PURPOSE
To show the President's continued support for the pro-life cause.
II. BACKGROUND -- MARCH FOR LIFE
This march takes place annually and draws approximately one
hundred thousand grassroots supporters of yours to Washington
on behalf of legislation in support of human life. The pro-life
organization leaders have requested this meeting with you. You
respectfully declined their request to address the full rally.
Secretary Schweiker will read a statement from you to the march
participants.
All of the key groups support the March for Life, despite their
division on legal remedies. Virtually every national pro-life
leader has specifically suggested that you not endorse any of
the proposed Congressional initiatives against abortion. They
request you counsel this gathering of pro-life leaders to work
for greater harmony among themselves and to confine their
differences to issues rather than personalities.
III. PARTICIPANTS
Secretary Schweiker and Under Secretary David Swoap of HHS and
Don Devine, OPM Director, will have briefed the group prior to
your appearance. Morton Blackwell of my office will chair.

PRO-LIFE LEADERSHIP
-- I want to commend you for the progress that has been made in
1981 to protect the most defenseless in our society -- the
unborn child. I have read the many reports of the differences
in opinion on how to best end abortion on demand in America.
In spite of this division, however, you should not lose sight
of the fact that through your efforts there have been, for the
first time, comprehensive hearings in Congress on the question
of abortion. This in itself is a major achievement
-- I do not intend to take sides in the current controversy over
which alternative the right-to-life community should embrace.
I would hope, however, that people as dedicated to the same
cause as yourselves will not give comfort to your opponents by
failing to unite on a proposal or a compromise proposal.
-- It is imperative that in addition to your legislative
activities, you continue to educate the American people on
the abortion question. I am convinced that the people will
support your cause if they are aware of the facts. I have
stated many times, including at my press conference this week,
that if there is any doubt about whether we are dealing with
human life, government must opt on the side of assuming that
we are.

Mr. Stein joined the White House staff in April 1981 as a
Special Advisor (on matters relating to the Jewish community).
He is leaving to become a Senior Advisor to the United States
Delegation to the United Nations Human Rights Commission in
Geneva. This is a courtesy visit on his departure. He will
also present a leather-bound proposal for a Ronald Reagan
Peace Forest in Israel, sponsored by the Jewish National Fund.
Mr. Stein is a businessman (real estate) and a former Chairman
of the Council of Presidents, a major Jewish umbrella organization.

Pro-Life Caucus about issues of concern to them, and to

this one, with a large group of pro-life activists.
II. BACKGROUND
The Congressional Pro-Life Caucus is a bipartisan organization
which coordinates legislative strategy on the subject of abortion.
Its elected co-chairmen come from both parties, and from both
the House and Senate. This meeting can reaffirm your support
for their goals, while giving them the opportunity to convey
their concerns and plans for the future. It is not expected
that any kind of legislative commitments would be requested
or given.

TALKING POINTS FOR MEETING WITH CO-CHAIRMAN
OF THE CONGRESSIONAL PRO-LIFE CAUCUS
Acknowledge the large demonstration outside (the annual
March for Life on January 22, the anniversary of the Supreme
Court's decision in Roe V. Wade in 1973), and express your
agreement with their goal: the restoration of legal protection
for the unborn.
Without mentioning the past disagreement over the nomination
of Justice O'Connor, express satisfaction that your Adminis-
tration has been able to take some specific actions on the
abortion issue:
Don Devine at OPM has moved to limit the coverage of
abortion under federal employee health benefits.
Under the Hyde Amendment, the number of Medicaid abortions
has dropped dramatically. (Schweiker will confirm this.)
Dr. Koop has just been sworn in, yesterday, as Surgeon General.
You have repeatedly stressed the sanctity of life, most
recently at this week's press conference. Such statements
help mold public opinion. (No other President has been as
strong in his comments, on this basic concept.)
Compliment them for the way their Pro-Life Caucus has brought
together a bipartisan majority in Congress, of liberals, con-
servatives and moderates, for a common purpose.
Tell the Members that you will soon be meeting with a group
of Pro-Life leaders, and ask their advice as to what you might
tell them.

OF THE CONGRESSIONAL PRO-LIFE CAUCUS
Acknowledge the large demonstration outside (the annual
March for Life on January 22, the anniversary of the Supreme
Court's decision in Roe V. Wade in 1973), and express your
agreement with their goal: the restoration of legal protection
for the unborn.
Without mentioning the past disagreement over the nomination
of Justice O'Connor, express satisfaction that your Adminis-
tration has been able to take some specific actions on the
abortion issue:
Don Devine at OPM has moved to limit the coverage of
abortion under federal employee health benefits.
Under the Hyde Amendment, the number of Medicaid abortions
has dropped dramatically. (Schweiker will confirm this.)
Dr. Koop has just been sworn in, yesterday, as Surgeon General.
You have repeatedly stressed the sanctity of life, most
recently at this week's press conference. Such statements
help mold public opinion. (No other President has been as
strong in his comments, on this basic concept.)
Compliment them for the way their Pro-Life Caucus has brought
together a bipartisan majority in Congress, of liberals, con-
servatives and moderates, for a common purpose.
Tell the Members that you will soon be meeting with a group
of Pro-Life leaders, and ask their advice as to what you might
tell them.

This march takes place annually and draws approximately one
hundred thousand grassroots supporters of yours to Washington

respectfully declined their request to address the full rally.
Secretary Schweiker will read a statement from you to the march

All of the key groups support the March for Life, despite their
division on legal remedies. Virtually every national pro-life
leader has specifically suggested that you not endorse any of
the proposed Congressional initiatives against abortion. They

for greater harmony among themselves and to confine their
differences to issues rather than personalities.

PRO-LIFE LEADERSHIP
-- I want to commend you for the progress that has been made in
1981 to protect the most defenseless in our society -- the
unborn child. I have read the many reports of the differences
in opinion on how to best end abortion on demand in America.
In spite of this division, however, you should not lose sight
of the fact that through your efforts there have been, for the
first time, comprehensive hearings in Congress on the question
of abortion. This in itself is a major achievement
-- I do not intend to take sides in the current controversy over
which alternative the right-to-life community should embrace.
I would hope, however, that people as dedicated to the same
cause as yourselves will not give comfort to your opponents by
failing to unite on a proposal or a compromise proposal.
-- It is imperative that in addition to your legislative
activities, you continue to educate the American people on
the abortion question. I am convinced that the people will
support your cause if they are aware of the facts. I have
stated many times, including at my press conference this week,
that if there is any doubt about whether we are dealing with
human life, government must opt on the side of assuming that
we are.
