PURPOSE
To sign the Railroad Solvency Amendment of 1983 (H.R. 1646).
II. BACKGROUND
The Railroad Retirement Solvency Amendment of 1983
(H.R. 1646) has passed Congress and is now ready for your
signature. This bill will prevent the drastic rail pension
reductions that would otherwise have been necessary to save
the system from insolvency. According to the Railroad
Retirement Board's actuary, it will assure the solvency of
the rail pension system at least until the end of the decade.
This will be accomplished through real contributions and
sacrifices on the part of all parties involved, and through
Federal participation.

To recognize the contributions of the Hispanic

BACKGROUND
The Hispanic Chamber of Commerce is the only
nonpartisan Hispanic organization to endorse the
Reagan/Bush ticket in 1980. Founded in 1979,
the Hispanic Chamber of Commerce claims
approximately 26,000 members involved in small
business enterprises. The organization is
basically conservative and very supportive.
Your address to the Hispanic Chamber of Commerce
is the first address made to a Hispanic
convention by a President of the United States.

I. PURPOSE
Photo opportunity for important Reagan supporters and
local Republican leaders in the Tampa, Florida area.
II. BACKGROUND
Going into the 1984 election year, it is increasingly
important to thank the President's key supporters for
their past work, and to give them encouragement for
1984. This is one of a series of photo opportunities
designed to achieve this purpose, and will include
approximately 40 important Florida leaders.

To meet with 50 leaders of the Hispanic business com-
munity for an informal discussion.
II. BACKGROUND
The Hispanic Chamber of Commerce is the only non-partisan
Hispanic organization to endorse the Reagan/Bush ticket
in 1980. The Hispanic Chamber of Commerce has approx-
imately 26,000 small business leaders as its membership.
You have just addressed their convention and now proceed
to a small meeting for questions and answers.

INFORMAL REMARKS FOR HISPANIC CHAMBER LEADERS

It is a pleasure to meet with recognized leaders of
the Hispanic-American community. Living in California
gave me an appreciation of your history and culture.

Meeting with you today gives me an additional opportunity
to personally express my sincere interest in what affects
Hispanic-Americans. I deeply respect the civic pride and
patriotism of your communtiy. It is no surprise to Mr.
Barretto that I have continued to seek out the advice and
support from the Hispanic community.

As many of you recall, during my first 60 days in office,
I met with respresentatives of the major Hispanic organi-
zations at a luncheon hosted at the White House. It is
a pleasure being with you again.
