I. PURPOSE
The Cabinet Council on Human Resources is meeting to
present the President with a series of recommendations
concerning the Social Security System.
II. BACKGROUND
Secretary Schweiker has headed a Cabinet level working
group that has been studying options to prevent insolvency
of the Social Security system. Many options have been
considered by the group during the past few weeks. The
options presented at the Cabinet meeting are designed to:
solve the short term and long term crisis; eliminate the
need for general revenue financing; eliminate the need
for an unscheduled payroll tax increase; and, eliminate the
retirement test.
It is important that Secretary Schweiker receive proper
guidance as a result of the Cabinet Council meeting since
he must testify before Congressman Pickle's committee which
is marking-up a Social Security bill. Congressman Pickle
has delayed for several weeks until the Administration could
prepare its proposals. Testimony is now scheduled for
Tuesday, May 12, 1981.

I. PURPOSE
To discuss the impact of the recent Budget vote on the
various Standing Committees of the House, and to urge
the Republican leaders of these Committees to fully
support the effort to reconcile the substantive legis-
lation within their jurisdictions with the Budget.
II. BACKGROUND
Many of the Ranking Republicans on the various legislative
Committees of the House previously have participated in
meetings or social occasions with the President. However,
they have not met with the President as a group to discuss
their respective roles in implementing the economic package.
A meeting of this type is particularly timely in light of
the recent 253-176 House Floor victory on the bipartisan
Budget Resolution (Gramm-Latta).
A number of the legislative committees and subcommittees of
the House are well into the decision-making process on pro-
posals which are directly related to the economic package.
Strictly from a numerical standpoint, unified support by Repub-
licans is essential to success. Republican solidarity on
Administration proposals also is important from the standpoint
of attracting sympathetic Democrats who otherwise will find it
difficult to support the President on a number of the individual
program votes ahead.
In many instances in the past, senior Republicans have worked
closely with Committee Democrats to expand the programs with-
in their legislative jurisdiction. The House Republican
Leadership, and many Freshman and Sophmore Republicans, have
urged the President to meet with these Ranking Members to ask
for their support and leadership on the Administration's
legislative proposals.

SUGGESTED TALKING POINTS FOR MEETING WITH
THE REPUBLICAN LEADER, THE REPUBLICAN WHIP,
AND THE RANKING REPUBLICAN MEMBERS OF THE 25 COMMITTEES
OF THE HOUSE OF REPRESENTATIVES
Express appreciation for their support which was critical
to the resounding 253-176 victory last Thursday on the
bipartisan Budget Resolution and tell them how important
their leadership was to insuring unanimous--190 votes--
Republican backing.
Indicate that the vote on the Gramm-Latta substitute sets
the stage for the reconciliation process which some
authorizing committees have treated in a rather perfunctory
manner in years past.
Tell them you recognize that the reconciliation instructions
contained in Gramm-Latta--$36.6 billion in savings for
fiscal year 1982--are ambitious but doable if the Republicans
on each committee work together with like-minded Democrats.
Stress the importance of not violating the ceilings set by
Gramm-Latta during the reconciliation, authorization, and
appropriation processes and that they must be alert to the
Democratic Leadership's efforts to force politically uncom-
fortable votes.
Emphasize that the House vote on the first budget resolution
also gives us the momentum to succeed with the tax package
which is an integral part of our economic recovery program.
