POSITION: Member, National Museum Services Board
INTERVIEWER: John G. Roberts 228
Comments
Dr. Raven is the Director of the Missouri Botanical Garden
and has served for the past five years as a member of the
National Museum Services Board, the board to which he is
being renominated for a second term. Dr. Raven's nomination
is consistent with the statutory requirement that members of
the board "be broadly representative of various museums,
including museums relating to
botanical gardens
20 U.S.C. § 963 (a) (1) Reappointments are speci-
fically permitted so long as the individual has not served
more than seven consecutive years, id. § 963 (b) Dr. Raven
has not.
Dr. Raven belongs to numerous scientific organizations and
committees. While Dr. Raven thought that some of those
organizations might benefit from Institute of Museum Services
funding, he noted that specific funding decisions were made
by the Director, not the Board, and that he would continue
his practice of recusing himself should a specific item
involving one of his other organizations come before the
Board. I impressed upon him the necessity of doing so, and
also urged him to contact us if he had any questions in this
regard during the course of his term. Nothing in Dr.
Raven's financial picture appears to present any problems.
Dr. Raven stated that nothing in his prior service on the
Board or in his previous congressional testimony was at all
controversial. He also stated that he knew of nothing in
his past that could be a possible source of embarrassment to
the President. Dr. Raven reported that he knows and is on
good terms with both of his state's senators.
Dr. Raven was not required to complete a financial disclo-
sure report (SF 278).

Appointment of Dr. John A. Montgomery
to the President's Cancer Panel
Dr. John A. Montgomery is being considered for appointment
to the President's Cancer Panel. Under 42 U.S.C. § 286c (a) (1)
the President is authorized to appoint "three persons

who by virtue of their training, experience, and background
are exceptionally qualified to appraise the National Cancer
Program. At least two of the members of the Panel shall be
distinguished scientists or physicians." Dr. Montgomery's
resume indicates that he clearly meets the statutory require-
ments and is a "distinguished scientist."
The duties of the President's Cancer Panel are to "monitor
the development and execution of the National Cancer Pro-
gram" and report "[a]ny delays or blockages in rapid execu-
tion of the Program" to the President. 42 U.S.C. § 286c (b).
Dr. Montgomery is involved with several cancer research
institutions, and is a consultant with Bristol-Myers.
Accordingly, I called Dr. Montgomery to discuss possible
conflicts of interest. He advised me that matters involving
particular companies or institutions did not generally come
before the President's Cancer Panel, a view consistent with
the statutory description of the Panel's duties. I advised
him of the need to recuse himself should a matter involving
or affecting any of the companies or institutions with which
he is affiliated come before the Panel. He indicated his
familiarity with the need to do so, based on his previous
experience on numerous National Cancer Institute advisory
groups.

Kraeutler to be a Member of the National Highway Safety Advisory
Committee for a term expiring March 15, 1985. He will succeed
Ralph V. Durham.
Mr. Kraeutler is Chairman of the Board of The Underwriters, Inc., in
Morristown, New Jersey. He also serves on the boards of directors
of several insurance corporations based in Morristown. In the past
he served as Senior Vice President of The Church Insurance Company
and as Vice President and Manager of Frank B. Hall & Company.
He is married, has six children and resides in Convent Station, New
Jersey. He was born June 11, 1935 in Irvington, New Jersey.

The President today announced his intention to appoint John A.
Montgomery to be a Member of the President's Cancer Panel for a
term expiring February 20, 1986. He will succeed Harold Amos.
Since 1981, Dr. Montgomery has been serving as Senior Vice President
and Director of Kettering-Meyer Laboratory at the Southern Research
Institute in Birmingham, Alabama. He joined the Southern Research
Institute in 1956 as Director of Organic Chemistry and became Vice
President in 1974.
Dr. Montgomery graduated from Vanderbilt University (A.B., 1947)
and the University of North Carolina (M.D., 1951). He is married,
has four children and resides in Birmingham, Alabama. He was
born March 29, 1924 in Greenville, Mississippi.
