I. PURPOSE
To seek Senator Warner's support for the MX missile.
II. BACKGROUND
The FY 83 Defense authorization bill is currently in conference
between the House and Senate. One of the primary components of
this legislation is funding for the MX missile. The House
approved production and R&D funds for the MX subject to a
final basing mode decision. The Senate, however, cut $1.2 billion
to build the MX missiles as a part of its effort to expedite
our decision on a permanent, survivable basing mode. It is
anticipated that the vote on the MX is in jeopardy, and we
will need strong support from the conferees to protect MX in
the final bill.
Senator John Warner, who chairs the Strategic and Theater
Nuclear Forces Subcommittee of the Senate Armed Services Com-
mittee, is inclined to oppose the MX. Warner thinks the MX
will not be approved by Congress, and is critical of the dense
pack basing mode proposal. Warner has not been specific with
regard to technical or strategic arguments against the MX.
Senator John Tower, Chairman of the Senate Armed Services
Committee, has urged that you meet personally with Warner to
convince him to support the MX. Tower feels that Warner's
decision will influence Senator Sam Nunn and possibly other
conferees. Tower expects to complete the conference by August 12,
and will probably take up the MX issue on August 10 or 11.
You should be aware that Warner is a reluctant participant at
this meeting -- and it will be necessary for you to be firm in
your conversation with Warner.

SUGGESTED TALKING POINTS FOR MEETING WITH
SENATOR JOHN WARNER (R-VIRGINIA)
--- Approval of the Administration's request for M-X funding is
absolutely essential if we are to negotiate with the Soviets
from a position of strength in the ongoing Strategic Arms
Reduction Talks.
-- While M-X is not intended to be a "bargaining chip"
in these negotiations, a strong commitment to produce
the M-X will provide powerful leverage toward
effective arms reductions.
-- If the Soviets perceive major disagreement within
the United States about our ICBM modernization, they
could try to exploit the situation in an effort to
achieve unilateral U.S. concessions.
-- Failure to approve M-X procurement funds will delay the
program's initial operational capability (IOC) of 1986 and
increase costs. Only with decisive action can we pursue a
vigorous M-X program and benefit from the $4.5 billion
investment already made.
-- We have an aggressive research program underway to identify a
permanent basing mode. Thus far, an approach known as Closely
Spaced Basing, and often called Dense Pack, has emerged as the
most promising, but not the only possible basing mode. I want
to assure you that I intend to propose a final basing mode for
the M-X by December.

-- I also want you to know that I would not object if the Congress
places constraints on the use of the funds until a basing
decision is made.

To indicate strong Presidential interest in the House/Senate
tax bill conference and to ask for these Members to help
support passage of the conference report.
II.
BACKGROUND
House Republicans are very reluctant to support a tax bill.
Only 44 Republicans voted to send the Senate passed bill to
conference and that unexpected procedure aggravated the House
Republican Members at large because they had been generally
excluded from any substantive input.
In addition to special interest opposition, certain conserva-
tive Republicans have mobilized opposition to any tax hike.
Other Republicans have indicated that they will not support
any tax increase until the House enacts the spending reductions
called for in the budget reconciliation instructions.
A major portion of the reconciliation spending reductions are
also in the conference with the tax bill. If the conferees
meet the reconciliation targets, passage of the conference
report could reduce the deficit approximately $115 billion over
the next three years. However, Republican Members are very
nervous about the political consequences of raising taxes, and
need to be reassured that the Administration has no intention
of raising taxes to pay for more spending programs.
We will need to gain substantial support from this group for
the revenue bill. This meeting will give them an opportunity
to air their views and to get a better understanding of the
need for passage of the conference report.

WITH SELECTED MEMBERS OF THE HOUSE OF REPRESENTATIVES
-- I wanted to make sure that there was no misunderstanding
about my support for the Senate-passed tax bill and
spending reductions. We can improve this bill in confer-
ence, and I believe that it is imperative that we then
pass it.
-- Passing this conference report will help bring down inter-
est rates, thus helping the real estate, auto and construc-
tion industries. These lower interest rates are the key
to stimulating business recovery.
-- Rather than imposing new taxes on working people, this bill
tries to insure that everyone pays a fair share of the tax
burden. More than three-fourths of the revenue raised
comes from increased taxpayer compliance and the closing
of tax loopholes.
-- Prompt passage of the conference report assures retention
of the third year of the tax cuts as well as the retention
of indexing.
-- I intend to do all I can to help you this fall, but you need
to help me by passing this conference report. Lower interest
rates and an improving economy will be the best political
tonic possible. Can I count on your support?

Raising taxes is a very unpleasant task, one which none
of us likes doing. Reducing spending is not an easy
chore -- especially for those of you from the Northeast --
but we have to do it. We need to comply with the First
Budget Resolution.

It is important to distinguish between imposing new taxes
and collecting taxes owed. More than three-fourths of
the revenue raised comes from increased taxpayer compliance
and the closing of tax loopholes.

Rather than imposing new taxes on working people, this bill
tries to insure that everyone pays a fair share of the
tax burden.
It is easy to duck the tough spending and revenue issues-
but the country can't afford that. We can't back away from
our responsibilities at this time.
