These issues are arranged in relation to the following tentative schedule: THURSDAY - 3 June 1982 9:00 AM, EST: Depart Andrews for Paris 10:00 PM, Paris: Arrive Paris. RON: Paris for Core Group; others to Versailles Issues: -- Numbers/names for core group and for other support. -- Adequate number of rooms and courier pins. NOTE: Mrs. Reagan will probably have separate Paris schedule. FRIDAY, 4 June 1982 ? MID-DAY: Transfer to Versailles via helo; arrival ceremony Issues: Have bi-lateral Friday early afternoon with Mitterand? -- Other bilaterals Friday afternoon? 7:00 PM (Approx) : Reception by French President for Heads of State and Delegations. 8:00 PM (Approx.) : Dinner for Heads; Dinner for foreign secretaries; Dinner for economic ministers. Issues: -- Attendance of Clark and Baker at foreign and finance dinners, respectively? (requires special arrangement) SATURDAY, 5 June 1982 8:30 AM - Breakfast and Staff Time. 9:20 AM - Departure of Heads of State in individual automobiles from the Trianon to the Chateau. 9:30 AM - Entrance of the Heads of State by the Queen's Stairway into the Salle du Sacre. 9:45 AM - Photographers and T.V. camera pool in the Salle du Sacre. 10:00 AM - Closure of the Salle du Sacre and beginning of the Summit. Issue: Character of President's opening remarks? -- Notetaker/Who? (Interrelated with agenda) 11:30 AM - Coffee break. 11:45 AM - Work resumes. 1:00 PM - Work ends 1:15 PM - LUNCH The Heads of State eat in the Salon de la Guerre. The Ministers of Foreign Affairs, the Finance Ministers and the Personal Representatives eat in the dining rooms where they dined the night before. The other members of the Delegations eat in the Salle des Batailles. Issue: Try to adjust schedule to allow staff time or bilateral time here from 2:30 to 3:30. 3:30 PM - Work resumes. Issue: Notetaker/Who? (Interrelated with agenda) 4:30 PM - Coffee break 4:45 PM - Work resumes. 6:00 PM - Press Conference by the President of the French Republic in the Salle des Congres. Issues: "What press briefings by U.S. delegation?" -- Will L'Orangerie be adequate for U.S. press purposes? 6:30 PM - Arrival of the Heads of State and members of Delegations at the Opera Hall of the Chateau for a ballet performance. 7:15 PM - Return to Trianon. Rest. 9:00 PM - Dinner of Heads of State at the Trianon; Ministers of Finance and Personal Representatives dine in the same dining rooms as at lunch. Delegation members dine in the Trianon Palace. Issue: Attendance of Baker/Clark, as at previous dinner? SUNDAY, June 6, 1982 8:00 AM - Breakfast and Staff time. NOTE: Schedule for 6 June (D-Day) needs reworking to allow possible D-Day event (cemetary visit? Which cemetary? Also, staff time to prepare for communuque discussion. If President could visit resistance memorial on 4 June, perhaps Mrs. Reagan could do D-Day event instead of President- at Normandy? 9:00 AM Departure from the Trianon to the Salle du Sacre. 9:15 AM Photo pool. 9:30 AM Summit begins. Issue: Notetaker/Who (Interrelated with agenda) 11:00 AM Coffee break. 1:00 PM - Session ends. 1:15 PM Lunch for the Heads of State and Ministers of External Relations in the Salle du Conseil du Roi (Royal Council Chamber) Lunch for Ministers of Finance and Personal Representatives in their normal dining rooms. Issue: Perhaps drop or miss lunch to accommodate other scheduling needs. 2:30 PM Photographs of the Heads of State (location to be determined) 3:00 PM Return to the Salle du Sacre. 4:30 PM Departure of Heads of State for final press conference, Salle des Congres. 4:45 PM Joint press conference of Heads of State Issue: Can this be made less ridiculous? 5:30 PM Press conference ends. 5:30 PM The Heads of State may hold individual press conferences. to 7:00 PM Issue: Consider rel. overall U.S. Press plan 7:30 PM Arrival of invited guests for the festive dinner in the Hall of Mirrors. 8:00 PM Arrival of Heads of State for dinner. Dinner arranged with small tables with 200 places. (Principal delegation members not to exceed ten plus a world-wide group of personalities invited by France.) 5 9:30 PM - End of dinner. Beginning of special performance in the gardens. 11:30 PM - - Fireworks display. Issue: Need to find way to end evening by 11:00. Who wants so much entertainment? MONDAY, June 7, 1982 8:30 AM - Depart Versailles via helo for airport. 8:45 AM - Departure ceremony 9:00 AM - Depart for Rome 11:00 AM - Arrive Rome (Ciampino Airport) 11:10 AM - Conclude brief arrival ceremonies 11:15 AM - Depart via helo for Vatican 11:30 AM - Arrive Vatican heliport -- motor to Vatican arrival ceremony. 11:35 AM - Vatican arrival ceremony 11:40 AM - Private meeting with Pope in Papal apartment (45 min.) 12:30 PM - Introduction of Mrs. Reagan and Official party to Pope Exchange of gifts. 12:40 PM - Brief remarks (5 Min., Pope; 5 Min. President) NOTE: Live television coverage 12:50 PM - Motor to Vatican helipad 1:00 PM - Helo depart Quirinale Palace 1:10 PM - Arrive Quirinale Palace (Met by President Pertini) 1:15 PM - Arrival ceremony 1:25 PM - Private meeting with Pertini 6 1:45 PM - Depart Quirinale for Villa Madonna via helo 2:00 PM - Arrive Villa Madonna heliport; motor to Villa 2:15 PM - Working lunch. Prime Minister Spadolini et al. 3:45 PM - Depart via helo to Ciampino Airport NOTE: Mrs. Reagan has separate schedule --- possibly including luncheon with Mrs. Wilson, Mrs. Rabb; visit to Papal Children's Hospital. 4:00 PM - Arrive Ciampino Airport 4:15 PM - Depart for London 5:30 PM (London time): Arrive Heathrow. 5:35 PM - Conclude brief arrival/reception -- NOTE: No statements. 5:40 PM - Depart via helo for Windsor Castle 5:50 PM - Land at Windsor Castle 5:51 - 6:10 - Arrival ceremony at Windsor Castle NOTE: Location/procedure for arrival ceremony still to be decided. US preference is for televised long walk accross lawn via East Terrace and garden. Then no interior courtyard for televised royal arrival ceremony (with Queen). Issues: -- British have suggested "small, intimate" dinner with Queen plus 50 ("informal," i.e., black tie). They have also suggested (less definitively) a possible visit to chapel. However, there seems a possible need to avoid dinner party (rather, have dinner alone); and possible desirability of photo opportunity with choirboys ("rehears- ing") after arrival ceremony, in early evening. TUESDAY, 8 June 1982 NOTE: Britons have suggested 1 hour ride with Queen at approximately 9:30. WEDNESDAY, 9 June 1982 9:00 AM 10:00 AM- Ride with Queen NOTE: British have suggested Tuesday; U.S. preference is for Wednesday. 10:50 AM - Depart via helo for Heathrow 11:00 AM - Depart Heathrow for Bonn 1:10 (Bonn time) : Arrive Cologne/Bonn airport ("technical stopover" including 21 gun salute 1:11 - 1:24 PM - - Helo to Palais Schaumburg and motor to villa Hammerschmidt 1:25 PM - Arrive Villa Hammerschmidt 1:25 PM - Arrival Ceremony (with PresidentCarstens and full military to 1:40 PM honors). 1:41 PM - 2:00 - Private meeting and official balcony photo with Carstens. 2:00 - 3:30 PM - Small working luncheon hosted by Prime Minister Schmidt (probably at Chancellor's bungalow) y 4:05 - 7:00 PM - Personal time NOTE: Possible need to use this for NATO briefing -- though could be done, in whole or in part, on Tuesday afternoon and/or on plane. NOTE: Times here are not set -- merely suggested; but roughly correct. If Spain accession accomplished, possible signing ceremony here or at start of first working plenary session. 10:35 - 10:40 - Transit to New Chancellery 10:45 - 11:00 - Start of first working plenary session. (5 min. photo opportunity) at Conference Room, New Chancellory. NOTE: Presidential statement (8 min.) probably in order; probably third to speak. Issue: Meeting room allows 2 at table plus 4 behind; is this satisfactory? 12:30 PM (Approx.) End of first working plenary. 1:00 - 2:30 (Approx.) Luncheon for heads of State and Separate luncheon (s) for ministers. (Sites to be determined; Heads' luncheon likely at Palais Schaumburg.) 3:00 PM - 4:30 PM - Second plenary session. NOTE/ISSUE: Declaration seems desirable; contents need to be determined; limited time suggests need to prenegotiate declaration almost completely. 5:00 PM (Approx.) Press event.
