PURPOSE
To express your thanks for the commitment and efforts of a
group of 200 (out of 600) non-career (political) appointees
of the mid-management level. They have just completed a 2
day management conference to enable them to sharpen their
management skills and to meet their counterparts in other
departments. (Agenda attached)
II. BACKGROUND
This is the first such conference the Reagan Administration
has sponsored for mid-level managers. We have sponsored a
number of different seminars for Presidential appointees
who require Senate confirmation. These mid-level managers
are the front-line managers for Administration policy -
they deal most directly with the career personnel in areas
of program management. Most of these people have not been
at the White House during your tenure and thus your
involvement at this event is extra special for them.

PRESIDENTIAL REMARKS: NON-CAREER SENIOR EXECUTIVES AT
WHITE HOUSE MANAGEMENT CONFERENCE
FRIDAY, APRIL 29, 1983
Thank you very much. Let me first thank you for taking time
out of your hectic days to gather here like this. I know it was
not easy because, believe me I know -- you are the people who
really do the work in this Administration. You are the ones who
implement the strategy and guide our policies around the pitfalls
and over the hurdles. You don't always get the glory when your
efforts succeed, but let me assure you I know you're out there.
I'm grateful for your loyalty, hard work and commitment to the
cause. On behalf of all your fellow citizens, I want to thank
you for your service to our country.
I know that sometimes life gets a little frustrating as we
try to change a Government fixed in its ways. But don't lose
sight of all we have accomplished. Our progress has been
significant.
We came to office vowing to renew America. Our economy was
rapidly sliding into recession. Inflation had been running in
double digits for two consecutive years and back-breaking
interest rates had crippled American businesses, jobs and
families. Well, since we've been in charge, inflation has
plummeted. In the first quarter of this year, inflation was
lower than for any comparable period in nearly 25 years.
Interest rates are less than half what they were and the leading
economic indicators have been up for the last 6 months. We have
begun what I believe will be a healthy and sustained recovery.

I know we still have much to do. We also came to office
vowing to rebuild America's defenses. We made progress in the
first 2 years, but not enough to make up for a decade of decline.
It seems that convincing the Congress of the threat we face is
one of our toughest battles, but we will not give up. It is our
solemn responsibility as temporary custodians of this Government
and all of our duty as citizens to make sure America is strong
enough to remain both free and at peace.
It also seems our tax cut and indexing won't be safe until
every phase is completed. Well, I happen to believe our tax
incentives are critical to sustained recovery, and we will not
abide any tampering with them -- none. The third year of the tax
cut, scheduled to take effect in July, and tax indexing will
benefit small business people and average, working families the
most. Their repeal or even their delay would be a cruel blow, an
unfair attempt to steal the just rewards of those Americans who
have carried us through recession into recovery. Let me assure
you I will veto any attempt to get rid of those two tax cuts.
And our social policies -- like prayer in school, tuition
tax credits and anti-abortion legislation -- have yet to be
passed by the Congress. But we will not stop pressing for their
adoption. We are determined to renew America's moral spirit as
well as our economy.
These next few months will be critical for many of our
programs. I know we've been struggling for a long time, and it
gets tiring. But we can't weaken now. We must continue the
crusade to return basic American values to America's Government,

and free our people to create a new era of growth and prosperity
that brings better times and new opportunity for all. That, and
the preservation of peace and freedom for our children, are my
highest aspirations. With your continued support and help, I
know we can do it.

Initiatives
I. PURPOSE
To spotlight a non-profit drug and alcohol rehabilitation
center. The Foundation receives no government funding,
and reflects the President's beliefs that the private
sector can and does assist in aiding those in need.
II. BACKGROUND
The Cenikor Foundation, founded in 1963, offers a unique drug/
alcohol/crime/behavioral rehabilitation program. Currently
there are 150 residents at the Cenikor Foundation ranging
in age from 17 to 25. Cenikor has a 95% success rate
for its residents and receives strong community support.
It is totally private and is not affiliated with any
particular religion. It is funded in part by its own
business of manufacturing sports equipment and through
private sector support. Residents of the Cenikor
Foundation are referred through the judicial system.
Once a person has been accepted into the program they
live at the center for two years. During the first 18
months, they are required to do various jobs within the
house. After this initial period, they are given the
option of getting a job in the community or going to
college. Should they choose to attend college, the
tuition is fully paid for by the Cenikor Foundation.
Cenikor has served as a model for similar programs in
Denver and Fort Worth.

I. PURPOSE
The political events of this trip have two purposes: 1)
To assist in the re-election campaign of Senator John
Tower; and 2) To assist the National Republican Senatorial
Committee.
II. BACKGROUND
Senator John Tower will have one of the most competitive
races among Republican Senators in 1984. In his last
campaign in 1978, Tower won with only 49.8% of the vote;
his margin of victory was barely over 12,000 votes out of
about 2.3 million cast. Though the Democratic nominee won't
be determined until next year, any of the three major
Democratic contenders would provide a strong challenge to
Tower.
Tower's benefits from his events are twofold: First, he
will be receiving the blessing of the President in a
traditionally very pro-Reagan state. Second, Tower's
campaign expects to raise approximately $2 million during
the evening.
The purpose of the National Republican Senatorial Committee
reception is to assist in building the Committee's financial
base in Texas.
Ticket prices for the event are $1,000, $400, and $200, and
are based on seating location. (Further, $1,000 sellers or
buyers receive an invitation to the VIP reception.)
