Bob's skills, as you know, are many and highly regarded here on Capitol Hill. He is a recognized defense and arms control expert and has a unique "hands on" expertise in all aspects of military aviation technology. Bob has ably defended on the floor of the Congress all aspects of your defense program and every one of its long range objectives. It was no accident that he earned the nickname, "B-1 Bob." As a member of the House Foreign Affairs Committee he has spoken consistently and persuasively on the threats to American interests in Central America, in Europe and in Asia. In fact, there are very few members of Congress who have Bob's broad exposure and experience throughout the full range of foreign policy and defense issues. He has traveled to Central America and Southeast Asia more often than any member of the House or Senate. He did an excellent job on "Meet the Press" defending your Caribbean Basin Initiative. Mr. President, whenever you have needed support on the floor of the House Bob has been first in line. Unquestionably, he is one of the most know- ledgeable and forceful speakers for our party both here in the Congress and across the nation. His instant recall, command of statistics and ex- tensive electronic media savvy, have made him a favorite of the press to defend you -- and he does it quite well. Bob's tireless efforts on the Aging Committee and particularly on the Select Committee on Narcotics Abuse and Control has distinguished him as one of the House's hard workers. He has received bipartisan recogni- tion for his seventeen years of dedicated work on behalf of our MIAs and POWs as the only Republican chairman of any entity in the House, the Task Force on American Prisoners and Missing in Southeast Asia. On economics, from your tax cut to your tax bill, Bob has faithfully backed your Republican economic program. The President Page 2 Bob is one of the charter Reaganauts, one of the first six Congressmen to endorse your 1980 presidential campaign and a 1968 and 1976 Reagan stalwart. He campaigned in sixteen states for you in 1980 and raised thousands of dollars for independent expenditure efforts. He is a team player. No candidate from the 1982 California Republican Senate primary worked harder than Bob for Senator-elect Pete Wilson in a maximum effort to defeat Jerry Brown. Mr. President, it is our strong belief that our colleague Robert K. Dornan would be a real asset to you if used "to work" Capitol Hill on your Administration's team. As a former member, Bob will have lifetime con- gressional floor and cloakroom privileges. This is a valuable and unique privilege for a team player in the Executive Branch.
