The clinic will increase significantly the\nhealth care facilities available to former servicemen in Northern\nCalifornia.\nIn his budget message today in Washington, President Richard Nixon\nasked Congress for $5,600,000 to operate and equip six clinics in urban\nareas. Caldwell of Santa Barbara today was reappointed by\nGovernor Ronald Reagan as a member of the California Regional Water\nQuality Control Board for the Central Coastal Region.\nCaldwell, a 57-year-old Republican, has served on the board since\n1969. His new term will expire September 30, 1977, and will include\nreimbursement for necessary expenses.\nCaldwell is Santa Barbara County's public works director and the\ncounty's water agency engineer. He has worked for the county since 1946.\nHe is a graduate of the University of California and holds a\nmaster's degree from Caltech.\nCaldwell belongs to the American Society of Civil Engineers and\nthe American Public Works Association, along with engineering honor\nfraternities Tau Beta Pi and Chi Epsilon.\nHe served in the U.S. Air Corps during World War II as a weather\nofficer and pilot. Davis, special assistant to the San Bernardino County District\nAttorney, to the East Division municipal court bench in that county.\nDavis, 42, will receive $34,605 annually as the successor to\nJudge Rex W. Cranmer, who became a Superior Court judge January 17.\nDavis has been with the district attorney's office for more than\nnine years and currently is legal advisor to the San Bernardino County\nGrand Jury. Swoap head of the new Department of Benefit Payments in the\nHealth and Welfare Agency.\nIn conjunction with the 36-year-old Swoap's appointment, the\nDepartment of Social Welfare officially changes its name. Swoap will\ncontinue to administer the social welfare operations included in the\nnew department.\nLegislation passed last year authorized the formation of the new\ndepartment by next July 1 and the implementation early this year to\npermit a smooth transition of several fiscal functions from other state\ndepartments.\nAudit and collection units from the Health and Employment\nDevelopment departments eventually will be transferred to the new\norganization. When organizational moves are completed, the department\nwill have about 2,300 employees: 1,250 from Employment Development,\n900 from Social Welfare, and 150 from Health.\nNo major personnel actions are involved at this time.\nSwoap became social welfare director last May. He replaces the late Judge Oliver\nFeifer.\nThomas, 33, a Republican, is the Chief Deputy of the Criminal\nDivision in the Los Angeles City Attorney's Office. A native Angeleno\nand a graduate of Santa Monica City College in 1960, he earned both his\nbachelor of science and law degrees from the University of California\nat Los Angeles.\nJudge Thomas began working in the Los Angeles City Attorney's\nOffice in 1966 as a legal assistant and after admission to the bar,\nhe was sworn in as a deputy city attorney. He was appointed Chief\nTrial Deputy in 1969 and Chief of the Criminal Division in 1970.\nHe is married to the former Susan Francis Olander and they are\nthe parents of one son. Terms on the board\nwill be drawn by lot at the first meeting. Three members will receive\nterms expiring next January 15, while the remaining six will draw terms\nof two, three or four years.\nIn enacting the Z'berg-Nejedly Forest Practice Act of 1973 (AB 227),\nthe legislature established that five board members would be selected\nfrom the general public, three from the forest products industry and one\nfrom the range livestock industry.\nAmong the five public members is Howard K. Nakae, 55-year-old\nNewcastle Republican, who Governor Reagan designated as the chairman of\nare\nthe board. (Counties that have made the request\nup to now will be announced at today's press conference.)\n\"I would like to emphasize that this plan is only a temporary\nmeasure,\" Governor Reagan said. \"I am taking this action at the request\nof a number of local government officials and gasoline retailers.\n\"The plan is designed to eliminate the long lines waiting for\nservice at gasoline stations and to protect the general public and\nstation attendants.\n\"There has been some violence and disruption of traffic at\nscattered locations. I am hopeful that this marketing plan will\nalleviate the problems caused by the shortage of fuel for both drivers\nand station attendants.\"\nThe plan provides that service stations in the affected counties\nwill sell gasoline on even numbered days of the month only to customers\nwhose vehicle license plates end in even numbers. Customers whose\nlicense plates end in odd numbers could purchase gasoline only on odd\nnumbered days of the month.\nPersonalized license plates that have no numbers will be considered\nas odd numbers under the plan.\nThe plan will be enforced by local law enforcement officials.\nViolations would be a misdemeanor upon conviction with a maximum fine\nof $500 or six months in jail, or both. Citations would be issued to\nviolators.\nService stations will be required to clearly indicate their supply\nof gasoline either by a sign or flag. At the retail level, gasoline may be dispensed into vehicles with a\nlicense plate whose last (or only) digit is an odd number (1, 3, 5, 7\nand 9) only on odd numbered days of the month, that is, on the first,\nthird, fifth, seventh and so on. When requested by the gasoline attendant, the\ncustomer shall permit inspection of the fuel guage with the ignition\nkey in the \"on\" position.\n-2-\n5. When dispensing gasoline to the general public, gasoline retailers\nshall not refuse to sell gasoline to anyone, on appropriate odd or\neven days, except to refuse to sell gasoline to vehicles with more\nthan one-half a tankful of fuel.\n6. Each service station shall clearly indicate its gasoline supply and\nservice situation by a sign or flag, easily visible from off the\npremises. If the flag system is used, the following will apply:\nGreen flag--gasoline available for the general public (on appropri-\nate days for appropriate license plates); yellow flag--gasoline\navailable for emergency vehicles only; red flag--out of gasoline\nand/or closed.\n7. Individual retailers are the best judges of the business days and\nhours that satisfy their customers' needs; therefore, no general\nhours or days of operation are specified. However, each gasoline\nretailer shall clearly post his anticipated minimum business days\nand hours. Retailers in a common marketing area are encouraged to\nwork out staggered hours of operation.\n8. Each gasoline retailer shall manage his monthly fuel allocation so\nthat it will last through the month. This may be done by adjustment\nof business hours and business days of the week, or by establishing\nmaximum or minimum purchase volumes, or both. However, readjustments\nshould be no more frequent than absolutely necessary.\n9. The following vehicles are exempt from the provisions of these orders:\nEmergency vehicles as defined in the State Vehicle Code,\nDivision 1., Section 165 (copy attached).\nBuses regularly used to transport passengers.\nVehicles used for commercial purposes in the judgment of\nthe gasoline retailer.\nVehicles with out-of-state license plates are exempt from the alter-\nnate day ban on gasoline purchases but not from the one-half tank\npurchase provision.\nOperators of exempt vehicles are urged to purchase gasoline only on\nappropriate alternate days whenever possible.\n10. Storage of gasoline in separate containers in the trunk of automobiles\nor in homes or garages is an extremely dangerous practice. At the\nretail level, gasoline may be dispensed into separate containers only\nwhen necessary in the judgment of the gasoline retailer. Such sales\nshall be in the smallest practical quantity.\n11. All gasoline suppliers are urged to refrain from establishing additional\nretail stations. Gasoline supplies available to existing stations\nshould not be further reduced in order to supply unnecessary new stations.\n-3-\n12.
