It is apparent that the proportion of non-career appointees to
Ambassador/Chief of Mission positions varies between 25 and 30
percent, with a tendency toward the higher end of the scale in the
first and last year of an administration. The overall trend has
been slightly downward. In concrete terms we are talking of:
25% of 140 positions equals 35 Ambassadors
28% of 140 positions equals 39 Ambassadors
30% of 140 positions equals 42 Ambassadors
Class I Embassies (Rome, Tokyo, London, etc.) carry an Executive
Level II salary of $60,662; Class II Embassies (Athens, Lisbon,
Buenos Aires, etc.) EX-III salary of $55,387; Class III Embassies
(Oslo, Vienna, Lima, Nairobi, etc.) EX-IV salary of $52,800; Class
IV Embassies (Dublin, Rangoon, Quito, Dakar, etc.) EX-V salary of
$50,112.

As you know, Buddy has always been a most loyal

RE: ROBERT N. CLEAVES/AMBASSADORSHIP TO
THE REPUBLIC OF SOUTH AFRICA
It gives me great pleasure to endorse Mr. Cleaves as a
candidate for the position of Ambassador to the Republic
of South Africa.
Bob has been a distinguished member of the Los Angeles
Police Department Reserve Corps for several years. He
graduated from the Police Academy at the top of his class
and has demonstrated exemplary dedication, integrity, and
professionalism in all his assignments. Mr. Cleaves has
made a commitment to law enforcement, donating a
considerable amount of time and energy to this department.
He continually works for more than the required number
of shifts mandated for reserve officers and has
volunteered and worked many high-risk undercover
assignments. Mr. Cleaves' distinguished service was
recognized in 1978 when he was honored as the Los Angeles
Police Department Reserve Officer of the Year.
Mr. Cleaves' commitment to civic service is not limited
to law enforcement. He voluntarily enlisted in the
United States Air Force and served honorably during the
Korean Conflict as a pilot in Korea.
Bob Cleaves is a unique dedicated individual who has a
present desire to be of further service to his country

Attached is a list of the people and countries of the individuals
selected for ambassadorial posts as of May 6, 1981. I urge that this
list not be circulated widely for some of the people have not yet even
been contacted by the President. However, I thought that you might want
to have a current list of those countries which have been filled and
those people who are going to serve in them.
We have nominated 46 ambassadors so far, 24 are career and 22 are non-
career - almost a 50% ratio. Since the traditional ratio has been
between 25% to 30% non-career people, I feel that we are accomplishing
the President's wishes that as many competent non-career people serve as
possible.

Key Remaining Ambassadorial Appointments
I strongly urge that in your selection of the remaining
ambassadors you agree to the following appointments in Europe
Bonn: Arthur Burns - Burns has indicated a willingness
to serve in Bonn and would be a strong advocate of both of
your policies and of the American system and way of life.
NATO: W. Tapley Bennett - Bennett is currently serving
at NATO and I personally know him to be an especially effectif
Foreign Service professional who will assure that our reshapi
of European defense priorities will be effectively presented.
In the months ahead we will need the strongest possible
team to reach our objectives vis-a-vis the Europeans and Burn
and Bennett are the ideal candidates to fill these positions.
These appointments have been discussed with Cap Weinberger
and he agrees with the recommendations.
I would also strongly urge that you agree to the followi
appointments:
OECD: Abraham Katz. Katz is one of the most able
economic officers in the Department and served with distincti
as DCM at OECD for 5 years. HE would become Chief of Mission
and Andrew Falkiewicz, the Vice President's choice, would be
offered the Deputy Chief of Mission position. David Bushong,
Senator Kassebaum's candidate, who is also supported by
Senator Laxalt, would become Chairman of the AID related
Development Assistance Committee. This arrangement has
Clark and Deaver support.
The Hague: William J. Dyess. Dyess, a career Soviet
Specialist with high public affairs skills is well-equipped
to take on the problems we now face in the Netherlands, which
are rooted in growing reluctance of the Dutch public to
face up to the Soviet challenge. Dyess knows what to do,
and I know of no one else who would be as effective. I
know him to have first-rate political and policy sense.
He was converted to Republicanism as a student in Alabama
and has never left the fold, even while serving ably your
predecessors over two decades. He has had a good meeting
with Lynn Nofziger who may wish to comment on him.
Bolivia: Edwin Corr. Corr is currently Ambassador
to Peru. He is an unusually talented officer with a diverse
functional background, although basically a Latin Americanist,
having served in Mexico, Colombia, and as political counselor
and Deputy Chief of Mission in Ecuador. He also served as
Deputy Assistant Secretary in the Bureau of Narcotic Affairs.
His profound knowledege of narcotics issues and programs
makes him an ideal candidate for Bolivia. He speaks fluent
Spanish.

recommend that you nominate Arthur A. Hartman, currently residing in
Paris, France, and formerly from New York, as Ambassador to the U.S.S.R.
Mr. Hartman is currently serving as Ambassador to France and prior to
that was Assistant Secretary of State for European Affairs. He is a
graduate of Harvard University, is 55 years old, and is married with one
child.

Ambassador to Brazil. He is currently the Executive Vice President of
Citizens for the Management of Alaska Lands, Inc. Prior to that he
served in a Cabinet Post in the State of Alaska, and was Commissioner of
the Department of Commerce and Economic Development there. He is a
graduate of The Citadel in South Carolina with a degree in Political
Science. He is 43 years old, is married, and has two daughters age 12
and age 10.

Ambassador to Jordan. He is a graduate of Bowdoin College and has
received a M.A. from the Fletcher School of Law and Diplomacy, and a
M.A. from the University of Melbourne. He is 49 years old, is married,
and has two children.
