Since we met with you and Craig Fuller on the private sector
volunteers initiative, I have been holding a series of discussions
here in the Department of Education. We want to utilize the unique
opportunities that exist in education to involve volunteers in
assisting in the teaching and learning mission of schools and
colleges.
We plan to concentrate our efforts on the adult illiteracy problem
since there are reliable estimates that from four-to-six million of
the unemployed are functionally incompetent because of lack of basic
reading and mathematics skills. We hope to enlist the help of
businesses, college students, civic clubs, and others to help us begin
to reach the 26 million adult functional incompetents who must be
motivated to learn. We want to use the resources that are available
such as community colleges and high schools, and existing budgets such
as the college work-study and adult basic education programs as a
means of bringing volunteers and educators together to help in a major
campaign against illiteracy and functional incompetency.
The above is simply intended to tell you that we have not forgotten
your advice that this is a high priority interest of the President.
We will keep you posted on our progress.

I want to thank you very much for your assistance in arranging
for President Reagan to address the annual meeting of the American
Farm Bureau Federation in Dallas, Texas, on January 11. The
President did an excellent job, and our people really appreciated
his appearing before them.
In connection with the President's appearance, I want to
particularly compliment the White House Secret Service staff. We
worked both here and in Dallas with Bill Henkel, and in Dallas
our staff worked with Dave Morris and Mark Hatfield, Jr. All
three of these men were outstanding in their willingness to
cooperate with the Farm Bureau.
This was my fourth occasion since being with Farm Bureau to
be involved in a Presidential appearance, and it was by far the
best in terms of cooperation with the Secret Service and the
Presidential Advance staff and all the folks that are involved
in that part of any appearance that the President makes.
I simply want to say thanks to you and to the group of men
for the excellent job and cooperation they provided the Farm
Bureau.

regarding the 3-D slides of the USSR I
sent you. It sounded like you were touched
by them and since that was my hope, your
letter was very gratifying and encuraging.
Two of the slides I sent appear to be
missing, so if you could check for them
briefly I'd appreciate it. If you can't
locate them easily though, no big deal.
A phrase you used in your letter ( just
plain people") suggests to me a better
title for the slide show than the one
I'm now using, So I may re-title it. Thanks!
I've gotten many heartening responses, from
the White House and elsewhere. The State
Dept. is using the slides to brief their
personnel involved in Soviet affairs.

letting me know that you received my
record album ("J. Ben-Isaac"). I hope
you have enjoyed it.
I wanted to let you and your family see
these copies of some 3-D slides I took in
the Soviet Union this summer. I travelled
alone as a tourist and do not represent
any group.
The pictures are almost all of people I
met on the streets. I think they convey
a dimension that's crucial to remember in
dealing with the Soviet Union, and I thought
you might find them useful in this regard.
I'm also sending copies to the people on
the attached list, and since I'm sending a
slightly different assortment to everyone,
you could see other slides by contacting
them if you wish, or by contacting me.
I also have a 3-D slide show of the complete,
set (about 30 minutes, using 3-D glasses)

Dear Barbara:
Thank you for your letter regarding Lee Brewer and the termina-
tion of his Social Security disability benefits. The facts of
Mr. Brewer's case highlight a serious inequity in the disability
payment system.
I am happy to report, Barbara, the problem has been rectified.
On January 12, 1983 President Reagan signed into law a measure to
prevent future occurences of the needless trauma endured by Mr.
Brewer and his family. Public Law 97-455 provides for a con-
tinuation of disability benefits during the first and second
stages of appealing a decision of ineligibility for Social
Security disability payments.
As you know, President Reagan has a firm, unshakable commitment
to a sound, fair Social Security system. While continuing review
of recipient eligibility is crucial to a fair system, termination
of benefits prior to proper review is not acceptable.
The President is working to fulfill his promise to defend and im-
prove our Social Security system. Public Law 97-455 is but one
example of how we are making government more responsive, regu-
lations less oppressive to our citizens.
Thank you again for bringing this case to my attention. It is
always nice to hear from you.

We have drafted a response that discusses the
problem in generic terms rather than specific terms.
In order to deal with Brewer's specific problem, we
would have to obtain his Social Security number and
felt that contact at this time might re-open a case
that seems to be closed.
As you will note, however, the problem that
affected Brewer's benefits has been rectified by a
piece of legislation which passed during the lame duck
and has been signed by the President.

Sorry to take so long to get an answer about the proposed
light rail system in Sacramento.
I understand your concern over the potential impact which
the proposed route may have on Lumberjack Stores. Under
applicable Federal regulations, a final Environmental
Impact Statement (EIS) must be prepared before the project
can proceed, and the social and economic impact of the
proposed alignment must be carefully considered by local
authorities during this process. It is my understanding
that the EIS is not yet final and that local authorities
are still collecting information relative to potential adverse
impacts of the proposed project, and measures which might be
taken to minimize those adverse impacts. This process should,
of course, include a full consideration of the effect which
the project would have on Lumberjack's Arden Way property.
The final decision on the alignment of the proposed rail
system will not be made until this process has been completed.
As you know, the final decision in this case is the responsibility
of the Governing Board of the Sacramento Transit Development
Agency. Ann Rudin is the Chairman of the Board.
If you feel it would be helpful to speak directly with someone
in the Department of Transportation on these issues, the appro-
priate person to contact is the Regional Administrator in
the San Francisco Region of the Urban Mass Transportation

I am embarking on a most interesting and positive book
project which will be published by a prestigious New York
publisher, Facts on File (a subsidiary of Commerce Clearing
House).
The book will focus on that neglected minority, the happily
married and I would like you to consider being a part of
this book.
I will be doing about 100 interviews on all types of
marriages that work -- from a commune to the White House --
couples of all ages, from all parts of the country, various
races, religions, economic levels and lifestyles. The
common denominator is a very good marriage -- each in their
own particular, unique and individual way.
