Today's Schedule: The presentation of rank awards to Speakes senior government executives will be covered by the wires and local press. 2. Cabinet Activity: A meeting is tentatively scheduled Fuller for Wednesday regarding the package of management initiatives. A Core Group meeting on the subject will be held in advance. 3. Budget: Small agencies have begun receiving their pass- Darman backs from OMB; larger agencies will begin receiving Fuller theirs by the end of the week. Darman and Fuller will discuss the appeals process with Stockman in hopes of structuring it so that final decisions can be made by December 22. 4. UNESCO: The President will probably make a decision McFarlane on withdrawal today, with an announcement either tomorrow or Wednesday. If some sort of monitoring group is named, it will be announced subsequently. 5. Economic Figures: Figures on the GNP, consumer prices, Niskanen personal income, and housing starts will all be released this week. 6. Refugee Agreement: The recent agreement with Cuba has Verstandig apparently caused few problems in the Cuban/American community. Florida state officials, however, have raised the possibility of additional federal assistance because of the agreement. 7. Kuwaiti Airline Hijacking: The family of one of the Hickey murdered Americans requested that he be buried in Arlington Cemetery. The decision was made to honor the request. UNESCO/Poland-- when will we announce decisions on both the UNESCO withdrawal, and on Polish membership in the IMF? 7. Budget: Secretary Weinberger has scheduled a press Speakes conference for 12:30 to discuss defense cuts. A McFarlane Presidential statement on the same subject may be issued this morning. 3. Economic Figures: Personal income for November was up Niskanen 0.7%, compared to a rise of 0.4% in October. Personal Speakes consumption was up 0.9%. Housing starts were down 0.7%, following an 8.4% decline in October. Building permits, however, were up 10.7%. It is expected that the drop in interest rates will help restore activity to this sector of the economy. 4. UNESCO: The President has decided that the US withdrawal McFarlane should be formalized. If asked about a possible FBI investigation into the source of the leak, guidance is that we never discuss such matters. 4. Aid to Israel: The Israeli government has formally Speakes requested $4 billion in US aid for 1986, along with McFarlane $800 million in emergency aid for 1985. Ambassador Lewis has made a statement on the subject. At this point, though, guidance is that no decisions have been made. 5.
