Award Dinner at the New York Hilton Hotel January 18, 1984.
In 1930 you announced the winner of the 100 yard dash during the
Drake Relays. The winner was Jesse Owens.

College, is cut from Jesse Owens' mold -- he's a man with strong
values and a strong commitment to the spirit of international
brotherhood that all of us seek to foster.
And this, of course, is not even to mention Edwin's success
as an Olympic gold medal winner. Edwin is a superb athlete who
has won his last 87 races. Believe me, Edwin, that number gives
those of us who are politicians something to aspire to.
I want to congratulate Edwin tonight on winning this award
and for his achievements on and off the field. And again, I want
to congratulate the International Amateur Athletic Association
and all of you whose work and support have made this award
possible. It is a great way to celebrate the majesty of sport
and the memory of one of our greatest Americans. Thank you and
God bless you.

PRESIDENTIAL TAPING: CALIFORNIA TRUCKING ASSOCIATION ANNIVERSARY
THURSDAY, JANUARY 12, 1984
We are all keenly aware of the importance of the trucking
industry to the economic well-being of California and the Nation.
So I'm delighted to have this opportunity to speak to all of my
fellow-Californians and congratulate you on your 50 years of
service to the people of our State.
I know that your problems are no less pressing today than
they were 50 years ago when you first founded your association.
Then, the issue was the push for regulation. Today, the issue is
developing and maintaining a strong freight system in an
unregulated environment. You are concerned about the growing
dominance of the Federal Government in transportation. And you
want more regional freedom so that market demands can be met with
increased productivity and efficiency. I sympathize with those
goals and we are striving here in Washington to reduce the
barriers established by the Federal Government that prevent you
from doing the job you want to do.
Our attempts to reduce the Federal Government's burdens on
our people are the core of our whole economic recovery program.
All of us will benefit from the current economic recovery and as
the months go by, your industry will too. It was a long, hard
struggle to cut spending and taxes and free the productive spirit
of Americans like yourselves. We're succeeding and I think all
of us can look forward to prosperous times.

My congratulations to Terry Fortier as he completes his year
as your elected president and, as always, my greetings to Tom
Schumacher with whom I worked as Governor of our State. But most
of all, my congratulations to all of you on 50 years of service
and my best wishes for your continued success.

PRESIDENTIAL TAPING: HEALTH INSURANCE ASSOCIATION OF AMERICA'S
"WELLNESS AND THE BOTTOM LINE"
THURSDAY, JANUARY 12, 1984
I'd like to commend the insurance industry for the
creativity, diligence, and foresight they've demonstrated in
organizing this event. I appreciate being given an opportunity
to contribute to your totally worthwhile endeavor.
Disease prevention and health promotion is in all of our
interests -- not only for people in the insurance business, but
for employees and employers throughout the wide spectrum of
American enterprise.
I don't need to tell you employers that the illness of your
employees is a costly proposition. A healthier workforce means
higher productivity, reduced absenteeism, and less overtime. In
the long run, it also means a reduction in the cost for employee
health benefits.
Today we've conquered the old killers like smallpox,
diptheria, and polio. We understand that how each of us chooses
to live will, more than anything else, détermine our health.
Executives are in a position to provide leadership in this area
because working people spend about half their waking hours at
work.
With little or no financial investment, the employer can
influence his or her employees to change some bad habits that
heavily affect one's health. [Cigarette smoking is perhaps the
best example. We all know how harmful it is. Well, the illness
resulting from smoking is costly to both the smoker and his or

her boss. A helping hand to assist employees to break the habit
would be a wise investment.]
Good eating and exercise habits are another area employers
could use their influence. We are all aware of the fitness
programs in Japanese companies. It is something you might think
about.
I'm certain that this teleconference will provide enough
ideas. The question now is whether you are willing to take the
steps necessary to make a difference. Those of you who take this
to heart have my sincere thanks. America can only be as strong
and healthy as its people. And as in all things, the only
lasting change that takes place comes when each of us does his
part to make our country the good and decent place we want it to
be.

THURSDAY, JANUARY 12, 1984
Ladies and gentlemen of the National Association of
Homebuilders:
I'm delighted to have this chance to talk with you at your
annual convention. For years now, the National Association of
Homebuilders has helped make America a Nation of homeowners.
Today you have more than 100,000 members and affiliates -- all
doing good and important work. On behalf of all Americans, I
thank you. And congratulations to your new president, Pete
Herder. I know he'll serve your Association with the same
dedication he gave to our Presidential Commission on Housing.
As homebuilders, your business depends on the health of the
whole economy, and I know you have painful memories of the mess
we were in just 3 years ago. Big taxing and spending had caused
soaring inflation and interest rates. In January, 1981,
inflation was in double digits, the prime rate was at its highest
peak since the Civil War, and growth was disappearing. Many
Americans had given up the dream of owning their own homes.
But, with your support, we cut the growth of Federal
spending, pruned needless regulations, passed the biggest tax cut
in American history, and enacted a historic reform called tax
indexing -- a reform that means Government will never again
benefit from inflation at the expense of the people. Today, less
than 3 years since we passed those programs into law, we're in
the middle of one of the biggest recoveries in decades.

The prime rate is about half what it was when we took
office. Inflation has plummeted by three-fourths to about
3 percent for the past year. Retail sales are up; the stock
market has come back to life; real wages are climbing; and over
the last year the real gross national product grew by over
6 percent, proving that the recovery is here to stay.
We still have our job cut out for us. Right now we're
working to further control spending to help reduce federal
deficits. And yes, unemployment is still too high. But it's
dropping fast. Last year alone, 4 million Americans found jobs,
and we had the steepest drop in the unemployment rate in over
30 years.
Now, it won't come as a surprise to you that in this
recovery the housing industry is playing a crucial role. Housing
starts in November last year were up 30 percent over housing
starts in November of '82. And when the housing industry gains
strength, the whole economy picks up as workers cut lumber in
Washington and Oregon, produce glass in New York, make furniture
in North Carolina, and manufacture steel in Pennsylvania, Ohio,
and Indiana.
This is a good time to be a homebuilder. With the economy
expanding, Americans can once again dream of owning their own
homes. And with your help, each year hundreds of thousands of
families will have that dream come true.
Once again, thank you for your support, and God bless you.

Good evening, ladies and gentlemen, members of the Houston
and Harris County law enforcement agencies, and all the special
guests whom you honor tonight.
Your jobs as law enforcement officers are not easy ones and
seldom are you adequately rewarded for the risks you take every
day. Even though you are not often congratulated, you can take
great pride in the job you do for your fellow citizens. Because
of the nature of your work, many times you only see your fellow
citizens when they're in trouble or hurting. But I hope you know
that if they had the chance -- the outstanding majority would
thank you for all you do to keep their homes and lives secure.
Tonight, here in Houston, is one such chance to say thank
you. It's your night, a time for you to gather, to accept our
thanks and honor those from your ranks who have excelled during
the past year. Believe me, this occasion comes from many
big-hearted Houstonians who sincerely appreciate the job you all
do.
I have been asked by The Hundred Club of Houston to convey
my personal congratulations and thanks to a member of the United
States Secret Service who is being honored tonight. Agent Tim
McCarthy's quick reaction and personal disregard for his own
safety during a sudden and unexpected attack is probably directly
responsible for saving my life. It goes without saying how much
