Governor Ronald Reagan today announced the appointments of eight
new members to the California Advisory Council on Vocational Education
and Technical Training and the reappointments of three members.
New members named to the council, are:
--Dr. Ronald L. Detrick, 37-year-old Democrat, director of the Career
Education Programs Division of the San Diego Unified School District.
Dr. Detrick succeeds Dr. Richard Clowes of Palos Verdes, who has resigned.
--Marquis (Mark) W. Sanders, 42-year-old Democrat, executive secretary
of the state Manpower Planning Office in Sacramento. Sanders replaces
Truman Berg of Sacramento. Berg has resigned and his term has expired.
--Henry D. Weiss, 48, a political independent, executive vice president
of the Industry-Education Council of California in Burlingame. He succeeds
Robert E. Washington of Sacramento, whose term has expired.
--Donald P. Krotz, 69, Republican, state coordinator for Industry,
Education and Labor with the California Chamber of Commerce. He replaces
F. Parker Wilber of La Canada, whose term has expired.
--Jay S. Olins, 39-year-old Republican, director of operations for
the American Vocational Schools in Los Angeles. He succeeds Ralph April
jf Altadena. April's term has expired.
--Lillian Seymour, a political independent, who lives in Garden Grove
and is a member of the Vocational Committee of the California Association
for Neurologically Handicapped Children. She replaces Joseph Perez of
Concord, who has resigned and his term has expired.
--Dick McMillan, 50-year-old Republican of Sacramento, who works for
Trans World Airlines. He succeeds Herbert L. Martin of Bakersfield, who
has been given a new appointment on the council.
--Herbert L. Martin, 57-year-old Republican, supervisor of Special
Services for the Kern County High School District. Martin replaces James
Gray of Long Beach. Gray's term has expired.
--Rush N. Hill, 29-year-old Republican, who is a partner in the Newport
Beach architectural firm of Hill, Danielson and Associates, Hill is also
an education advisor to the governor. Hill replaces James B. Tharp of Vallejo.
Reappointed to the council, were:
--Erwin S. Skadron, a 43-year-old Republican, who is director of
Skadron College in San Bernardino. He has served since October of 1971.
--Glenn H. Warren, a 60-year-old Republican, who is the retired manager
of the Fresno Technical College. Warren has been a member of the council
since 1971.
Council members receive their actual and necessary expenses.

Governor Ronald Reagan announced today that Jerry Chambers Martin,
a key member of his personal staff for six years, is joining Standard
Oil Company of California.
Martin, 41, the governor's special assistant for research and
information, will become Public Relations Counsel with the international
oil firm at its corporate headquarters in San Francisco.
"Once again, as I have so often said in recent weeks, I have mixed
emotions in announcing the future career plans of a most valuable member
of the state administration," the governor said.
"Jerry's outstanding writing ability and his skill at organizing
complex factual material into easy-to-understand language has been a
major factor in helping achieve broader public understanding and support
of the programs and policies of my administration. While I will miss
his counsel and assistance, I am pleased that Jerry's experience and
talent has presented him this new career opportunity."
Martin, a veteran journalist, joined the Reagan administration in
April 1969. As the governor's special assistant for research and
information, he headed a unit responsible for assembling, organizing
and drafting legislative messages, speeches and other material for
special projects and programs. He was the principal author of Governor
Reagan's famed Welfare Reform message and handled many other special
projects during his six years of state service. He also served as a
member of the governor's senior policy staff.
Prior to joining the administration, Martin was with the Oakland
Tribune, first as a political writer and legislative correspondent and
for four years as Chief Editorial Writer and Editor of the newspaper's
editorial page.
He also has been a news editor, correspondent and bureau manager
for the Associated Press and United Press International, the two
worldwide news services, in Texas, Wyoming, New Mexico and Utah.
Martin attended schools in his native state of Texas and has
completed graduate level work in business management through the
University of California Extension Division.
During the Korean war, he served three years as an Air Force
sergeant in Japan and South Korea. For part of his tour of duty in
the Far East, Martin edited and wrote for military publications and
served as travel escort for touring American war correspondents.
A three-time winner of Freedoms Foundation awards for distinguished
editorial writing, Martin is a member of a family prominent in American
journalism. A brother, Wilbur, is managing editor of Nation's Business
Magazine in Washington, D.C. Another brother, Edwin, is a former White
House correspondent for Copley News Service and press secretary to
former U.S. Senator George Murphy, R-Calif. A younger brother, Jack,
is midwest editor of Medical Economics Magazine in Chicago.
Martin is married to the former Helen Jean Rowland and has a
daughter, Kelly Lynn.
He is a member of Sigma Delta Chi, the Professional Journalism
Society and is listed in "Who's Who in America.

Governor Ronald Reagan today announced the following appointments:
Mrs. Sharrel J. Wyatt, a Democrat, of Belmont, as a member of the
California Manpower Planning Council. She is House Counsel for the
Western Conference of Teamsters in Burlingame. She replaces Joseph W.
Ballew of Redwood City. Ballew has resigned. She will serve at the
governor's pleasure.

Michael C. Nason, 32-year-old Democrat, of Mission Viejo, to a
three-year term as member of the Fairview State Hospital Advisory Board.
He is executive assistant pastor of the Garden Grove Community Church.
He succeeds Demetrius S. Stylianou of Santa Ana. Stylianou's term has
expired. Nason will receive his necessary expenses.

S. Roger Magyar, 29-year-old Republican, of Sacramento, former
special assistant to the governor and advisor on local government, to
a four-year term as member of the Council on Intergovernmental Relations.
Replaces Richard W. Gable of Davis. Gable's term has expired.
Reappointed to the Council, William J. Jefferds, 45-year-old
Independent, of San Jose, superintendent of Alum Rock Union Elementary
School in San Jose, to new four-year term. He was first appointed
April 5, 1974.
Reappointed Frank L. Long, Jr., 48-year-old Republican, of Mariposa,
Supervisor of Mariposa County, to a four-year term on the council. He
has been a member of the council since January 28, 1974.
Council members receive their necessary expenses.

Appointed John H. Thompson, a 41-year-old Republican, and a Los
Angeles psychologist, to a four-year term as a member of the Psychology
Examining Committee. He succeeds Robert W. Miller of San Bernardino.
Miller's term has expired.
Reappointed Nevin W. George, a 51-year-old Republican who is
manager of the Finance Department of Standard Oil Company in San Francisco,
to a four-year term as a member of the committee. George has served
since October 20, 1970.

Reappointed Carroll L. Estes, a 37-year-old Democrat who is
Assistant Professor in Residence, Human Development Program, University
of California in San Francisco, to three-year term as member of the
California Commission on Aging. He has served since April 5, 1974.
Reappointed to Commission Mrs. Ruth A. Green, a Republican from
San Diego who is director of Social Services of the Health Care Service
Corporation in San Diego, to a three-year term. She has served the
Commission since April 5, 1974. Commission members receive actual and
necessary expenses.

Governor Ronald Reagan today announced the appointment of
Marilyn Pestarino Zecher of Saratoga and Eugene M. Premo as judges
of the Santa Clara County Superior Court.
Mrs. Zecher, 43, fills the vacancy created by the elevation
of Judge James Scott to the District Court of Appeal.
A graduate of San Jose State College in 1952, Mrs. Zecher
received her law degree in 1952 from the San Francisco Law School.
(This is the name of the private law school in San Francisco).
She is a partner in the San Jose law firm of Zecher and
Pestarino, and has been a judge pro tempore on both the Superior
and Municipal Courts of Santa Clara County.
Premo's seat on the Superior Court bench was created by the
legislature during the 1974 session. He has been judge of the
Santa Clara Municipal Court since 1969.
Premo, 38, is a 1957 graduate of the University of Santa
Clara and earned his law degree from the University in 1962 when
he received the school's "Outstanding Graduate" award.
Both Superior Court judges will receive an annual salary of
$40,322.

Governor Ronald Reagan today announced the appointment of
Robert E. Bradstreet of Visalia as judge of the Municipal Court.
Bradstreet, 43, is a 1955 graduate of the University of
Kansas and received his law degree from the University of Kansas
in 1968. He is a former Chief Deputy District Attorney of Merced
County and has been in private practice since 1965.
He is a member of the American and California State Bar
Associations and is a former secretary of the Tulare County Bar
Association.
He will receive an annual salary of $37,098.

William F. Brown, JI., of San Jose as judge of the Santa Clara
Judicial District Municipal Court.
Brown, 41, fills the vacancy created by the elevation of
Judge Eugene M. Premo to the Santa Clara Superior Court.
A native of Brooklyn, New York, Brown is a 1955 graduate of
the University of Santa Clara and received his law degree from
the University in 1960.
He practiced law for 11 years prior to his appointment in
July of 1972 as the first Court Commissioner for the San Jose-
Milpitas Judicial District.
His annual salary will be $37,098.

Governor Ronald Reagan today announced the appointment of
Mark Thomas, Jr., of San Jose and Miriam E. Wolff of Los Altos
Hills as judges of the Sunnyvale-Cupertino Judicial District
Municipal Court.
Thomas, 44, succeeds Judge James Wright, who was elevated
to the Superior Court.
A native of San Jose, Thomas is a 1951 graduate of Stanford
University and received his law degree in 1956 from the University
of Santa Clara School of Law.
He is a member of the San Jose law firm of Thomas, James,
Pendleton and Posnick.
Ms. Wolff, former Port Director and chief legal counsel for
the Port of San Francisco, succeeds William Fernandez, who was
elevated to the Superior Court. She is also a former Deputy
Attorney General in the state Attorney General's Office, serving
from 1945 to 1968.
She is a 1937 graduate of Stanford University and received
her law degree from the University in 1940.
The annual salary for both judges will be $37,098.

Governor Ronald Reagan today announced the appointment of
James E. Patterson of Whittier as Municipal Court judge of the
Whittier Judicial District.
Patterson, who is commissioner of the Whittier Municipal
Court, succeeds the late Judge Merton Wray.
A native of Los Angeles, Patterson, 44, has been the Court's
Commissioner since 1973. Prior to his appointment to the Court,
he was in private practice for 11 years, served one year as a
Deputy District Attorney for Los Angeles County, and for six years
was an investigator with the Los Angeles District Attorney's Office.
Patterson did his undergraduate work at the University of
Southern California and received his law degree in 1961 from
Loyola University in Los Angeles.
His annual salary will be $37,098.

Thomas Patterson as Municipal Court Judge of the Citrus Judicial
District in Los Angeles County.
Patterson, 59, fills the vacancy created by the retirement
of Judge Winthrop Johnson.
A Deputy Public Defender in Los Angeles, Patterson attended
the University of Baltimore and received his law degree from the
LaSalle Extension University in Chicago.
Since October of 1971, he has been the deputy in charge of
the El Monte Municipal Court.
He will receive an annual salary of $37,098.

Paul Hoff of Eureka as a member of the Board of Directors of
the 9th District Agricultural Association, sponsor of the Redwood
Acres Fair in Eureka.
Hoff, a 54-year-old Republican, succeeds Eugene J. Senestraro
of Eureka. Senestraro has resigned.
A native of Portland, Oregon, Hoff is the owner and manager
of radio station KRED in Eureka.

Governor Ronald Reagan today announced the appointment of
Peter L. Tweedt of San Jose as a member of the Correctional
Industries Commission.
Tweedt, a 42-year-old Republican, fills the unexpired term
of A. Kenneth Anderson of Los Banos. His term will expire
January 15, 1977.
A 1956 graduate of San Jose State University, Tweedt is a
former assistant to former Lieutenant Governor Ed Reinecke.
He also served the state as Secretary to the California Highway
Commission.
In 1964, Tweedt was named one of the "Outstanding Young Men
in America" by the U.S. Jaycees.
Commission members receive $25 a day per diem when on official
business.

Governor Ronald Reagan today issued the following statement:
"Our press office has come up with some facts and figures that
might be of interest to you since this is our last regularly
scheduled news conference in the Capitol.
"You have been handed a "Summary of Actions and Programs' that
were offered by this administration during the past eight years.
The summary is for the record and you may use it as you see fit.
"I thought you also might be interested to know that we spent
more time with the press than some of you may have suspected. For
example, we had 409 regularly scheduled news conferences and news
availabilities during the past eight years and we had some 150
scheduled interviews, most of them here in the office. This, of
course, doesn't include those surprises at plane side, in the
hallways of hotels or down in the basement of the Capitol. I
want to thank each of you for your interest particularly Marty
Salditch, wherever you are.
"And if you are wondering why my hand is permanently cramped,
you might consider the following statistics. During our eight
years in office we considered 13,480 bills. We signed 12,486 of
them and vetoed 994. So, you see, we were not as mean as some of
those people upstairs have led you to believe.
"We are also going out of office with our cut-squeeze-and-trim
record intact; there is a $121,000 savings in the current fiscal
year in our office personnel budget, and the new governor could
save another $60,000 in office furniture that was budgeted last
year.
"For the last time here, do you have any questions?"

The President's appointment to the Blue Ribbon Commission to
Study the Central Intelligence Agency. The Governor advised President
Ford of his willingness to serve on the commission when asked by the
President in a telephone conversation during the past week.
Because of the nature of the assignment, the governor said
that it would not be appropriate to make any further comment on the
details.

Mrs. David (Betty M.) Marks of Borrego Springs, a Republican,
as a member of the Board of Nursing Education and Nurse Registration
in the Department of Consumer Affairs. She succeeds Elizabeth S.
Getty of Rancho Cordova. Mrs. Getty has resigned. Mrs. Marks is a
registered nurse and will receive $25

business. Her term expires June 1, 1975.

as a member of the San Francisco Bay Region of the California
Regional Water Quality Control Board. She succeeds Peter M. Tripp

Penn D. Keller of Martinez, a Republican, as a member of the
board. He succeeds C. R. Hitchcock of San Leandro. His term on
the Water Quality Control Board expires September 30, 1976.

of the Board of Directors of the 35th District Agricultural

Judicial District in Santa Barbara County.
Eckhoff, 46, succeeds Judge Richard C. Kirkpatrick, who
has been elevated to the Superior Court.
A native of San Francisco, Eckhoff attended the University
of California and received his law degree in 1959 from Hastings
College of the Law.
He is a Public Defender of Santa Barbara County, and is a
former Deputy District Attorney of Butte County.

Governor Ronald Reagan today announced the appointment of
Fred G. Wade to the Board of Supervisors of Sacramento County,
representing the Fourth District.
Wade, 47, succeeds former Supervisor Gene Gualco, who was
elected to the state Assembly in the November General Election.
Born in Altadena, California, Wade has been a resident of
Sacramento for the past 20 years. He has owned and managed an
advertising agency in Sacramento for the past 14 years.
He is a 1953 graduate of the University of California at
Santa Barbara with a B.A. degree in communications. He also
attended the University of California at Los Angeles.
He served as an enlisted man in the U.S. Navy during World
War II, and again as line officer during the Korean conflict.
In making the appointment, Governor Reagan said:
"Four members of the Board of Supervisors of Sacramento County
have spent the past 30 days seeking to appoint a fifth supervisor
as provided by the charter.
"Their discussions have frequently become intensely personal
and acrimonious. Too often they have involved accusations and
examples of political partisanship---partisanship that should have
no place in county government.
"During these proceedings all of the more than 40 applicants
for the supervisor position have been eliminated by the board.
Individual board members have expressed their inability to work
effectively with the various candidates so eliminated.
"For me, therefore, to appoint one of those previously considered
and eliminated would only emphasize the controversy that has split
the Board and the county during the past month.
"Instead, I feel that the greatest contribution I can make to
the people of Sacramento is to name as supervisor a person whose
appointment will clearly be above that controversy and partisanship,
a person whose personality and temperament will contribute to
stability and harmony on the board, and a person whose experience
and ability qualify him to serve as an effective, nonpartisan
leader of county government. Fred Wade is that man," the governor
concluded.
