
property dinamited and the Embassy destroyed. Perhaps the
Americans in other Latin American countries would have
suffered the same fate.
If it had been possible to interview you last July
when I was in Washington, I would have given you the report
which I am enclosing. Some day we will realize that we can't
force our neighbors to love us but we can live together by
mutualy respecting one another.

To evaluate our present failures in Latim America it is
indispensable to review the history of those countries. It is easy
to dismiss this violence as mere communistic outburst but they were
only partly responsible. The countries involved could have prevented
the desecration but it seems that some misguided officials decided
it would indicate that they needed more loans to improve the relations.
The Good Neighbor Policy which was pronounced in 1933 has
been misinterpreted and misused by our neighbors. Prior to that date,
we used reciprocal policy whereby we forced the Latin American
countries to give our citizens and our interests the same guarantees
that we extended to them. The foreign policy of all L.A. is based on
reciprocity but we are not intelligent enough to accept it now.
All of L. A. was inhabited by Indians except Argentina before
the Spanish conquest. Later Spaniards, Germans and Italians arrived in
large numbers. Most of them were poor immigrants and they married the
wealthiest local girls withou any discrimination as to color. Therefore,
the Spaniards, Germans and Italian were accepted by L.A. and are
extremely influental. The Germans were pro-Kaiser, por-Hitler and made
propaganda against us. The Italians liked Mussolini and were not friendly.
Some of the Spaniards liked Franco and they hated us because we didn't
aid him during their civil war. The Anti-Franquistas or the Loyalists
blame us for their defeat as we applied the neutrality law. The Spaniards
cannot forget that we helped Cuba and the Phillipines gain their freedom.
Although 95% of the Latin Americans are nominaly Roman Catholics
and may not attend church regularly, they resent the activities of the
U.S. protestant missionaries. Many priests are Spanish and they are
definitely against us due to the missionaries and because they the U.S.
to be a protestant country. Thousands of priests teach in the government
and private schools and the pupils are not instructed to be good neighbors.
An American priest told me that the local clergy gave him more trouble
than the missionaries.
I have heard that the school text books in Latin America do not
reveal the truth impartialy in regards to the U.S. The local books
emphasize that we confiscated Texas, California, Arizona and New Mexico.
The communists and politicians subsidize the university student leaders.
Some of these leaders are over thirty and are making a career of it. The
government gives them too much importance and they strike for any petty
grievance. They are seldom punished for the huge destruction of private
property and schools.
Another important source of propaganda is the radio, theater,
television and the L.A. movies. Any one characterizing an American is
usualy a half witted tourists or a sweat shop operator. The American
gangster movies have also set us in an inferior focus.
The newspapers and magazines with few exceptions are anti-American.
They say our fisherman steal their fish and are pirates. The U.S. is
accused of every disaster. Too little rain is caused by atomic tests..
Every economic disaster, inflation and crop failure is laid at our door.
Unfortunately, the people believe these reports.
As the politicians have few constructive issues, they use anti-
imperialistic themes. They visit the small towns as well as the cities
and convince the educated and the illerate that they are the chosen ones

to defend them against the yankee marauders. The educated men from
better families will not run or accept a political office because they
would be suspected of graft. Therefore, the politicians are labor leaders
or professional men from the lower strata of society. Most politicos run
for office to amass wealth and power instead of patriotic motives. Another
underlying motive is the inferiority complex of the lower and middle class
and the superiority complex of the blue bloods. This may be due to color,
perhaps a trip to the U.S. or merely reading about us. They see that we have
an orderly government with guarantees for individuals. They are envious of
our organization, yet they are not willing to make any changes in their
own system.
Scholarships have been granted by the Guggenheims, Rockefellers
and drug manufacturers for years but these gifts do not necessarily result
in closer relations. Thousands of Latin pay their own tuition in U.S.
schools and universities every year but most of them associate with other
Latins and have no particular interest in fraternities, athletics or the
various activities. They do not develop a spirit of sportmanship and their
dignity does not tolerate horseplay. I attended school with them and served
on a student exchange committee so I have a foundation for my conclusions.
The old accusation that American residents don't mingle with the
Latins is a half truth. Most Americans residents are executives, arrive
here with their wives and families. As previously mentioned, the Spanish
German and Italian residents usualy arrive here penniless and plan to marry
wealthy local girls. They marry, raise families and mix wherever they are
accepted. The Europeans immigrants are largely Catholics and are more
closely associated with the Latins. The religion of the American colony is
similar to the U.S. although many do not attend church in foreign countries.
The American school foundation admits all nationalities, 33% of the members
of the American Club are Mexicans and most of the members of the golf clubs
are Mexicans. The American Society finances several local charities. The
Junior League girls support and teach in a government school for the blind.
The American Legion donated a primary school to the city last year. Do you
know every family that lives in your block? I do.
We have an inherent obligation under the Monroe doctrine to
guard the lives and property of all foreigners in Latin America. When
we prohibit other countries to send troops for protection, we must assume
this responsability. We haven't fulfilled our obligation and this permits
some Latin America countries to take advantage of the situation.
The accusation that we are responsible for their mining crisis is
phony. It is a self inflicted catastrophe. The mining taxes have been raised
so many times that they represent 70% the selling price. If the taxes were
lowered, they could export all of their ores. They want the U. S. to
guarantee the mineral prices so that our taxpayers can absorb the losses and
so they can maintain their high taxes. The alternative would be to eliminate
some of the questionable public works projects from their budget and lower
the mining taxes.
There are many poor people in L. A. and without much hope for
improving their situation without radical governmental changes.

May 12 and 30 with regard to my visit to San Marcos University
in Peru.
I only hope that the end result of this incident will be
an increased awareness in both the United States and Latin

America of the determination and ruthlessness of those who
instigated the riots, and a streggthening of the economic,
political, and cultural ties between this country and our neigh-
bors to the South.
In view of your interest, I thought you might like to
have a transcript of some remarks I made at the National Press

it so important to visit Universities wherever possible and to
explain United States policies to those who will be the leaders of

Dear Mr. Vice President:
With reference to my recent report, I had the privilege of
entertaining Ambassador Robert Hill and Mr. Ezequiel Padilla, former
Mexican Minister of Formulation for lunch yesterday. We conversed
for two hours and I am sure that Ambassador Hill obtained valuable
information.
I arranged this meeting because Mr. Padilla probably be the
next Secretary of Foreign Relations and because he is pro-american in
his ideas. I have never heard a local politician express these views
on foreign policies as clearly as Mr. Padilla spoke yesterday. He
indicated several times that until our State Department adopts a policy
of reciprocity, there can not be any prosperity or guaranties in Latin
America. Both of them called me later to express their appreciation of
the opportunity of meeting each other. I suggested that the Ambassador
should continue the interviews with Mr. Padilla who will be very
influential in the new regime.

Dear Mr. Vice President:
With reference to your trip to South America, it seems that the State
Department and United States Ambassadors exposed your life and jeopardized
interests. There was nothing to gain by meeting the students. I think that
Ambassador Achilles, of Peru should be dismissed immediately.
The communists knew that if any student were killed in the demonstrations
or if they were persecuted, the University students would have a common cause
in all of the South American countries for Anti-American demonstrations. If the
students were not punished for attacks on the Vice President and desecration of
our flag, then any assalts on our ambassadors, Americans, or American interests
would be pardoned. The result will be more anti-american demonstrations. More
American residents persecuted and a new wave of expropriations.
The State Department must know that the South American politicians make
violent Anti-American election speeches and blame the U.S. for every disaster.
The newspapers accuse us daily for all their dilemas. Our Ambassadors never refute
these charges in the press ( as other countries do ) so the populace believes them.
The countries will not make any changes to solve their internal problems because
Uncle Sam will bail them out or they will cry "Russia". Al of our loans given to
the governments has not made us one friend or helped private enterprise. No South
American country should be granted a loan until they de-nationalize their railroads,
oil and natural resources. Why must our taxpayers support a capricious code of
nationalistic laws which impoverish the S.A. people? Extreme taxation and increased
labor demands are responsible for our own depression.
This is not a diatribe against the Administration. However, I feel that some
policies of State Department must be changed before there can be any prosperity in
Central and South America.
You should not risk your life as we need you for our next president. Let the
Ambassadors take the chances as they are supposed to comprehend the local situation.

Dear Mr. Vice President:
Received your kind letter with the interesting photograph
of President Eisenhower greeting you and your family when you returned
from South America. It is a worthy tribute to the sacrifice which you
made.
As I am the Honorary Consul General of Iceland and Vice
President of the Consular Corps, I attend frequent diplomatic parties
and consular reunions. It seems that Latin American countries are
anxious for a Pan-American meeting to discuss their export situation.
They expect a guaranteed price for their raw materials, but they do
not realize that this guaranty would involve a larger investment than
the Marshall plan. If we set a precedent by establishing a price for
one product, we will make many enemies because they would expect us
to finance a complete program. The parity prices on our agricultural
products has cost the United States billions of dollars and has
eliminated some of our crops from the international market.
Every Latin American country has big problems which they
will not face. Until they make certain changes, their economy can
not be sound. As Lic. Ezequiel Padilla, former Mexican Secretary of
Foreign Relations told Ambassador Hill, "It is the obligation of the
United States to insist that Latin America correct these errors before
the loans are available".
I trust that our State Department will obtain the immediate
release of the Americans in Cuba. We can not permit any nation to hold
our citizens as hostages because it could become a common occurrence.

Received your letter of June 9 and the address which you
delivered before the National Press Club. It is very informative
and should be read by all of the American citizens. Your trip has
awakened a new interest in Latin American affairs in the United
States which should result in a new approach to our relations with
Latin America. An advisory council composed of business men in each
foreign country could keep you advised of the pending problems and
the solutions.
At one of the recent luncheons with Ambassador Hill, I made
a statement with which he agreed. I said that our loans and gifts do
not buy friendship or respect but it is impossible to convince the
citizens of the United States of this basic truth.
Each Latin American country has fundamental problems which
must be solved before democracy and prosperity can exist for the
masses. It is a duty of the U.S. Government to recommend the reforms
so that there can be a general prosperity instead of enormous wealth
of the politicians.
Congratulating you again on your interesting addres, I

concentrating my efforts exclusively during this period on
the Senate, House and Gubernatorial races for 1958 because
I am convinced that if the Republican Party is to win in 1960

received and most opportune. As the public learns your policies,
you will be the logical Republican candidate and our next president.
In due time I will organize the Mexican chapter of "The
Nixon for President" group. If we could hold a fifty dollar a plate
banquet with you as the principal speaker, we could raise fifty
thousand dollars for the Republican Campaign Fund. This would be a
small banquet compared to the large ones in the U.S.A., but it would
be a tribute to the thousands of Americans who are residents of
foreign countries that pay American income taxes without any
representation.

we can meet during my next trip to Washington.
I met Ambassador Hill and believe that he will be our
best representative since the late Dwight Morrow. It will be a
pleasure to know him and I hope to play golf with him soon.
Milton was lavishly entertained by the Mexican officials.
They expected him to announce that the duties would not be increased
on lead and zinc. He made no commitments so they have forgotten him.
A new conservative party has been formed in Guatemala.
Their candidate for presidente will be Jose Gregorio Diaz Lorca, who
is a very close friend of mine. He was a candidate in 1945, but was
defeated by the communists. It is my opinion that our Embassy officials
here cooperate closely with him. He would make an ideal president for
Guatemala.

Am attending the Shrine Imperial Council Sessions
in Minneapolis on July 14-18th. Will be in Washington D.C.
on July 19th as I have an appointment from 9 A.M. - 10 A.M.
with the Ambassador of a South American Country. I have been
offered the honorary position Economic Attache in Mexico.
I realize that there are many more important requests
for interviews, but I thought that you might be interested in
an explanation that a Mexican ex-Secretary of State gave me
last week on the Mexican Foreign policy. It was the most
revealing interpretation of their doctrines and answers many
questions. If you can't give me an appointment on July 19th or
20th, I will write the contents on some future trip to the
United States, as the risk involved would be too great if
mailed here.

I read in the Chicago Tribune about some statements
made by Senator Morse after giving due consideration to his
inopportune remarks and decided to give you a memorandum on the
true course of events.

MEMORANDUM
OIL.- A popular fallacy is the old story that the U.S. oil companies
cheated the natives when buying their oil leases. The truth is that the
smarter natives and the politicians bought the leases and sold them to the
oil companies.
Another polular story is that the oil companies financed revolutions
and intervened in Mexican politics. When the rebels took over the refi-
neries or oil fields during the revolutions, the companies were forced to
contribute to save the installations. Owing to the political uncertainties,
the oil companies did not intervene directly or indirectly in the elections.
The exaggerated annual demands of labor leaders and the refusal of the
Mexican Government to permit an increase in the gasoline price were respon-
sible for the strike in 1937. Lombardo Toledano, who is considered to be
the Russian-backed labor leader, induced ex-President Cardenas to expropriate
the oil companies. Cárdenas received the Stalin Peace Prize two years ago.
Many people believe that Toledano was instructed by Russia to instigate and
consumate the confiscation. Morris Cooke, a leftist engineer, was sent by
Roosevelt to evaluate the oil properties and eventually the companies
received approximately ten cents on the dollar.
Since the expropriation in 1937, the politicians managing the oil
administration cuadrupled the number of employees, but the oil production
has declined. Consequently, Mexico imports more oil. The California
Standard Oil is delivering more gasoline to the Mexican west coast than they
did before the expropriation. The Venezuelan American companies are
bringing in oil and gasoline to the Mexican gulf coast. Therefore, it is
illogical to assume that the American oil companies would be interested in
returning to Mexico. The ex-Republican renegade, Senator Morse, is incorrectly
informed if he thinks that the oil companies prefer strikes and governmental
restrictions to free trade.
Mexico spends more money on oil and gasoline importations than on any
other commodity. Unless new authentic fields are discovered, the situation
will be aggravated. Cardenas would not permit any foreign oil company to
operate here during his lifetime but after his demise, some changes may be
made.
I have no personal interest in this matter. I sold machinery to the oil
companies and to Petroleos Mexicanos. I visited the fields and refineries
many times. The workers were better paid and the housing conditions were
superior when the companies operated. The old employees will tell one
confidentialy that they regret the expropriation.
With reference to the protests by the Mexican Ambassador against higher
duties on lead and zinc, please take into consideration that Mexico collects
an export tax on all metals. If they eliminate this tax, they can still export
at a profit.

grandfather was born in Bainbridge, Ohio. My grand-
father, Samuel Brady Nixon, was born in Pennsylvania
but moved to Vinton County, Ohio, when he was very
young. My father was born in Vinton County and spent
his early years there. No doubt there are quite a few
members and relatives of the Nixon family still living
in that area.

It was a pleasure to meet you in Mexico City a few years ago at the
reception given by the American Club and the American Chamber of Commerce. It
is extremely gratifying to the American Residents to have a Republican Adminis-
tration in the White House, as all Americans residing in foreign countries
become loyal Republicans.
During the Truman regime, a fraternity brother of mine, Harry Vaughn,
requested reports from me on Mexican affairs and I cooperated. I am convinced
that my briefs were read by Truman, as his statements on his visit to Mexico
City co-incided with my suggestions.
I was opposed to the policies of the Truman era but considered it my
patriotic duty to keep them informed. It seems that all reports written by our
State Department must conform to political policy format of the Secretary, so
objective reporting is indeedrare. As you will be the next president, I would
be delighted to keep you abreast of the Mexican developments.

My grandfather, David F. Nixon, was born in Bainbridge, Ohio. Many
other Nixons whom I have met are of Scotch Irish descent and came from that
area. Did your relatives live in that state?
After graduating from an American College, I established a machinery
company in Mexico City. I was president of the American Club for four terms
and at present am a director in one Mexican bank and a consultant of another.
I am president of my company and was Potentate of Anezeh Temple here in 1950.
My companies are well organized and I have time to analyze the situation on a
strictly honorary basis.
