Dole and Representative Rostenkowski, and asked that you
route the cards to them. I recommend that you send the
correspondence to the Correspondence Unit, which I assume
has a prepared reply available on this controversial issue.

Please let President Reagan know that I, my family and neighbors
are against the 10 % withholding tax on savings income. It
is unnecessary and unfair. It will just complicate and
increase our keeping of records. Even now very few people can
make up their tax returns without help. This is true even for
those with low incomes.
As you know I love the President and am glad that he is trying
to balance the budget. However it just seems that he keeps
urging changes that complicates our lives. President Reagan
continues to recommend changes in Social Security, COLA
benefits for retired U. S. employees, etc., etc.
Please route the enclosed two cards to the named Senator and
Congressman.

Request for Appointment of Special
Prosecutor by James F. Sisk
James F. Sisk has written Rich Williamson, on behalf of
himself and Thomas Lavin, Peter Dugan, and Patrick Conaghan,
to request appointment of a Special Prosecutor to investigate
allegations of Mob infiltration of the Military Ocean
Terminal in Bayonne, New Jersey (MOTBY). A New York Daily
News article of March 7 (copy attached), based on "leaked"
F.B.I. affidavits, alleged that Sisk (Bayone Public Safety
Director), Lavin (Bayonne Deputy Police Chief), Dugan (a
detective), and Conaghan (a Bayonne attorney) were involved
with the Mob's efforts to infiltrate MOTBY. Sisk requests a
Special Prosecutor to investigate the allegation that he and
his colleagues are corrupt, and to investigate the illegal
leak of the affidavits. Williamson has referred the matter
to you, and so advised Sisk.
It seems apparent that the Special Prosecutor provisions do
not apply to this case. 28 U.S.C. § 591. No matter how
obvious such a determination may be, however, I do not think
our office should become involved in making it. Nor do I
think we should become a conduit for Special Prosecutor
requests. Accordingly, I recommend advising Sisk that by
statute the determination to apply for the appointment of a
Special Prosecutor is the responsibility of the Attorney
General, and that Sisk should direct any inquiries or
requests on that subject to the Department of Justice.

Predicated on the leak of a sealed F.B.I. affidavit,
the New York News is this week running a series of articles on
organized crime control of the Military Ocean Terminal in Bayonne
(MOTBY), a federal installation. Included in this articles are a
series of unsubstantiated allegations about the Bayonne Police
Department and me personally. I have been advised by both the
Federal Bureau of Investigation and the United States Attorney's
office in Newark that this matter is being investigated.
Since this type of "yellow dog press" rivals what our
fine Secretary of Labor, Raymond Donovan, has been through, I ask
that I and my fellow officers, Deputy Chief Thomas Lavin and
Detective Peter Dugan as well as attorney Patrick Conaghan be
accorded the same effort at vindication as was provided the

Additional Dayton Child Correspondence
You will recall that Dayton Child wrote the President on
January 3, asking him to sign signature cards for a bank
account to retire the national debt opened in the President's
name, and enclosing a rough draft of a newspaper advertise-
ment he intended to run soliciting contributions. That
letter did not arrive in our office until March 2. By
letter dated March 4, you advised Child that under 31 U.S.C.
§ 901 (a) private citizens could make gifts to reduce the
national debt, and that it was neither necessary nor appro-
priate to open accounts in the President's name. The
Correspondence Unit has now forwarded to us copies of
another letter Child wrote on January 13. In that letter
Child noted the success of the first account, and enclosed
another signature card for a second account in the Presi-
dent's name. Child also enclosed a copy of the advertise-

You will recall that Dayton Child wrote the President on
January 3, asking him to sign signature cards for a bank
account to retire the national debt opened in the President's
name, and enclosing a rough draft of a newspaper advertise-
ment he intended to run soliciting contributions. That
letter did not arrive in our office until March 2. By
letter dated March 4, you advised Child that under 31 U.S.C.
$ 901 (a) private citizens could make gifts to reduce the
national debt, and that it was neither necessary nor appro-
priate to open accounts in the President's name. The
Correspondence Unit has now forwarded to us copies of
another letter Child wrote on January 13. In that letter
Child noted the success of the first account, and enclosed
another signature card for a second account in the Presi-
dent's name. Child also enclosed a copy of the advertise-
ment, which asks that contributions be sent to "Uncle Sam's

In support of your efforts at decreasing the national
debt, I have started an "Uncle Sam Christmas Fund" at a
local Savings and Loan Association. This idea was spawned
after watching the late night news one evening telling us
that the national debt will reach $200 billion. We're
constantly bombarded with requests for donations for all
sorts of worthwhile causes. What's more worthwhile or more
important than our own national economic well being? We
CAN help ourselves.
A crazy idea? Maybe. But sometimes crazy ideas work and
if there's anything that each American can do for his
country we should do it. I feel very strongly about this
and the people I've talked to agree. We hope that our small
community in Southcentral Alaska can start this idea.

We have received a savings account statement for "Uncle
Sam's Christmas Account, c/o President Ronald Reagan,' from
the Homer Branch of the National Bank of Alaska. You will
recall that this account was opened by Dayton Child, to
accept donations to retire the national debt. You have
written Child and advised him the account should not be in
the President's name; apparently we should similarly advise
the bank. I have prepared a letter informing the bank that
the account should not be in the President's name, and that
it should contact the appropriate individual at Treasury --
identified in the letter -- to work out arrangements for
disposition of the monies collected.
This is consistent with the recommendation of Ken
Schmalzback, General Counsel of the Bureau of Financial
Operation at Treasury. Schmalzback is Treasury's legal
expert on private donations to retire the national debt.
When you sign this letter, I will send a copy of it, the
statement and copies of our correspondence with Child to
Schmalzbach, pursuant to my conversation with him.

Dear Senator Helms:
The City of Nashville, Davidson County, Tennessee is making
a concentrated effort to acquire in excess of $11 million for
the purpose of renovating a run-down ramshackle train depot.
There is a bill currently pending in the Senate to fund this
renovation. I would expect democrats to shovel this much money
out the back door for such a useless project even though the
nation is just recovering from economic convulsions, but more
realistic Republicans should be more responsible.
Tennessee Republicans know that it would be a waste of time to
contact our Tennessee representatives in Washington regarding this
matter. Howard Baker has never cared about the wishes of his
constituents ( remember the Panama Canal giveaway ) and the rest
would cut their mother's throats for another vote, so there's
little choice but to appeal to responsible out-of-state Senators
and Congressmen.
I ask that you use your influence to preserve this money for projects
that will do the most people the most good rather than preserve
crumbling stones and rotting wood. As further inducement to reject
this bill I remind you that Republicans owe Davidson County, Tennessee
absolutely nothing. They openly despise and ridicule the Reagan
