President's Financial Disclosure Report
As requested, attached for your review is a copy of a computer
printout which purports to contain all gifts valued at $100 or
more received by you and/or the President during calendar year
1982 which, according to records maintained by the White House
Gift Unit, have remained in your possession. This printout,
following receipt of an indication of your wishes with regard to
disposition of the various gifts, will be used by us to prepare
the far less detailed list of gifts which will become an attach-
ment to the Financial Disclosure Report.
For each gift listed on the printout there is a stated
"disposition." The dispositions of "President," "First Lady,"
and "President and First Lady" indicate that you and/or the
President have personally accepted the gift. All such gifts must
be listed in the attachment to the Financial Disclosure Report.
The dispositions of "Residence -- for Official Display;
Designated for Archives" and "Ranch -- for Official Display;
Designated for Archives" indicate that although the gift remains
in your possession, you have designated that the particular gift
be turned over to the Archives at or before the end of the
Presidency. Gifts that have been so designated need not be
listed in the attachment to the Financial Disclosure Report.
All dispositions on the attached printout are tentative in nature
and can be changed prior to our final preparation of the report
to reflect the wishes of you and the President.
We look forward to working with you and Mike in finalizing this
report.

that deadline is two months away, we have begun the preparation

Roy Miller regarding preparation of those portions of the report
regarding President and Mrs. Reagan's assets, income,
liabilities, etc.
We will keep you advised of our progress and ultimately, of
course, will call for your assistance in finalizing our drafts.

SUBJECT: SOCIAL SECURITY BENEFITS FOR THE PRESIDENT
Because of the time difference I have not been able to
reach Roy Miller yet regarding Social Security Commissioner's
questions. However, I have discussed some of it with the
President, and he raised some interesting points you might
want to clarify right away in case he is questioned at the
news conference tonight about Social Security Benfits.
1) I indicated it was my understanding that he would
apply for benefits and was going to return them
to the Federal government to repay the national
debt. He said he never meant it that way -- he
wanted to return it directly to Social Security
itself to help their problem.
He then questioned why doesn't he just "not apply"
instead of going through all the paperwork since
he would get the same result -- leaving the money
there for people who really need it.
2) He wants to know if there is a way for people who
are now receiving S.S. benefits to "break" this
contract with the federal government so they can
discontinue receiving it. He is talking about
people he knows who are receiving the benefits
and have expressed a desire to leave it in the
fund for people who really need it.
I'll have a copy of all the answers to the Commissioner's
questions over to you this afternoon if I can get the
information I need from Roy Miller.

On January 1, 1983 new policy will allow recipients over 70
years of age to receive benefits regardless of income or
employemnt status. Current rules apply an income test for

eligibility until January 1, 1983.
