2. Tax Reform: Secretary Regan will brief the Cabinet at
Fuller
10:00 today on Treasury's tax simplification study. The
President will be present for the first 15 minutes of
the meeting, and will make brief remarks.
3. National League of Cities: It was noted that this group,
Verstandig
which is holding its annual meeting, will vote tomorrow
on a resolution for creation of a commission to deal
with the deficit problem.
4. Nicaragua: The World Court has voted, 15-1, to hear
McFarlane
arguments in a case brought by Nicaragua, which charges
the U.S. with aggression. McFarlane will talk with
Secretary Shultz today regarding the U.S. government's
position in the case.

1. Today's Schedule: A full photo op will be held during
Speakes
the meeting with GOP Congressional leaders. Wire photos
will be taken during the posthumous presentation of the
Congressional Gold Medal to Leo Ryan, and during the
session with Nansen Medal winners.
2. Ruckelshaus Resignation: Guidance is that Ruckelshaus
Speakes
decided on his own to return to the private sector; we
Herrington
would have preferred that he stay. It is our intention
to announce a successor this week.
3. Budget: Guidance is that we should continue to decline
Speakes
comment on budget deliberations.
4. Leading Indicators: The index for October was down 0.7%,
Speakes
though coincident indicators were up 0.5%.

5. Weinberger Speech: We would like to avoid further
McFarlane
comments from the White House on yesterday's speech, which
Speakes
outlined U.S. policy on the use of force. Guidance is
that this is not a new policy; instead, it simply puts on
the record the cautious standards that have been followed
re application of military force.
6. Arms Control: Regarding the Boston Globe story about a
McFarlane
non-disclosure pledge, guidance is that receipt of
Speakes
classified information must be acknowledged. The only
new element is that, on returning the material, a
statement is signed that there was no disclosure to un-
authorized personnel.
7. Soviet Treaty Violations: Three reports on this subject
McFarlane
are required to be submitted to Congress by February 15.
A letter will be sent this week which responds to allega-
tions that we are delaying the submission of requested
information. The difficulty has arisen, in part, because
of the ambiguity of certain verification data.
8. Inaugural Tickets: Margaret Tutwiler briefed senior staff
on the ticket allocation procedure. It was noted that
there are a total of 400,000 commemorative invitations, as
well as 50,000 ball and 12,000 salute tickets (both of
which are limited due to site capacity). Historical prece-
dent is being followed, insofar as possible, in allocating
the tickets. All White House employees will receive a ball
invitation, and all White House staffers of equivalent rank
are receiving the same allocations. Cabinet officers will
decide the allocation of tickets among their departmental
staff. Regarding commemorative invitations, senior staff
may submit additional names, which will be taken care of if
state allocations are not fully used. Regarding housing,
the Inaugural Committee will not book reservations, but is
working with local hotels in order to advise where rooms
are available.
9. NLRB: Guidance is that we should avoid comment on
Speakes
today's Post story re internal disputes at the agency.

1. Review President's schedule (attached).

2. Dole selection-- will there be any special recog-
nition by the President today (perhaps during a
photo op) ?
3. Ruckelshaus resignation-- there will be press
questions re his reasons for leaving, and more
attention given to possible cuts in the EPA budget.
Also, what is the guidance re a successor?
4. Budget-- guidance may be needed re proposed defense
budget cuts (along with Weinberger's reaction), and
re reports that we may push for all cuts to be con-
sidered in a single bill.
5. Leading indicators-- this index for October will
be released today, and is expected to show another
decline.
6. Weinberger speech-- yesterday's comments on conditions
for use of US forces is being viewed as a criticism of
Shultz's position re terrorism (and, by implication,
our decision to go into Beirut). Guidance will be
needed.
7. Arms control-- the Boston Globe reports that US
officials involved have been asked to sign a non-
disclosure pledge. Accurate?
8. Soviet arms treaty violations-- there is a news
report that we will send Congress a report this week
re possible Soviet violations. Accurate?
9. Inaugural tickets- Margaret Tutwiler will briefly
explain the allocation system to senior staff.

1.
Today's Schedule: There will be press coverage of
Speakes
the Oval Office meeting with Kohl, and the departure.
Also, there will be open press coverage of the
departure for Camp David.
2.
Budget: The budget core group will meet with the
Darman
President today, and may meet with him again on
Fuller
Monday. A Cabinet briefing may be held around the
middle of next week. The intention is to finish
discussions on the subject by then.
3.
Soviet Treaty Violations: It was noted that today's
McFarlane
article by Evans and Novak is totally inaccurate, and
that neither reporter attempted to talk with McFarlane
or Baker before the column was printed.
4.
Economic Figures: The trade deficit fell to $9.2
Niskanen
billion in October, compared with $12.7 billion
Speakes
in September. This is mainly due to a drop in US
demand. Also, it was noted that the money supply
was up sharply last week.
5.
EPA: Hill reaction to the nomination of Lee Thomas
Oglesby
has so far been positive.
6.
Tax Simplification: Oglesby or Treasury may talk
Oglesby
with Packwood regarding his press comments on this
subject. We will ask that he at least agree the
idea should be explored.
7.
Combined Federal Campaign: The reporting deadline
Fuller
for the campaign is today. The White House is half-
way to its goal at this point. Fuller will circulate
information to each office regarding its performance.

4. EPA-- what has been the reaction on the Hill to the
announcement of Lee Thomas? (Stafford has publicly
said he will be confirmed, and Dingell said he is
"eminently acceptable" ) We may be asked about re-
peated news reports that EPA's budget is slated for
a 30% cut.
