Dear Secretary Shultz:
I understand that you have requested a copy of your testimony
before the President's Special Review Board (Tower Board). I
also understand that you would like to have copies of the Tower
Board's case studies.
In accordance with your request, I have enclosed a copy of your
testimony before the Tower Board. I cannot, however, provide
you with copies of the case studies at this time because the
Tower Board has not yet transferred custody of its documents to
the White House. As soon as these documents become available, I
will provide you with copies.
Sincerely,
HerL Arthur B. Culvahouse, Jr.
Counsel to the President

MEMORANDUM FOR ARTHUR B. CULVAHOUSE, JR.
FROM:
C. DEAN MCGRATH,
JR
WILL
SUBJECT:
Secretary Shultz's Request for Tower
Board Documents
Secretary Shultz has requested a copy of the transcript of his
testimony before the Tower Board. Secretary Shultz has also
requested copies of the case studies referenced in Appendix E of
the Board's report. See Letter from Michael D. Kozak to A. B.
Culvahouse (March 20, 1987), copy attached.
I have no objection to providing Secretary Shultz with copies of
these documents. Paul Stevens agrees with this position. We
have copies of the Secretary's testimony but have not yet
received copies of the case studies.
I have prepared the attached letter from you to Secretary Shultz
to transmit a copy of his testimony and to indictate that we
will provide him with copies of the case studies as soon as they
are available.
