a long time now; he has built for himself a reputation as
a man of exceptional accomplishment and character.
Rand distinguished himself through his work with the
Defense Department before serving Honeywell, Inc. in
his home state of Minnesota. Rand then joined the ITT
System, becoming chief executive in 1979 and chairman a
year later. In addition, he actively participates on a
wide range of civic, cultural and business associations.
Rand Araskog's record speaks for itself, and I am pleased

Dear Mr. Krupp:
Thank you for your letter of April 22 concerning the U.S.
position in international negotiations to control substances
that deplete stratospheric ozone.
We, of course, share your concern about the effects of ozone
depletion on human health and the environment, and we recognize
the need to take prudent steps to protect the stratospheric
ozone layer. As you noted, this Administration has maintained
a world leadership role throughout the negotiations and will
continue to do so. In fact, the U.S. delegation to the United
Nations Environment Program-sponsored negotiations has partici-
pated in three very successful rounds that have been hailed as
major steps toward international cooperation on global environ-
mental problems.
The Chairman's Text developed at the last round in Geneva
provides for a freeze on emissions within two years of the
protocol's entry into force, a 20 percent reduction two years
later, and two options for a further reduction of 30 percent to
take effect either two or four years later depending upon the
option selected. The Administration believes this Text provides
a constructive vehicle for further discussions to deal with this
important issue. We are also anxious to pursue several impor-
tant issues that remain unresolved and are not included in the
Chairman's Text.
The U.S. negotiating stance at the Geneva round of negotiations
was developed through an extensive deliberative process involv-
ing many representatives of both industry and environmental
groups, including members of your organization. The large number
of agencies involved in the process and represented as members of
the U.S. delegation in Geneva testifies to the importance the
Administration attaches to this issue.

I appreciate and thank you for the EDF's valuable input. I
strongly believe that this process has refined and strengthened
the policy underpinnings of the U.S. negotiating strategy and
has greatly contributed to the continued success of the negoti-
ations. I encourage your continued participation as we try to
deal with the key remaining issues.
Thank you again for your letter. I share your desire for a
successful and early conclusion of these important negotiations.

Presidential appointments very seriously and are always
looking for competent and committed people to serve in the
Administration.
In your letter you expressed your disappointment with the
President's recent choice of Dr. Joy Cherian to be Member of
the Equal Employment Opportunity Commission. You expressed
concern that "There are several Republicans who are more
qualified than him to hold this job."
The position for which Dr. Cherian was nominated is
reserved, by law, for a "non-Republican." It would not
have been legal for the President to nominate a Republican,
or for us to have requested that Jan Pillai or any other
Republican change his registration to meet the requirement.
This would have been contrary to the intent of the statute
forbidding such action.
I am glad to see your concern for the President and the
Republican Party and am pleased to have the opportunity to
clear up this misunderstanding.

Dear Mr. Mita:
Thank you for your letter on behalf of the Japan Electronic
Industry Association concerning S. 490. I share your concern
that protectionist elements in S. 490 may have counterproductive
effects on the world economy. The Administration is working to
remove such elements from the legislation that will be presented
to the President for signature. The proposed amendments to
Section 337 of the Tariff Act of 1930, however, are not
protectionist in nature.
The proposed amendments to Section 337 do not affect the basic
purpose of these investigations, which is to determine if there
is an unfair act or method of competition in the importation or
sale of goods. Section 337 relief affects only unfairly traded
imports.
The three amendments mentioned in your letter will improve
access to relief in cases where unfair acts exist and provide
treatment to imports that is no less favorable than that
accorded domestically produced products in U.S. district court.
I have great hopes for progress in the GATT negotiations on
intellectual property rights. However, the United States must
improve access to available remedies that provide protection
against imports that violate U.S. intellectual property rights.
We cannot afford to let piracy continue while we negotiate.

Dear Lady Douglas-Hamilton:
Thank you for your letters of May 12 to the President and
me concerning the American Consulate General at Edinburgh,
Scotland. I share your concerns about the effectiveness of
United States representation in Scotland and the importance
of our Consulate General there.
The Administration presently has no plans to close Consulate
General Edinburgh. Any decision to close a U.S. facility in
the United Kingdom or to reduce funding for our posts there
would be made only after the most careful consideration and
only out of absolute necessity. It goes without saying that
any additional measures that Congress may mandate through
the Federal budget do not in any way reflect on the warm
relationship between the American and Scottish people. It
is the Administration's hope that we can maintain our
official representation abroad at current levels, although
congressionally mandated budget reductions may make this
difficult.
In closing, I want to thank you for your expression of
support for the Consulate General at Edinburgh.
