Dear Chairman Fascell:
Pursuant to the oral request we received last week from John J.
Brady, Jr., Chief of Staff, House Committee on Foreign Affairs,
enclosed is a copy of the October 5, 1981, memorandum of
William French Smith, along with supporting materials. These
materials were previously made available to your Committee for
inspection in the offices of the House Permanent Select
Committee on Intelligence; by this transmission we are making
available to you another copy of these materials for your
review.
We are making these documents available to you in conjunction
with the legislative oversight responsibilities of the House
Foreign Affairs Committee; they remain the property of the
Executive Branch and should be returned to us upon completion
of your legislative responsibilities. Since these documents
are classified and contain sensitive national security
information, they should be handled only by those individuals
who have necessary security clearances and should not be
released to any parties beyond the members and appropriately
cleared staff of the House Foreign Affairs Committee.
