Speakes to call McDonald to get specifics of Japanese measures on auto exports. Guidance: No comment until Brock back. Don't express satisfaction or dissatisfaction. Japanese informed Brock of their decision while he was in Tokyo. 2. Jerry Carman working on SBA problems. Need to distance RR Administration. 3. We will oppose Cranston on Pauken hold-up and on his attempt to separate Action from Peace Corps. 4. Savings Bonds: Darman to catalog proposals for selling Savings Bonds. Fuller to put policy issue on Savings Bonds on Cabinet Council for Economic Affairs. It has been agreed with Regan that there would only be one more year of USG endorsement of Savings Bonds. A number of those around the table felt Savings Bonds were a fraud. 5. Guidance on continuing stories about Haig: No one is unhappy with Haig. 6. Guidance on reported Administration consideration of merging Drug Enforcement Agency with FBI: Have not supported any changes. 7. There will be a need for fast turn-around on our positions on mark-ups of authorization legislation. OMB/Friedersdorf meetings will commence every morning at 7:30 a.m. 8. Departmental and agency legislative Assistant Secretaries will be coming over here Saturday to talk with Friedersdorf about legislative strategy. deaver SENIOR STAFF MEETING ACTION ITEMS (5/4/81) 1. No decision has been made on subject of Notre Dame speech. It may or may not be on foreign policy. 2. Rogers to develop procedures for the use of WH/EOB facilities. Question raised as to NATIONAL JOURNAL using room 450 today. 3. Gergen/Dole/Nofziger/Ursomarso to get together to determine public affairs posture after Tuesday House vote. Emphasis to be on Presidential leadership and public support; subsidiary theme would be efficiency of President's men. (Note: Senate budget vote expected a week from Tuesday.) 4. We should make no predictions of a win in the House; the situation remains very close. 5. White House staff should not talk about internal WH process, particularly derogatory matters. 6. Murphy will make sure that the V.P. is briefed on brown lung problem before he meets with textile workers today. 7. Fielding preparing memo on travel expenses. 8. Fielding to check into, and report on, old Executive Order on political appointees assisting in fundraisers. 9. Dole will check on allegation that tribal chairmen travelling to Washington on CETA funds to protest Reagan economic program. Dearn File SENIOR STAFF MEETING ACTIONS ITEMS (5/5/81) 1. Anderson working on position regarding Women's Equity Act. 2. State/DOD public statements cleared through NSC. Fuller and Gergen/Ursomarso should also review. 3. Weinberger Chicago Newspaper Publishers speech on requirements for defense policy. Haig Syracuse commencement address on renewing the Atlantic Alliance. 4. OMB will prepare analysis of eight agencies which Don Lambro lists as bureaucratic jokes (RICHMOND NEWS LEADER 5/1). U.S. Travel Service, Federal Information Center, Consumer Information Center, National Board for Promotion of Rifle Practice, President's Council on Physical Fitness, Mexico- U.S. Defense Commission, OPIC, LEAA. 5. Notre Dame speech will not be on foreign policy; it will be on national uplift. Gergen has action. 6. Rogers is in charge of scheduling room 450 and Treaty Room in EOB. 7. Meese/Fuller will talk to Attorney General about policy review of positions Justice takes in connection with litigation, particularly Supreme Court cases. Example: position on compensating parents who voluntarily bus their children. 8. Harper preparing memorandum on Federal affirmative action. 9. James to check status of IG nominations. 10. James to provide list of minority ethnic appointments. 11. James to provide status report on minority recruiters. 12. Deaver to assure that Frank Stella considered for appropriate Ambassadorial spot. SENIOR STAFF MEETING ACTION ITEMS (5/6/81) 1. Friedersdorf anticipates House vote on budget bill Thursday; NBC says will be today. 2. President's briefing on Suzuki visit will be geared by Allen to last 60-70 minutes. 3. We will arrange for photo op with President, Haig, Meese and Baker in the Oval Office at 12:00 noon to commemorate the success of Haig's NATO trip and communique. 4. We will start to publish the President's schedule next week. 5. Darman/Fuller/Williamson/Speakes to meet with Baker after Senior Staff on legislative veto. (NOTE: Harper testifying on related reorganization legislation today.) 6. Justice position on Supreme Court case regarding obligation of States to pay for education of children of illegals will be put on next Cabinet agenda. 7. Dolan will have draft of Notre Dame speech around tomorrow. Gergen will take charge of preparations for West Point speech-- 3-4 minutes on U.S. commitments, the rest of the speech should be on military manpower (including encouraging trends regarding enlistment and retention). 8. Friedersdorf to check on how much support in Congress there is for a Constitutional Amendment for a balanced budget. Anderson reports 30 out of 34 States are for a Constitutional Convention on this subject. 9. Fuller to check with Lewis on DOT guidelines regarding municipal transportation for handicapped. There will be handi- capped demonstrations tomorrow. Lewis may get into trouble next week on the Hill on this issue. We will make no decision on this until next week; but our philosophy runs in the direction of leaving it to the cities to decide how they will provide services for the handicapped. 10. Friedersdorf to call Stafford regarding progress of block grant legislation in Senate. Hatch evidently having difficulties. Action: Challenge Kennedy proxies. 11. Williamson keeping watch on Senate Finance Committee actions to increase Medicaid cap for Puerto Rico ($15 million increase). Legislation would also defer block grant approach in PR until FY 83. 12. Regarding House Appropriations Subcommittee request for Anderson to testify in context of White House budget, Anderson will offer to meet informally with the Committee, but refuse to testify, stating that budget testimony regarding OPD should come from budget officers. We will also make sure that there are a number of nice letters indicating our willingness to consult. Deaver SENIOR STAFF MEETING ACTIONS (5/7/81) 1. Gergen/Speakes to get together on guidance re articles on Wall Street not believing in President's program. 2. The House vote on the budget package is expected today between 2 and 3 p.m. Canzeri to arrange for Rose Garden reception for House members involved at 5 p.m. 3. Dole to submit proposals to Scheduling on Presidential meetings with CEO's and trade representatives regarding tax package before it comes up in Senate. 4. The Administration position on EXIM Bank remains the same despite Commerce and other signals re increasing the budget. 5. James to arrange to terminate incumbent acting head of Selective Service today. Friedersdorf to report this to Hatfield. Our head of Selective Service should be nominated next week. 6. James to check on HUD regional representative in Denver who evidently causing problems re Gorsuch. (NOTE: Gorsuch reportedly confirmed yesterday.) 7. We should make pro nuclear statement at time we announce Chairman of NRC. Harper/Anderson will check into STAR article report on House Appropriations Committee proposal to restrict those who could intervene in NRC licensing procedures. 8. Guidelines on SALT I and II: Not bound by SALT I and II; future depends on MX and other things. Allen to provide para- gragh to Speakes. 9. Guidance on Clean Air Act: Dedicated to avoiding over- regulation; Clean Air Act review must be based on balance between people and the environment; we are developing our views (Gorsuch, Hill, Boggs, Watt, V.P., OMB all involved) ; we will be presenting our views to the Hill in a timely fashion. Welcome inputs in the meantime. (NOTE: This in context of Phillips Petroleum organized meeting to which Weidenbaum will go.) Dean SENIOR STAFF MEETING ACTION ITEMS (5/8/81) 1. There will be no photo opportunity with Suzuki. 2. Friedersdorf will arrange meeting with selected Senators on Hyde amendment (abortion) tack-on in Senate. 3. We expect the Senate to conclude on the budget resolution Monday or Tuesday next week. 4. The Cabinet meeting today will primarily be for Stockman to give briefing on legislative strategy regarding markups. 5. Guidance on RR-Suzuki arrival statement re economic package: "Always willing to listen"; happy with budget; Democrats coming our way. 6. Conable coming down to meet with President Monday. This should be kept quiet. 7. Lewis and Gray working on compromise regarding Federal guidelines on handicapped transportation. Fuller has action. We would prefer no guidelines, but could live with guidelines providing more local flexibility. Will not move on this until next week after handicapped rally. 8. Letter to Senator Kasten on Consumer Products Safety Commission: would prefer to abolish; but if cannot abolish, would want to amend with Executive Order and place in DOC; also more explicit treatment of benefits vs. cost. 9. Regarding Regan statement on social safety net (i.e., might have to exact cuts), RR has commitment to help truly needy; his commitment is not to particular programs. We will maintain an appropriate safety net. 10. James/Herrington to make sure that we announce majority of Synfuels Corp. board today. We may have to hold back on one or two members. 11. Herrington/Beal to meet with Meese after Senior Staff meeting regarding new Census Bureau Director. 12. Reception for House members in celebration of House budget action slated for 5:00 p.m. Monday. 13. Friedersdorf will try to turn House members around regarding Clinch River. House committees voted (18-12) to expunge; Baker concerned. 14. Regarding Legal Services Corporation, we will try to save Domenici program without continuing LSC. SENIOR STAFF MEETING ACTION ITEMS (5/11/81) 1. Cabinet Council on Human Resources (chaired by President) will consider Social Security decisions in preparation for Administration (Schweiker/Stockman) testimony Tuesday. Decisions include a number of sensitive items designed to bring Social Security financing into balance. These include reducing the amount payable on early retirement, eliminating widows with children over twelve, and eliminating dependents of early retirees (those who retire at 62 instead of 65). 2. Allen will do backgrounder today on Administration's attitude towards French election. He will check with State as to whether we can release President's letter to Mitterand. 3. We will not provide opportunity for press to meet with Congressmen after their meeting with President. Rationale: don't want lots of questions on their attitude towards tax package. 4. Allen to brief nets/wires on background on U.S. role in helping to get El Salvador prosecution of National Guardsmen involved in murder of nuns. Will check with State before doing. This to head off growing opposition to El Salvador policy, likely to come out at Notre Dame. 5. Budget mark-ups going well. Need to check with Meese commitments made to conservatives on Legal Services Corp. before threatening Presidential veto. Harper believes LSC should be possible veto item (worth $160 million), notes that we have made no effective campaign to sell our position on LSC. Discuss at next Senior Staff Meeting. 6. Legislative strategy meeting today will consider strategy on block grants legislation. Need to get Stafford down here to counsel with President. 7. Fuller to check into reported Treasury/Commerce views that EXIM Bank cuts should not be made unless OECD countries make affirmative moves to cut their interest rate subsidies. 8. Anderson to check on who is circulating old paper positive towards high temperature gas reactor; this re General Atomic quote that WH supports HTGR. 9. Anderson to do pros and cons paper with recommendation on Post Office 9-digit zip code proposal. Noted Post Office independent; suggested President should take credit for killing proposal. -2- 10. Proposal on '84 Olympics coins coming up through Treasury. Suggestion being made that coins could be legal tender. 11. Fuller to check into instructions that were transmitted regarding multi-fiber agreement meeting in Geneva. These did not come up through Trade Policy Council or Cabinet Council on Commerce and Trade. Weidenbaum concerned that Administration is beginning to project protectionist image. 12. Dolan draft Notre Dame speech will be circulated this morning for Senior Staff comments by end of the day. Darman proposes to send to President tomorrow. Reported that ten pages of material on Soviet Union had been suggested for speech; this being cut back. 13. Darman convening WH/State meeting at 3:00 p.m. to begin organization for Schmidt visit. 14. Guidance on AG Task Force on Immigration: TF has not yet completed its work; guest worker program only one element being considered; President has not yet reviewed; no firm timetable yet set. 15. Need to look into question of firing Acting Chairman of Consumer Product Safety Commission who reportedly criticizing Administration. Suggest James take action. SENIOR STAFF MEETING ACTION ITEMS (5/12/81) 1. Presidential meeting with Senate Human Resources Committee scratched. 2. If GOP on Hill want to eliminate FEC, Administration will not stand in their way. 3. On Legal Services Corporation: Go along with Caldwell Butler compromise approach reducing LSC appropriations by 50%. 4. Fuller still checking on Treasury/Commerce positions on EX-IM Bank funding. 5. Our position on tax package: We stand for substantial individual and corporate cuts. President hasn't changed his position, although prepared to listen. As in budget area, we expect to achieve our package, although there may be some fine tuning with the Congress. Dole to provide this approach to business and other groups, see if it washes. Problem is: Many will ask what our bottom line position is on 10-10-10 or 10-5-3. NOTE: Easier to do slight of hand on budget than on tax. 6. Schweiker will be briefing on Social Security package at 10:30 AM today. Business Roundtable and other groups should get copy of that briefing. 7. Friedersdorf still trying to turn the House around on Clinch River (Baker interest); not sure this can be achieved. 8. Dolan rewriting speech for Notre Dame to emphasize church/family/ home rather than relations with Soviet Union. Guidance: 15 minute speech on future of America; nothing on Soviet Union; no comparison with Carter foreign policy speech four years ago. 9. On unemployment insurance interest, Harper to check on status of Administration legislative proposals; Williamson/Fuller to ask Donovan to meet with eight concerned Governors. Problem: We did not inform Governors of what we were doing; this has State budget impacts in Illinois, Delaware, Pennsylvania and other Republican Governor States. 10. Harper to put together proposal on OMB/CEA review mechanism regarding agricultural decisions implying budget. Example: food stamps additions. Friedersdorf to develop legislative strategy regarding food stamps. SENIOR STAFF MEETING ACTION ITEMS - 5/13/81 1. Gergen to pull together material for Armed Forces Day this Saturday, Presidential comments (coordinated with Weinberger's speech and Mrs. Reagan's ship launching). 2. Deaver to check with President regarding possible reception for 78 Senate supporters tonight. Consideration to be given to presidential phone calls to Domenici and Baker. 3. Anderson to brief V.P. /Murphy for Volcker lunch (Weidenbaum paper to be sent to V.P.). 4. Meese, Deaver and Gergen to review Notre Dame Speech for further guidance to speechwriters. 5. Resolution needed on whether to charge interest on Unemployment Insurance funds. Meese indicated need to: a. determine how states' needs have developed b. consult with governors C. check with states 6. Speakes to insure high visibility of Alvarez appointment as Deputy Director of Peace Corps as well as Gorsuch and Hernandez appointments. 7. Meese to consult with AG Smith re: op ed piece written by associate FBI prosecutor. 8. Cribb to find out the names of the actuaries who worked on the Social Security program for presidential recognition. 9. Friedersdorf to talk to Stevens advising him of our opposition to a 9 digit zip code. Seek legislative remedy. OMB will offer back-up support if necessary. 10. Anderson to review Congressman Pickle's position on Social Security administration and develop parallel charts, Pickle vs. RR. 11. Allen looking into Soviet incident at Dulles yesterday. Ad- ministration not commenting at this time. -2- 11. Friedersdorf to assist DOT in defeating legislative decision which would provide for Congressional approval of Conrail buy-outs. Limiting of DOT discretion could add $10-100 million to buy-out process. This now being discussed in House full Committee and Senate Subcommittee on Transportation. 12. Guidance on Cranston attempt to separate Action from Peace Corps: President will veto any such bill, Ruppe opposed to bill. SENIOR STAFF MEETING ACTION ITEMS (5/14/81) 1. Friedersdorf to meet with Baker this morning to see who will be attending Senate Education and Human Resources Committee meeting with President on block grants. 2. Congressional reception will be in East Room at 5:00 p.m. today; President will drop-by at 5:30 p.m. 3. Cabinet lunch today will be general review of economic package strategy. Meeting will be limited to specified guest list. Purpose is to go over FY 81 overruns. 4. Eighty Republicans joined in House to increase EX-IM Bank financing by $400 million. Senate has already moved in this direction. Friedersdorf to look at whether we can turn this around; OMB thinks will be tough to recover. NOTE: Treasury following party line; some question re Commerce who linking to reduction of export credit subsidies in Europe; Baldrige out of country. 5. Armstrong proposing amendment to delete Davis-Bacon from Section 8 Housing. Administration should keep low profile-- don't support, but don't oppose. This consistent with Campaign. 6. Gibbons proposing amendment in House to eliminate Trade Adjustment Assistance. Our budget strategy was to reduce duplication with unemployment insurance and achieve cuts. Guidance: Keep low profile for the moment. 7. Williamson to check on whether Governors can go along with package (cap plus interest rate) on new borrowings for unemployment insurance. If they can, we can. But we cannot go along with only part of package. 8. Regan unhappy about Weisman article in NYT re theoretical Reagan strategy to compromise tax package. 9. We are not to comment on Cable News suit regarding pooling arrangements which exclude them. Suit claiming violation of constitutional rights and anti-trust; also damages against corporate defendents. Additional problems: Major network unions won't permit use of Cable TV film; print media equally concerned with pooling arrangements. 10. Harper to check into reported U.S. Army policy of buying foreign trucks in Europe. This may be part of U.S. -FRG offset agreements. 11. State shouldn't make announcements on North-South Summit; this planned for departure statement. 12. Deaver to get to Friedersdorf President's departure time for Notre Dame. SENIOR STAFF MEETING ACTION ITEMS (5/15/81) 1. Botha photo op with the President. Allen to provide Speakes with material for press backgrounder. 2. Anderson to rearrange Volcker meeting to no later than Monday next week. Guidance: scheduling problem. 3. Clausen (President-designate of World Bank) meeting with President strictly photo op. We will inform him that we will not fight Senate on further reduction in IDA funding (from $540 to $408 million). 4. Fuller to check on Ag position on Forest Service head (in light of opposition). 5. Need to check facts out on Lefever (Assistant Secretary State Human Rights designate) and work Hill to gain support for his confirmation next week. James to prepare two-page paper on Lefever; Friedersdorf has action on Hill. 6. We won't do anything on Davis-Bacon until after talking with Donovan. 7. All contacts on abortion issue on Hill to be referred to Friedersdorf. Our position is that we would like to see adoption of whole Hyde amendment, not just part of it. 8. Howard Baker to get language on block grant legislation to Friedersdorf today. JAB believes we have 95% chance of winning on this. 9. Harper will get our position on black lung legislation forward to Hill. 10. WH will confirm that we oppose slipping the Social Security COLA this year. Baker to get with Dole on possible PR idea in this respect; suggestion made of getting Commission on Aging to come in at this time. 11. OMB preparing scorecard on budget mark-up victories; will provide this to Gergen/Speakes for release before weekend. Leaver SENIOR STAFF MEETING ACTION ITEMS (5/18/81) 1. Immigration and refugee study approaching final stages. Will be no decision on matters affecting Mexico prior to Lopez Portillo visit. Labor leaders want input; Dole to stay in touch with Hodsoll on this. 2. Agree to give push to Lefever nomination. Nothing wrong with Lefever's background; just a question of difference of views. Meese/Baker will talk briefly before national security briefing. Percy reportedly against nomination. 3. Anderson to check on details of Federal Home Loan Board liquidation of Chicago S&L. This the first such liquidation in ten years. While accounts insured up to $100,000, a number of the jumbo accounts involve the federal government (BIA and Air Force). 4. Friedersdorf/Fuller to make sure that no problem in moving ahead with nominated head of Agricultural Service. Block thinks OK. 5. Baker/Meese to visit with Edwards re mechanism to assure WH/OMB input to major energy decisions involving budget/ outlays. DOE reportedly moving ahead with an additional $1 billion of SPR fill. Possible compromise: purchase contracts now; outlays after October 1, 1981. (Noted that review process for agriculture programs in place). 6. Maryland bi-election guidance: Not a referendum on the President's program; heavily Democratic constituency; if, nonetheless, we win, this would be a strong sign for President. 7. Agreed to tie arrangements for Ottawa Summit more closely to regular system for staffing Presidential trips. Darman complains about Summit trade paper with short turnaround. 8. There will be separate meeting on DOD pay bill. 9. Issue of Arts and Humanities Endowments recisions: agreeable in principle if no major political problems. 10. Dole to take action on seeing whether V.P. will meet with Vietnam POWs this weekend. If not V.P., Haig. Will want to arrange strong Presidential message; President would meet with them if he were here. 11. Guidance on Volcker meeting with President: discussions on state of economy. 12. Guidance on tax package: President's program is the right one; he wants to stick with it, but is willing to listen if alternatives are presented. (NOTE: Regan has said he is coming back to U.S. because of tax package.) SENIOR STAFF MEETING ACTION ITEMS (5/19/81) 1. Dole to arrange for Haig to speak to Vietnam veterans group. V.P. cannot do it. 2. On issue of IGs at DOD and Justice, Administration will not oppose Brooks on insisting on IGs, but say that amendments may be needed. 3. Friedersdorf to check on status of resolution on democracy in Philippines. 4. OMB to take strong stand opposing increases in EX-IM Bank funding. 5. Meese/Harper to look into means for developing alternatives to Legal Services Corporation: either additional funding of block grants or new categorical program. LSC issue coming up tomorrow; separate bill in House; attached to appropriations bill in Senate. 6. Fielding to develop facts regarding failing Chicago S&L, find out why so much BIA and Defense funds are in S&L. After developing facts, we will develop guidance. 7. We will litigate State decision to not permit U.S. military to attend schools. Dearer SENIOR STAFF MEETING ACTION ITEMS (5/20/81) 1. Cabinet Council on Trade and Commerce agenda: East-West trade, trade policy statement, Haig on multi-lateral aid. V.P. to put E-W trade paper in context of Ottawa Summit. 2. Fuller to look into new Agriculture Food Director (William Hoagland) re Kentucky newspaper article "vowing not to become Reagan puppet". 3. We have no problem with AG position on continuing federal prosecution authority in D.C. 4. Anderson to prepare Administration position on bill (reported out of Senate committee) which would provide for constitutional budget amendment. Previous position has been: -- For balance budget -- Do this through annual Executive Branch/Congressional development of budget rather than constitutional amendment. -- If constitutional amendment, through Congress rather than constitutional convention. 5. Meese/Baker/Gergen/Ursomarso/Speakes to get together regarding development of material for educational writers etal on our Social Security position. Strategy: editorial -- President won't go on TV on this. -- HHS will defend package. 6. James/Nofziger to look into possible job for Audrey Scott who lost Maryland bielection; she did better than previous Republicans. 7. Administration has no problem with GOP Senators voting for Helms amendment (regarding abortion). 8. Administration wants to eliminate any funding for 9-digit zip code. 9. Meese/Baker/Harper/Allen to get together on Senate action to eliminate IDCA/AID. Harper believes this serious problem. SENIOR STAFF MEETING ACTION ITEMS (5/21/81) 1. We will provide briefing materials on California ranch construction to Congressman Brooks. 2. Fuller to call AG and tell him to postpone civil rights speech, except on busing. 3. Guidance on St. Louis case: we don't comment on cases under litigation. 4. Gergen to call AG re prospective press conference on special prosecutor. If his position is to do away with it, OK; if to amend it, White House wants to review. (Suggestion made that might modify special prosecutor legislation to provide that it would be limited to felonies) 5. Need to make point to Cabinet that economic package remains key on Hill; should not let Congress drive us to positions on subjects we are not ready to take up. 6. Fuller to get Social Security people over here today (includeDarman/Ursomarso/Gergen) to develop best case package for HHS Social Security initiative. We want to distance the White House. All materials on this subject should be issued by HHS. Meese suggests 2½ page piece setting out our objectives and how Social Security plan meets objectives. 7. Fuller to get Departments funding U.S. Conference of Mayors (which has been very antagonistic to Reagan Administration) to cut out future funding; HUD already doing this, SO should others. 8.
