I. PURPOSE
To discuss certain defense issues including the MX, and to
hear a brief report of Senator Tower's recent trip to Europe.
II. BACKGROUND
Senator Tower has just returned from a 12-day trip to Europe,
including stops in Switzerland, Germany, Denmark, Sweden, and
England. The primary purpose of Tower's trip was to attend
the annual Wehrkunde Conference in Munich. This is a
defense/economic conference sponsored by a German defense
organization. You spoke with Senator Tower while he
was in London. Tower will be giving you a brief report
on his travels.
As Chairman of the Senate Armed Services Committee, John
Tower has been a staunch supporter of your defense policies
and the defense budget. He will be particularly crucial in
our effort to achieve Congressional approval of the MX
Commission's findings when they are finalized. One major
purpose of this meeting is to elicit Senator Tower's
views on the MX. As you may recall, in 1982 Senator Tower
voiced objection to the "silo stuffing" basing method.
He agreed to densepack, but has indicated that he did so
mainly because it was the least objectionable alternative
at the time. You should ask Tower how he thinks the
MX Commission is progressing and whether or not he feels
that his Senate and House colleagues are satisfied that
they are receiving ample opportunity for input on this
important issue.
Time permitting, you should also reassure Tower of your
determination to fight for the defense budget. He will
be a willing advocate on this point, and suggest that you
continue to work closely together to assure favorable action
on the budget.

TALKING POINTS
Thank you for your steadfast support of our Defense
program. Your Washington Post article was terrific.
Before we move on to talk about some of the key
issues before us I would like to hear about your
eventful trip.
One of the key components of my defense program is
the Peacekeeper (MX) program. I would like to know
how you think the Commission is progressing and I
would appreciate your "reading" of Congressional
attitudes. Do you feel that your House and Senate
colleagues are satisfied that they are receiving
ample opportunity for input on this important issue.
My Commission on Strategic Forces will provide
advise to me in late March -- after further
consultation with you and others.
I need your support. We all may have to be more
flexible than our past positions.
I welcome your views, both with regard to the
program and the best way to present it to
Congress.

I. PURPOSE
To request immediate reintroduction of CBI trade and tax
legislation and to urge expeditious, affirmative Congres-
sional action.
II. BACKGROUND
During the second session of the 97th Congress, final
approval on the trade and tax components of CBI was not
completed. Previously, the Congress authorized and
appropriated the economic assistance portion of the
Initiative.
While the House approved appropriate trade legislation
through the efforts of Ways and Means Committee Chairman
Dan Rostenkowski (D-Illinois), the Senate was unable to
act similarly prior to adjournment. On the final day of
the session, Senate Finance Committee Chairman Bob Dole
(R-Kansas) reported a bill but attempts to bring it to
the Floor by unanimous consent were thwarted by the threat
of objections.
Reintroduction of virtually identical legislation in the
House under the anticipated cosponsorship of Democratic
Leader Jim Wright (Texas) and Republican Leader Bob Michel
(Illinois) is imminent. House support of CBI remains
constant.

BACKGROUND (CONT'D)
Senator Dole is prepared to sponsor, along with several
colleagues, trade and tax legislation submitted by the
Administration. Senator Russell Long (D-Louisiana),
the ranking Democrat on the Finance Committee, has two
concerns regarding the Initiative which Ambassador
Brock and Assistant Secretary of State Enders are
currently addressing. Even if the Senator's concerns
are accommodated, it is unlikely that Long will be an
original cosponsor. The outlook is good for Senate
passage of CBI legislation.
This meeting will emphasize the President's continuing
commitment to the enactment of the CBI package and will
serve as the kickoff of the Administration's efforts to
secure Congressional passage of appropriate
legislation.

TALKING POINTS
As I stressed last year, CBI is important to this
country and to the Western Hemisphere. A string of
hostile States in the Caribbean would jeopardize our
security, and prolonged economic disruption would
threaten our economy and increase pressure for il-
legal immigration.
We are very pleased that the Congress passed the
emergency aid portion of the legislation last
September. But we "urgently need action on the
longer-term elements of the program: the trade
preferences and tax benefits. We need to pass the
entire three-part program as the House did last year
to move the Caribbean economies toward self-sustain-
ing growth.
During the past two years, I have met independently
with the leaders of 15 donor and recipient nations
of CBI. To a person, they have all enthusiastically
embraced this proposal. Some of you who have visited
also with the national leaders of the region know this
proposal is viewed as vital for economic stability.
O
Our credibility and commitment to economic progress
within democratic systems is at stake. The people of
the Caribbean Basin have waited a year for this pro-
gram. The regional leaders must show their people
tangible economic progress. The alternatives to
democratic leadership are demagogues of the extreme
right or left who are hostile to our interests.
A prosperous Caribbean Basin means more U.S. exports
and more U.S. jobs. These countries, which are a
$7 billion market, buy most of their goods from us
already. Without help, the Caribbean Basin will be
an even bigger market for U.S. goods.
I urge the Congress to act now to implement the full
CBI program. Our staffs are presently working on
some technical amendments to the version that passed
the House last year. I urge that this work be
completed in time to introduce the legislation this
Thursday.
I look forward to continued bipartisan support for
this proposal and ask for expeditious Congressional
approval of the legislation.
Indicate that Secretaries Shultz, Regan, and Baldrige
and Ambassador Brock are present to participate in the
discussion.

REGARDING THE ADMINISTRATION'S TUITION TAX
CREDIT LEGISLATION

I. PURPOSE
To express the Administration's strong support for the
enactment of the tuition tax credit legislation which
will be transmitted shortly to the Congress.
II. BACKGROUND
The President's tuition tax credit legislation was
introduced in both Houses last Congress. The original
legislation provided for non-refundable tax credits to
parents of students in private elementary and secondary
schools.
The Senate Finance Committee reported out a modified
version of the tuition tax credit legislation last
September. Significant and divisive debate occurred
in the Committee over the language denying the tax
credits for those schools which racially discriminate.
The final provision dealing with racial non-discrimination
was supported by both Republican and Democratic members
of the Senate Finance Committee and concurred in by the
tuition tax credit coalition and the Administration.
The Committee reduced the size of the credit and phased
it in over a three-year period in order to reduce the
revenue impact of this measure. Additional minor
amendments were added in Committee regarding non-
discrimination against the handicapped and compliance
with state compulsory attendance laws. Senate floor
action did not occur on the Senate Finance Committee
measure.
In the House, 21 members cosponsored the President's
tuition tax credit bill. The measure was stifled in
the House Ways and Means Committee with no hearings or
action occurring.

Senator Dole has offered to introduce the Administration's
tuition tax credit legislation. Dole has suggested that
the new bill retain the racial non-discrimination
language as drafted by the Finance Committee last year.
The Administration agrees that this is the appropriate
approach to take on this very sensitive civil rights
issue. Joining Senator Dole as original cosponsors
will be Senators Packwood, Roth, D'Amato, Moynihan and
perhaps Bradley. It is expected that similar legislation
will be introduced in the House.

TALKING POINTS FOR MEETING WITH KEY CONGRESSMEN AND SENATORS
REGARDING THE ADMINISTRATION'S TUITION TAX CREDIT LEGISLATION
-- Thank Senators and Congressmen for attending this meeting
to discuss the Administration's tuition tax credit
legislation which you will transmit soon to the Congress.
-- Indicate that while you appreciate the action taken last
year by the Senate Finance Committee in reporting out a
tuition tax credit bill, you were disappointed that
further action did not occur in the Senate and none
occurred in the House.
-- Express your strong support for tuition tax credits for
elementary and secondary school tuition in order to bring
tax equity to the parents of children attending these
schools.
-- Indicate that enactment of tuition tax credits is
essential in order to encourage diversity in educational
opportunity.
-- Advise them that the legislation you will transmit to
the Congress will be similar to the bill reported by the
Senate Finance Committee last year.
-- Tell them that the Administration will not tolerate the
use of tuition tax credits to foster racial discrimination.
Consequently, the Administration bill will include the
non-discrimination language developed last year in the

Senate Finance Committee. This provision received
bipartisan support last year and you should encourage
the House and the Senate to retain this language.
-- Express your hope that early action will occur in both
Houses of Congress this year.
-- Indicate that Treasury Secretary Don Regan and Education
Secretary Ted Bell are present to participate in the
discussion.
