He has been very active in community projects\nand in marina and park development in the Salton Sea area.\nGummer, 46, owns and operates The Outdoorsman, a sporting goods\nstore in Indio, and has been on the board since January 1972. He has been at\nStanford since 1962 and has been the radiology department chairman\nsince 1972.\nDr. Wilbur, 71, has been in the private practice of medicine\nfor 43 years, including the last 31 in partnership with four\ninternists. He took a bachelor's degree in zoology at Stanford\nbefore earning his medical degree at the University of Pennsylvania\nin 1926 and his master's in medicine at the University of Minnesota\nin 1933. Last year he was awarded an honorary doctorate in science\nfrom Dartmouth College.\nBetween 1946 and 1973 he was chief of medical service for French\nHospital in San Francisco. He has been on the editorial board of\n\"Modern Medicine\" since 1950.\nDr. Bagshaw is a Democrat, Dr. Wilbur a Republican. They will\nreceive their necessary expenses. His fields of exceptional expertise are in\nbusiness law and real estate law.\nHe was a construction worker and laboratory technician while\nattending college. He earned a bachelor's degree in chemistry from\nLoma Linda University in 1950, a master's from Los Angeles State in\neducation in 1958 and his law degree from the University of Southern\nCalifornia in 1964.\nMacomber served in the U.S. Army during World War II.\nHe is a member of the governing board of Liga International,\na non-profit corporation engaged in education and poverty relief\nwork in Mexico. He served on the Alvord Unified School District\nboard for seven years prior to being elected to the city council\nin Riverside. He is the current chairman of the program board and\nhas been a member since November 1971. He also serves on the state\nplan and university-affiliated program committees of the state\nDevelopmental Disabilities Planning and Advisory Council, and is\nchairman of the United Cerebral Palsy Association of California's\nEpilepsy Society Project Advisory Committee.\nMcNeff, 44, joined the board the same day as Lund. He is\nchief administrator of special education for the Orange County\nDepartment of Education. He was the 1972-73 president of the\nSouthern California Developmental Center Committee of the Council\nfor Exceptional Children.\nNew terms of both will expire June 30, 1977 and they will be\npaid necessary expenses. He is Solano County chairman for the Comprehensive\nHealth Facilities Planning Committee.\nDr. Welch, 39, is a surgeon specializing in otolaryngology\n(head, neck and facial plastic surgery). The native of Ohio is\nlicensed there as well as in California. He received his bachelor's\ndegree from Miami (Ohio) University and his medical degree from\nOhio State University. Gordon\nof San Francisco, John C. McIvor of San Rafael and Charles A. Woodworth\nof Fremont. The first two named were first appointed last January\nwhile the latter has served since last March.\nMrs. Gordon owns and manages business property and apartments.\nShe was business manager of an orthodontic laboratory from 1954 to\n1965. She has served on a district board for the California Association\nfor the Retarded, as vice president of Aid Retarded Children and on\nthe advisory committee on mental retardation for the San Francisco\nUnified School District. She is a Republican.\nMcIvor, 32, has been administrator of the Cedars Development\nFoundation of Marin in Ross since 1969. In 1973 he was vice president\nof the National Association of Private Residential Facilities for\nthe Mentally Retarded. For two years he was chairman of the Marin\nCounty Coordinating Council on Mental Retardation. He declines to\nstate a political party affiliation.\nWoodworth, 45, is pastor of the First United Methodist Church\nof Fremont and a former chaplain for Goodwill Industries in Oakland.\nHe is a board member of Little Angels School for Retarded and\nHandicapped Infants, located at his church since 1970. Peterson was reappointed\ntoday by Governor Ronald Reagan to the state Areawide Developmental\nDisabilities Program Board for a new term expiring June 30, 1977.\nAt the same time, the governor appointed Richard E. Bither,\na timber administrator for the U.S. Forest Service, to a position\non the same board vacated by Wallace V. Hight's resignation. Bither\nwill fill the unexpired term of Hight, a Crescent City resident,\nuntil June 30, 1975.\nPeterson and Bither will serve Area I, which includes Del Norte,\nHumboldt, Lake and Mendocino counties, receiving their necessary\nexpenses.\nPeterson, 36, has been on the Humboldt Board of Supervisors\nsince 1969 and was board chairman in 1970-71. He obtained degrees\nfrom Humboldt State and the University of California at Berkeley\nand also holds a secondary teacher's credential, which he has used\nin teaching at Arcata High School, Mills High School (Millbrae)\nand Humboldt State.\nHe has been on the board since 1970. He serves currently on\nthe Humboldt County Local Agency Formation Commission, is a director\nof the NorCoa Health Board and is on the executive committee of\nthe County Supervisors Association of California. Ultimately, the\neutrophication process can deteriorate water quality so that fish die\nand the lake's aesthetic and recreational values may be lost. Over an\nextended period of continued growth and decay of plant life, the lake\ncan slowly fill to the point where it will disappear.\nThe nutrients which feed plant growth enter lakes from natural\nland runoff, effluent discharged by municipal sewage treatment plants and\nindustries, and from fertilized farmland.\nThe National Eutrophication Survey attempts, in light of existing\nstate information, to discover a surveyed lake's present condition, the\nthreat of any future worsened eutrophication, and the principal sources\nof any damaging nutrient entering the lake. It follows similar\nprograms on a national level, primarily by the National Advisory Com-\nmission which compiled about 700 recommendations, and the American Bar\nAssociation with about 400 recommendations. On the state level, the\nGovernor's Select Committee on Law Enforcement Problems last year pub-\nlished a report with nearly 100 recommendations.\nThe standards and goals process began at the national level on October\n20, 1971. Jerris Leonard, administrator of the Law Enforcement Assist-\nance Administration (LEAA), appointed the National Advisory Commission\non Criminal Justice Standards and Goals, to formulate for the first\ntime, national criminal justice standards and goals for crime reduction\nand prevention. The Commission report was published January 23, 1973.\nIt then became the responsibility of the states to use the NAC volumes\nas a model or process to establish standards and goals to meet the\nneeds and problems of their own states.\nCalifornia began planning their own standards and goals program under\nthe direction of the Office of Criminal Justice Planning in July of\n1974, with the appointment of 467 persons to serve on advisory commit-\ntees covering every aspect of the criminal justice system. Each\ncommittee had a balanced membership representing all parts of the\ncriminal justice system.\nThese committees will make a presentation of their recommendations at\nthe Governor's Conference on Criminal Justice on December 2, 3, 4, 1974,\nin Sacramento.\nImmediately following the Governor's Conference, the California Council\non Criminal Justice (CCCJ) will meet to review, revise and adopt stand-\nards and goals for inclusion in the planning process of the criminal\njustice system.\nThese standards and goals will be incorporated in the California 1976-80\nMulti-year Comprehensive Plan, and will provide the basic guidelines for\nCCCJ funding of these years. In addition, in December of 1974, the\nstandards and goals, as adopted by the CCCJ, will be referred to each\nof the 21 regional criminal justice councils in the state. Each region\nwill hold its own series of standards and goals conferences, using the\nCalifornia standards and goals as a model, and adopt standards and set\npriorities to meet the needs of that region.\nThe national gudelines are not mandated on the states, but are used as\na model for the statewide effort.
