February 7, 1983, with Roger W. Robinson, Jr.
and Father (Roger W. Robinson, Sr.)
The reason for this photo opportunity is that Roger Robinson,
Jr., who joined my staff in April, 1982, shares your initials
and birthday. Although a young man (32), Roger is a former
Vice President for Chase Manhattan Bank and was an assistant
to David Rockefeller. He is presently responsible for
East-West economic affairs and international financial and
monetary issues. Most recently he worked extensively on the
visit of Prime Minister Nakasone and co-initiated the concept
of a US-Japan Energy Working Group.
His father, Roger W. Robinson, Sr., was a special agent with
the FBI for 36 years (retired December 1977). He primarily
worked Soviet espionage, including the Rosenberg case, and was
responsible for the arrest of Judith Coplon. Roger Sr. is
also a distinguished pistol shot, winning the New York State
Championship three times. He is presently senior New York
State Champion. In early years at Duke University, Roger's
father was fullback for the undefeated, untied, unscored upon
1938 Rosebowl team (The Iron Dukes) -- coached by Wallace
Wade. Duke lost in the last seconds of that game to USC 7-3.
Both Roger and his father are ardent admirers of yours.
I'll bring them up for a brief photo at the beginning of my
brief on Monday.

-- Both Elizabeth and Bob send Tommy photographs of their
activities in Washington on a regular basis. Tommy
has a photo album which he shares with his Salisbury
friends.
-- Whenever Elizabeth visits Salisbury, she always makes
time to visit Tommy and share Washington stories with
him.

Tommy has been to Washington two times before, but this
is the first time he has ever met the President.

PURPOSE
A photo opportunity with a group of civic leaders from
Monroe, Louisiana. They will present the President with
a scrapbook signed by thousands of Louisiana citizens
thanking the President for his help during the recent
floods.
II. BACKGROUND
The President toured the flooded area around Monroe, Loui-
siana. Sunday, February 6 is "Super Sunday" in Louisiana
in honor of the tremendous volunteer effort during the
recent floods. Citizens in Monroe have also formed a
"Smile America" program which has been responsible for
flying goods to California areas impacted by recent storms.
This will be an opportunity for the people of Louisiana to
thank the President for his concern and help. It will also
allow the President to praise an outstanding volunteer ef-
fort.

PURPOSE
To discuss the 1983 legislative agenda and the FY '84 budget
proposal and solicit the support of these Congressmen.
II. BACKGROUND
At the beginning of the 97th Congress, the President had a
similar breakfast meeting with the incoming Republican House
freshman Members. Because of the close working relationship
and team spirit which was initiated with that meeting, the
Republican Freshman Class in the House was one of the strongest
and most consistent voting blocks in support of Administration
backed legislative initiatives during the 97th Congress.
The Republican Freshman Class of the 98th Congress consists of
twenty-three (23) newly elected Members. Unlike their pred-
ecessors, these freshmen were not elected on the President's
coattails and will be more inclined to demonstrate their inde-
pendence. This will be true even though the need for solid
Republican support has increased dramatically with the net loss
of twenty-six (26) Republican seats because of the 1982 elec-
tions.
This breakfast meeting will begin the process of building the
98th Republican Freshman Class into a solid voting block of
support for the President's economic program and other Admini-
stration legislative initiatives. The freshman Members have
been given detailed budget briefings by Administration officials
during the last several weeks. This breakfast will give the
President an opportunity to personally discuss his program and
the budgetary realities facing Congress and the Administration.
The entire Freshman Class, Republicans and Democrats alike, have
been to the White House with their spouses for dinner on January 6,
1983.

I.
PURPOSE
To discuss the 1983 legislative agenda and the FY '84 budget
proposal and solicit the support of these Congressmen.
II.
BACKGROUND
At the beginning of the 97th Congress, the President had a
similar breakfast meeting with the incoming Republican House
freshman Members. Because of the close working relationship
and team spirit which was initiated with that meeting, the
Republican Freshman Class in the House was one of the strongest
and most consistent voting blocks in support of Administration
backed legislative initiatives during the 97th Congress.
The Republican Freshman Class of the 98th Congress consists of
twenty-three (23) newly elected Members. Unlike their pred-
ecessors, these freshmen were not elected on the President's
coattails and will be more inclined to demonstrate their inde-
pendence. This will be true even though the need for solid
Republican support has increased dramatically with the net loss
of twenty-six (26) Republican seats because of the 1982 elec-
tions.
This breakfast meeting will begin the process of building the
98th Republican Freshman Class into a solid voting block of
support for the President's economic program and other Admini-
stration legislative initiatives. The freshman Members have
been given detailed budget briefings by Administration officials
during the last several weeks. This breakfast will give the
President an opportunity to personally discuss his program and
the budgetary realities facing Congress and the Administration.
The entire Freshman Class, Republicans and Democrats alike, have
been to the White House with their spouses for dinner on January 6,
1983.

I know you'll be strong defenders of our Republican banner
for opportunity, growth, jobs, family values and a strong

-- If I may, I'd like to cover a few topics and then I'll be
delighted to hear from you.
-- Each of you will play an important role in Congressional
action on the budget. We know, and the American people
know, that in these difficult economic times, effective
leadership is critical.
-- We know that we have been through difficult economic times
-- but signs of recovery are growing stronger every day. Even
the last of the leading indicators -- unemployment -- has finally
turned our way. My budget proposal is geared to increasing
economic growth and reducing deficits. As a matter of fact my

into a recession. The American people expect more from us
than the same old quick fixes that got us into the mess in
the first place.

laid the groundwork for sustained economic growth -- and
