Joyce and I hope that our little message reaches
you personally, and finds you well - its been
our intentions to write to you for such a long
time - the recent newspaper stories about your
intentions to resign served to remind us.
Oh no, you don't remember the
Brownes, for my wife Joyce and I have never met
you during our many visits over in California
or during your travels with the President, but
we're more than familiar with your longtime
service to the Reagans in California and these
past four years in Washington, and we therefore
feel that we know you well. Joyce and I have

millions of Americans from all walks of life.

At our meeting yesterday, you asked me to outline the matter we discussed
via a brief note to you.
Every two years, a Review Conference is held pursuant to the Helsinki
Final Act of 1975 whereby the signatory countries review progress made to
advance human rights, free flow of information, freedom of movement of people
and other similar matters delineated in the Act. The next review will be held
late in 1986 in Vienna.
In preparation for the Vienna meeting, a conference of experts on human
rights from all the signatory countries will meet in Ottawa, Canada, in May of
this year. This is a most important meeting, for it will set the agenda for
the 1986 Review in Vienna as to human rights.
My name has been proposed to the State Department to chair The United
States delegation to Ottawa. I am advised I will be strongly supported by
Senator Bob Dole and Congressman Dante Fascell, both of whom know me well, and
by a wide range of other Senators and Congressmen, Republican and Democratic.

This subject interests me deeply. As you know, I served for five years
as U.S. Representative to the U.N. Commission on Human Rights, and I now chair
the Advisory Group of the International Parliamentary Group for Human Rights
in the Soviet Union (see attached material). I am prepared to take the time

Boston University is being seriously considered to serve
as Secretary for the Department of Education.
I sincerely believe John is an outstanding American and
extremely well qualified to be Secretary of the Department
of Education. John and I served together on the
President's Bipartisan Commission on Central America,
which was chaired by Henry Kissinger. My candid opinion
is that the counsel and specific recommendations he
submitted made a stellar contribution to the Commission
and to our final report to the President.
With no reservations, I recommend John R. Silber be
appointed to serve as Secretary of the Department of

Dear Mr. Deaver:
I urge you to support the retention of a corporate tax system which
contains specific incentives for investment in equipment.
The strong economic recovery during the Reagan administration is
certainly due in some part to a general increase in capital investment
and productivity.
ERTA provided ACRS and enriched tax credits as an incentive for
new investment. These have the effect of covering the cost of
capital and increasing corporate cash flows, both of which are
necessary for U. S. businesses to earn a return on capital investment.
ERTA was passed in 1981. It seems to have accomplished its purpose,
why change it now?
It should be noted that the lag in capital investment in the 1970's
contributed to a productivity slowdown and a gradual economic
deterioration. In addition it seems that higher rates of investment
have had the effect of spreading technology to more and more economic
activities.
The reason the current tax system works so well to incent investment
is that a company must invest in equipment to receive these tax
benefits and lower its effective tax rate. Lower statutory rates,
on the other hand, would apply to any company whether it invests
in productive assets or not.
I would once again urge careful consideration prior to supporting
any measure that would negatively effect a system which has worked
so well, so long.

Dear Mr. Deaver:
I am writing to ask you for your strong consideration in retaining a corporate
tax system which contains specific incentives for investment in equipment. Our
country has enjoyed good economic recovery over the past several years, directly
because of a general increase in productivity and capital investment.
In my view, ACRS and tax credits as an incentive for a new investment, have
been shown to be one of the primary reasons for the economic recovery that we
have enjoyed. Many studies I have read, indicate that if we adopt the various
tax methods as proposed by Treasury, and other members of Congress, there is:
a tremendous danger in increasing unemployment, creating a lag in capital
investment, and other factors which will prove to be detrimental to the economy
in the years ahead.
While our tax system may not be perfect, it is working and providing the
incentives for investment, and economic improvement. I would hate very badly
to see Congress remove the incentive for investment. The underlying reasons
for creating ACRS depreciation and expanded tax credits have not changed.
It is my opinion these tax proposals will not simplify or reform anything. The
only thing these changes may accomplish is continued uncertainty with our tax
policy.
I would appreciate very much your reply, letting me know how you feel about
proposed tax legislation.
