Request for the Vice President
The Southwest Voter Registration Education
Project would like the Vice President to address a group
of key Hispanic leaders from around the country in Texas
on August 8th at 7:00 p.m.
This meeting is being held to announce the
largest voter registration, voter education effort ever
undertaken by Hispanics in the history of our nation. They
are limiting the attendance to less than two hundred.
The format will be supper with the Hispanic
leaders and additional Texas and local leaders. They are
holding a fundraiser on Tuesday, August 9th.
The Executive Director of the Project is
Willie Velasquez, who was instrumental in setting up the
President's meeting with the Hispanics in San Antonio a
few weeks ago.
How does it look for the Vice President on
the 8th?

AUGUST 8-9, 1983 - SCHEDULE OF EVENTS
The above mentioned organization is hosting a two-day
session on the Hispanic vote and the 1984 Presidential
Election.
Hispanic elected officials and leaders of Hispanic orga-
nizations from across the country are gathering to help
highlight the importance of this voter group.
Senator Ted Kenndey has already confirmed for the second
day dinner, which is being billed as the Democratic Day.
The Southwest Voter Registration Project has advised us
that they would like to have Vice-President Bush to ser-
ve as the keynote speaker at the Monday, August 8th din-
ner. This event starts at 7:00 pm.
State Republican leaders from Texas agree with me that
the Administration must send a representative such as
the Vice-President to express our interest to Hispanic
Voters.
Willie Velasquez, Southwest Voter Registration Project,
Executive Director, has been working on making certain
that this organization obtains more Republican partici-
pation. Being the only member on the Board of Directors
who is Republican, I have continued to urge S.W.V.R.P.
to become more bipartisan.
Mr. Velasquez has continued to work with some of our GOP
candidates and worked openly in orchestrating negative
media on Governor Clements' Democratic opponent during
the 1982 election. He was instrumental in getting SIN
Network to feature a negative editorial on Mark White.
The S.W.V.R.P. is recognized by the Hispanic community
as the one entity who is responsible for strengthing the
Hispanic vote. They not only urge Hispanics to vote, but
most importantly, they encourage Hispanics to run for of-
fice and assist the candidates with their campaigns.

No longer can the Party hope for Hispanics to stay at home
on election day. We must deal openly with the new force
of the Hispanic vote. I urge that we be part of this
two-day event and participate with a high level represen-
tative.

The Southwest Voter Registration will host the cost of
the dinner. They are inviting Republican supporters
through the Texas Republican Party leadership to insure
adequate representation.
I am certain that S.W.V.R.P. would adjust their schedule
to accomodate an appearance by the Vice-President.

As I mentioned to you last Friday, we invited a prominent Democrat
to address the gathering we are putting together for August 8th
and August 9th, 1983. Senator Edward Kennedy has accepted to speak
at the August 9th event we have planned. In addition, Governor
Bruce Babbitt of Arizona has agreed to attend and introduce
Senator Kennedy on August 9th.
It appears that Governor Toney Anaya will also participate in the
program. Perhaps he could introduce the Vice President on August 8th
if the Vice President accepts.
You should know that we continue to receive excellent support for the
event and expect to reach our objectives in terms of numbers and impact.
Continuous updates will be provided as things develop.

On August 8th, 1983 the Southwest Voter Registration Education Project
is hosting a meeting of national Hispanic leaders to announce the largest
voter registration, voter education effort ever undertaken by Hispanics
in the history of our nation.
We are inviting key Hispanic leaders in the country to attend. The
list will be limited to less than two hundred. At 7:00 p.m. on August
8th, 1983 we would like to invite Vice President Bush to address the
group. The format for the address will be supper with some additional
Texas and local leadership. We are informed that there may be much
national media interest in the meeting and in Mr. Bush's remarks.
On Tuesday August 9th, 1983 we are having a fundraiser and a prominent
speaker of national stature will be invited.

Clay Claiborne
FYI, I met with Clay Claiborne yesterday
regarding the Black Silent Majority Committee. Initially,
Claiborne showed a video entitled Ronald Reagan in Black
America, a recount of an '83 dinner event held at the
Shoreham Hotel. The stated purpose of this piece was to
show Black enthusiasm for the President and Mrs. Reagan,
as well as for the President's policies.
Additionally, Claiborne wanted the White
House to know of his committee, what it was about and to
inform us that he will be involved in educating Blacks re
Reagan policies as well as working toward the President's
re-election. I was careful to make it clear that there
would be no Reagan re-election committee until such time
as the President announced his intentions and that he
would need to work directly with them if/when such was
established. He left on a seemingly satisfied note and
called me this morning to express his appreciation for all
courtesies extended to him.
Also attending the meeting were: Marvin
Cherry (with Clay Claiborne), John Tiler (OPL) and Jim
Pinkerton.
