Dear Dr. Bourne:
Thank you for your letter of February 18 regarding your
impressions of the "Frontline" program televised by PBS
in February. I share your frustration over the program's
treatment of the joint U.S.-Caribbean rescue operation in
1983. The program's author, Seymour Hersh, did not provide
an objective or balanced appraisal of the events surrounding
the events of October 25, 1983.
The positive response by the American and Grenadian people to
that necessary military action was obviously not reflected in
Mr. Hersh's documentary. The film did not mention the huge
cache of Soviet-made arms or secret military agreements found
on the island by U.S. troops following the operation. No
reference was made to the requests for U.S. intervention by
the only remaining constitutional authority on Grenada ---
the Governor General -- and by the member countries of the
Organization of Eastern Caribbean States.
Since 1983, Grenada has joined its Eastern Caribbean neighbors
as an open, democratic state committed to the preservation of
fundamental human freedoms and rights. I am certain historians
will find the Grenada rescue operation a triumph of democracy.
The U.S. Government's position regarding the Grenada rescue
operation is quite clear. I encourage you to contact the
producers of "Frontline" directly to express your personal
dissatisfaction with their treatment of this subject.

to designate much of the Great Smoky Mountains National Park as a
wilderness area.
I can assure you I am in full agreement with S. 693's intent of
ensuring that undeveloped lands within the Park are preserved in
a wild and primitive state. As you may be aware, the Department
of the Interior has testified before the Congress in support of
S. 693, provided it is amended to address a number of concerns.
A copy of the Department's testimony is enclosed for your
information.
The Administration is working on a continuing basis to see that
an amended version of S. 693 or an acceptable substitute is
enacted into law. I support this effort.

Dear Ms. Patterson:
Thank you for your letter of February 16 requesting Senator Baker's
views on homelessness in America. You asked what he thinks Federal
Government can do to alleviate this problem. The Administration is
very concerned about the homeless and is providing support to State
and local public and private organizations that aid the homeless.
Last July, President Reagan signed into law the Stewart B. McKinney
Homeless Assistance Act. Since that time we have been moving as
quickly as possible to make the programs established in the McKinney
Act available to meet the needs of the homeless for shelter and
other forms of assistance. A brochure describing these programs is
enclosed.
As an example of these programs under the McKinney Act, the
Department of Housing and Urban Development has:
-- provided $68 million through the Emergency Shelter Grant
program to States and eligible cities and urban counties
to renovate homeless shelters; operate these shelters;
and, to a limited extent, provide support services for the
homeless such as employment, health, drug abuse and
education services;
-- awarded $59 million through the Transitional Housing
Demonstration component of the Supportive Housing
Demonstration program to public and private non-profit
organizations to develop innovative approaches to
providing transitional housing, such as half-way houses,
and supportive services for homeless persons who are
capable of moving to independent living. (A further
$61 million will be awarded for transitional housing
projects this summer) ;
-- asked states to submit applications for $30 million in
Federal funds under the program of Permanent Housing for
the Handicapped Homeless to provide long-term housing for
handicapped persons who are homeless, or at risk of being
homeless. (Applications for these funds were due
March 31) ;
-- provided $15 million to public and private organization
under the program of Supplemental Assistance for
Facilities to Assist the Homeless to support comprehensive
and innovative approaches on a community-wide basis to
address both the immediate and long-term needs of the
homeless; and

provided $35 million to public housing agencies for the
rehabilitation of Single Room Occupancy dwelling units.
First priority for occupancy of these dwellings must be
given to homeless individuals.
Other Federal agencies, including particularly the Department of
Health and Human Services, the Federal Emergency Management Agency,
the Veterans Administration and the Department of Defense, have
provided States, cities and non-profit organizations with millions
of dollars in funds, services and supplies for the homeless.
Our continuing concern for the needs of the homeless is also
reflected in the budget President Reagan recently sent to Congress.
In that budget we are asking for almost $400 million in additional
funds for Federal programs to aid the homeless in Fiscal Year 1989.
In addition to implementing funding programs for the homeless, the
Secretaries of 10 Federal cabinet agencies, the Administrators of
the Veterans Administration and the Federal Emergency Management
Agency, and the Postmaster General are participating in the work of
the Interagency Council on the Homeless, also established by the
McKinney Act. The Council is undertaking a wide range of activities
to improve our understanding of the needs of the homeless, to better
coordinate Federal programs to aid the homeless, and to give
technical assistance to State and local governments and the private
sector to help them develop new programs to address the needs of
their homeless populations.
I am also enclosing for your use a copy of the report on the
homeless and emergency shelter prepared by the Department of Housing
and Urban development in 1984. This report presents detailed infor-
mation on the characteristics of the homeless population nationwide.
I hope this information proves useful to you as your prepare your
research report.

While Senator Baker is not able to provide tickets for tours
on the dates you mentioned, the White House is open to the
general public from 10:00 a.m. to 12:00 noon, Tuesday through
Saturday. It is closed on Sundays, Mondays, on certain
holidays, and when the White House is used for special events
and ceremonies. There are no ticket requirements for these
tours. The visitors entrance to the White House is on East
Executive Avenue, just south of Pennsylvania Avenue. There
will likely be a line, so it is best to arrive early to avoid
the crowds.

I had our experts take a look at your proposal on Unmanned
Aerial Vehicles (UAVs). They concur with your assessment --
we do not now have an internationally coordinated approach to
fielding UAVs, and need one. Recognizing the practical and
political difficulties associated with rationalizing UAV
requirements in NATO while expeditiously trying to field
emerging technologies, they suggest the following:
- The best place to grapple with the complexities of
this issue is within the CNAD Multi-Service Ad Hoc
Group on Follow-on Forces Attack.
- Consideration should be given to integrating UAVs
into the new Conventional Armaments Planning System
(CAPS) as an early test case.
- Within the U.S. defense community, DOD is in the
process of centralizing the management and execution
of U.S. UAV programs with a view toward expediting
user experience with currently available systems and
capabilities.
- UAVs would appear to fit well into Secretary
Carlucci's Competitive Strategy approach to allo-
cating defense resources -- while noting that the
next step should be to maximize field experience
with available technologies to aid in educating
the operators and help the process of matching
the technology to specific military tasks.

I am confident you can count on active U.S. participation in
this effort as NATO moves it forward. We share our Allies' felt
need to be more efficient with our available defense resources,
and this appears to be a worthy area to pursue.

School recently was awarded the "National A+ School Award
from Instructor Magazine. Your school can take great pride
in this recognition, reflecting as it does your success in
providing your students with a well-rounded, quality
education.
There has been much talk recently about the decline in our
nation's standards of education. With that in mind, it is
all the more gratifying to hear of a school that continually
strives to be the best. The combined leadership and commit-
ment of the school board, administration, faculty, students,
and community groups are an excellent example of how great
