I.
PURPOSE
To make remarks at the Seton Hall University
Commencement exercises and to receive an honorary
degree.
II. BACKGROUND
Seton Hall University, located in South Orange,
New Jersey is the oldest and largest Diocesan
university in the United States. It operates
under the auspices of the Roman Catholic
Archdiocese of Newark, and has 10,500
students enrolled. This is their 126th
commencement. 1,500 graduates are expected to
attend the commencement exercises and total atten-
dance is expected to be around 10,000.
Dr. D'Alessio was the first Assistant Secretary of
Education for non-public schools appointed under
former President Carter.

SUBJECT: NEW JERSEY - POLITICAL BRIEFING
State Political Background
New Jersey has been carried by the last 3 Republican
Presidential nominees - Reagan, Ford and Nixon.
Republican and Democrat representation in the U.S. Senate
has been split for most of the past 28 years.
Republicans have held the governor's seat for only 12 years
since 1949.
New Jersey is the ninth largest state in the nation in
population, and the most densely populated. It is a
manufacturing center and the headquarters for many
corporations.
For years, the state has suffered from a lack of identity.
North Jersey has been dominated by the culture and politics of
New York City, while Philadelphia dominates the south.
Recently the state acquired its first commercial television
station.
1984 Presidential Race
New Jersey will send 64 delegates and alternates to the 1984
National Convention compared to 66 delegates in 1980.
New Jersey will cast 16 electoral votes.
President Reagan carried the state with 52.8% of the popular
vote; but lost Essex County (Newark and South Orange) by a
41.3%-51.2% margin.
The primary date is presently scheduled for June 5, 1984.
However, state legislators are interested in moving the date to
possibly the last Tuesday in March.

Democrat Presidential Campaign
The Democratic National Committeewoman from New Jersey, Gina
Glanz, is a top Mondale organizer in New Hampshire.
U.S. Representative Robert G. Torricelli (D-New Milford) is
the former deputy counsel to Vice President Mondale and can be
expected to support him in 1984.
Freshman U.S. Senator Frank Lautenberg was helped extensively
by Mondale and his PAC during the 82 campaign.
State Political Summary
U.S. Senate:
In 1982, Republican Congresswoman Millicent Fenwick lost by a
51%-48% margin to Democrat Frank Lautenberg. Analysts
attribute this loss, in part, to the fact that Lautenberg's
special targeting strategy to increase black voter turnout
captured 90% of the black vote (which comprises 10% of New
Jersey's population).
U.S. House of Representatives:
Congressional delegation:
5 Republicans
9 Democrats
Republicans lost two congressional seats in 1982.
-- Millicent Fenwick's seat disappeared due to reapportion-
ment and she chose to run for Senate.
-- In district 9 (North-Fort Lee, Hackensack), incumbent
Republican Harold C. "Cap" Hollenbeck was defeated by
former Mondale aide Robert G. Torricelli by a 53%-46%
margin.
State Legislature:
Legislative races will occur in the fall of 1983. The primary
date for these elections is June 7, and they are expected to be
the most expensive legislative elections in New Jersey history.

ESSEX COUNTY:
Seton Hall University, founded in 1856, is located in South
Orange, New Jersey.
Although the county is a Democratic bastion and went for
Carter in 1980, President Reagan carried South Orange by 404
votes in 1980 and Governor Kean carried the town by 1 vote in
1981.
The principal political battle this year is in the 28th
legislative district.
-- Democrat incumbent state Senator Richard Codey is facing
a major challenge from Orange Mayor Joel Shain in the
Democratic primary.
-- Shain has claimed he will spend at least $250,000 to
unseat Codey. To date, Shain has spent $112,000, while
Codey has spent $61,000.
-- This is expected to be the most expensive legislative race
in New Jersey history.
-- Recently in Essex County, twice-convicted murderer Thomas
Ramseur was given the death sentence.
-- Ramseur is the first person sentenced under the state's
new capital punishment law.
State Party Update
In 1983, New Jersey's 40 state Senate and 80 state Assembly
seats are up for election. With the current close party lineup
in both houses (19R-21D Senate; 37R-43D Assembly), the
Republican party has an excellent opportunity to gain control
of either or both houses in the legislature. With this
possibility in mind, the New Jersey Legislative Campaign
Committee has budgeted itself $1 million and drawn up a
campaign plan actively involving the state party. Members of
the NJLCC include state Senator Donald DiFrancesco, minority
leader in the Senate, state Assemblyman Dean Gallo, minority
leader in the Assembly, Governor Thomas Kean, Philip D.
Kaltenbacher, State Chairman, and Rich Bond, representing
the RNC.

Matt Rinaldo has an M.B.A. degree from Seton Hall and
has served as a trustee on the board of directors of the
School of Business Administration at Seton Hall.
Before his election to Congress in 1972, Matt held several
state and local elected positions in New Jersey.
Matt is a moderate to liberal Republican on most issues
and was one of only four Republicans to support the
Democrat budget plan this year.
Matt sits on the Energy and Commerce Committee and the
Select Committee on Aging. He is serving his 6th term
and represents the 7th District, which is largely located
in the north central part of New Jersey.
According to conversations he has had with the Legislative
Affairs Office, Matt will support the resolution of
approval for the MX Peacekeeper missile.
CONGRESSWOMAN MARGE ROUKEMA
(Republican - New Jersey, 5th District)
Congresswoman Roukema is a former history teacher and
Vice President of a local board of education. Before
her election to Congress, she was very active in local
community affairs.
Marge is presently serving her second term and sits on
the Banking, Finance and Urban Affairs, and Education and
Labor Committees. She is a moderate on most issues.
Her district is located in the upper northwest part of
the state.
According to conversations she has had with the Legislative
Affairs Office and the Vice President, Marge is undecided
on the resolution of approval for the MX Peacekeeper
missile. The vote on this resolution will occur on
Tuesday, May 24.
