To provide your Hispanic appointees and supporters with an
update on Administration initiatives of interest to Hispanics.
II.
BACKGROUND
The briefing in the East Room will be comprised of about 250 key
Hispanic supporters from across the country, including approximately
70 of your Hispanic appointees. The purpose of the briefing is
to provide in-depth information on key Administration initiatives
and policies to gear up for more active grassroots support than
has been in evidence to date. They will be briefed by Cabinet
and sub-Cabinet members on immigration, civil rights, employment,
the economy and Latin American affairs.
A key component of the audience is the Hispanic Coalition for
Economic Recovery, a group of 40 Hispanic leaders who have
organized to support your economic initiatives. As soon as this
group is fully briefed, they will launch an effort which will
include mailings, media appearances and lobbying.

JULY 20, 1982
Buenas tardes. Thank you all for being here and welcome to
the White House. I know you will be briefed by members of my
staff later so I will try to make my remarks short to give us
some time to talk together.
Your presence here today should assure you that we do not
take the Hispanic community for granted. I would be less than
candid if I didn't admit that there is an election coming up and
that we want to see the healthy bipartisan trend in the Hispanic
community continue; but, at the same time, I don't want anyone to
get the idea that we've adopted the tactic used by the other
party of rediscovering blocks of voters every election year.
No, that's not our way. Hispanic Americans are playing a
major role in this Administration and have been doing SO since
day one. Recently, at the United Nations, I talked about the
need for deeds and not words. Well, the record shows that while
we may not have matched the rhetoric of the other party, we've
more than matched them when it comes to deeds.
Our appointment record, for example, shows that we've
brought more Hispanics into the Executive Branch at higher levels
than any previous Administration. By the end of our first year,
there were 17 Hispanic Americans in policy-making positions
requiring Senate confirmation. After the first year of the last
administration, there were only 10. Of course, we did not stop
at the end of the first year. Since then we have continued to

make significant Hispanic appointments. Just recently, I
nominated Everett Alvarez to be Deputy Administrator of the
Veterans Administration. Elizabeth Flores Burkhart, when
confirmed by the Senate, will be a member of the National Credit
Union Administration and Tony Gallegos (Gah-yeh-ghos) has been
confirmed as a commissioner of the Equal Employment Opportunity
Commission.
Closer to home, we've also brought Hispanic Americans onto
the White House Staff as never before. Some of you may already
know this -- news has a way of leaking out around here -- but I
am appointing a new Special Assistant to the President for Public
Liaison to be our outreach person to the Hispanic community. His
name is Henry Zuniga (Zu'-nee-gah). Henry has been doing a fine
job, and I have the utmost confidence that he will continue to be
an indispensable link between us -- bringing your concerns and
ideas into the inner circle of the White House as well as
bringing some of our concerns to you.
I don't want to belabor this point, but there are many fine
Hispanic Americans throughout the Executive Branch and on the
White House staff. Velma Montoya was appointed just a few weeks
ago to a major policy formulation position in the White House.
Many of you know Rafael Capo (Ca-po') who is one of Vice
President Bush's closest advisors. And two weeks ago Susan
Alvarado was made Vice President Bush's chief assistant for
Legislative Affairs. Certainly, you're all aware of Diana
Lozano, who plays a major role coordinating our outreach program
not only to Hispanics but to other groups of citizens with

special concerns, such as women's organizations, veterans,
blacks, and conservative groups.
Significantly, the Hispanic members of this Administration
were picked because they're skilled, intelligent people who have
a contribution to make -- and not because of their ethnic
background. Perhaps that is one difference between our approach
and that of the other side. They talk about equality and we
practice it.
We realize that a tough battle will be fought in the
Hispanic community this election year. The words get pretty
thick out there when the demagogues get going. So today we
thought we would provide you some ammunition for the coming
months.
First, it is widely recognized that the basic values held
dear by this Administration, values we spoke about in the last
campaign and long before, are values identified closely with
Hispanic Americans. With this in mind, our political
compatibility on many issues is no mere coincidence.
We seek to reaffirm basic institutions which during the last
decade came under such severe attack. Hispanic Americans, with
strong family ties and an admirable sense of community, share
those concerns. Knowing this, we believe our tuition tax credit
plan should have natural appeal to Hispanics, who feel so
strongly about the moral values maintained by this country's
religious school systems. Already many Hispanics send their
children to these private schools in great numbers, and our plan

will give them relief from the double taxation of supporting both
private and public schools.
Speaking of moral and religious values, it seems to me that
many Hispanics who have children in public schools should support
our efforts to permit voluntary prayer in those schools.
We have no reason to hang our heads on issues that may be of
special concern to your community. Perhaps you can remind others
that this Administration did support the voting rights bill, and
that we've developed a new rapport with Mexico -- a rapport based
on mutual respect -- that is better than at any time in the
history of our two proud nations.
The issues I've talked about are, of course, of concern to
all Americans. The fact that they may have particular appeal to
Hispanics only suggests that Hispanics are darn good Americans --
and we should never forget it. This has been no secret in the
military, where Hispanic Americans have served with exceptional
courage and valor, achieving a memorable record for acts of
courage. Just last year, I was honored to present Roy Benavidez
with this country's highest military award for his service in
Vietnam.
Now I could go on like this all day, but I think it is about
time I heard from you. So thank you again for being here; and if
you have any questions or concerns, I'd like to hear them.

Order you signed last September. The Execu-
tive Order mandated increased participation
of historically black colleges and universities
in Federally-sponsored programs.
3.
South Florida Task Force.
As you are aware, the Vice President has led
an interagency group seeking to reduce crime
and drug activity in South Florida. They
have realized an impressive measure of
success with the effort and will report on
the current activities in South Florida.
4.
Budget Outlook.
David Stockman will report on the current
budget situation and the status of Adminis-
tration efforts on the Hill that pertain to
the budget.

I. PURPOSE
To provide an informal meeting which will give the President
an opportunity to assure these Members that they are an
important part of his team.
II. BACKGROUND
The Whip Organization, led by Republican Whip Trent Lott
(R-Mississippi), is the principal Republican vote-getting
team in the House. Regional Whips and Assistant Regional
Whips are assigned specific Members to contact on any key
vote.
During the opening salvos of this year's budget battle the
Members of the Whip Organization were some of the most loyal
to the President and most supportive of his program. Recently,
these Members were instrumental in assuring that the President's
veto of the urgent supplemental appropriations bill was sus-
tained in the House. The continued hard work of this group
will also be a major factor in bringing future spending fights
and vetoes to a successful conclusion.
A continued good working relationship with the Whip Organization
is, therefore, essential. This informal meeting will provide
the President an opportunity to thank these Members for their
diligent efforts and thereby assure their continued support and
hard work.

-- Thank the Congressmen for their past support and their hard
work as Members of the Republican Whip's Organization.
Acknowledge the importance of the Whip Organization efforts
during the budget battles of last year and this year and on
the sustaining of the vetoes on the urgent supplemental
appropriations bills.
-- Stress that this year's battles have just begun and that the
continued support and hard work of the group will be necessary
to hold the line on federal spending.
-- Point out that you will need their help on budget reconciliation,
the tax bill, and when the House considers the various
appropriations bills.
-- It is imperative that House Republicans support our foreign
policy initiatives. The Security Assistance bill and the
Caribbean Basin Initiative are vital to the implementation of
our foreign policy. Many Republicans have knee-jerk reactions
against "foreign aid." If we are going to shift the emphasis
away from economic assistance to security assistance, we must
have Republican support.

-- Ask them for their help this week as the House considers
the Defense Authorization bill. We need their help in
assuring full funding for such vital programs as the
MX, the C-5 transport and the B-1 bomber; and we need
their support to defeat efforts to cut defense across
the board.

I. PURPOSE
This event is being held to officially announce the
formation of the James S. Brady Presidential Foundation.
II. BACKGROUND
The James S. Brady Presidential Foundation has been
formed to raise money and offer assistance to any American
who, like Jim Brady, falls victim to an assassination
attempt on the President, a member of his family, or any
senior government official. This public foundation's
activities will rely solely on contributions from private
individuals and organizations.
James Lynn, a Washington attorney who served as
Secretary of Housing and Urban Development under Presidents
Nixon and Ford, has agreed to serve as president of the
Brady Foundation. Joe Rodgers and former Democrat National
Committee Chairman Bob Strauss will serve as the foundation's
fundraising co-chairmen. The Brady Foundation is in the
process of selecting a board of directors consisting of

approximately 14 members and a bi-partisan council made
up of 56 trustees.
Although the President will not hold an official position
in the foundation, his announcement of the establishment of
the James S. Brady Presidential Foundation will help generate
initial support for the organization and its activities.
