However, he stands behind all material contained in this\nas a public statement by him.\n-0-\nOf all Californians, you folks here in Fresno should know that\nwater was one of the prime factors - along with work and capital and\nsweat and tears -- that transformed the San Joaquin Valley into the\nnation's vegetable garden. Without water, the crops on these rich\nagricultural fields would wither -- some areas would dry up and blow\naway.\nThe California Water Project must be completed if we are to\nprovide water for agriculture and the continued flow of foods and\nfibers -- not only to Californians but to millions of people through-\nout the nation, and even foreign lands.\nLet me cite a few examples to show how important this industry\nis to California.\nOne out of every three jobs in California is related to agricul-\nture and agri-business contributes $16 billion to the State's economy.\nFor every 10 Californians employed in agriculture, 26 more are\nemployed in other industries such as processing, transportation,\nagricultural finance, canning and selling.\nMore than 400 million cartons and 40 million wooden boxes and\n1.3 billion glass jars and 5 billion cans are manufactured in California\nMORE\nFRESNO / page 2\nand used yearly for packing California produce.\nMore than enough food labels are printed to stretch to the moon\nand back.\nMore than half a billion dollars is spent each year to ship\nCalifornia farm products, and this accounts for a third of the total\nrailroad tonnage and one half of all truck business in this state.\nWater is the key to this vast industry, water is the life blood of its\nfuture.\nRight now about $600 million in water project bonds cannot be\nsold because the tight money market prevents us from selling these\nbonds at the existing five percent ceiling. To remove this roadblock,\nProposition Seven was put on the June ballot. It would permit us to\nincrease the interest rate ceiling up to seven percent -- if the\ninterest rate ever went that high -- and it would enable us to sell\nthose bonds and complete the project, as well as bonds for public\nschool construction, veterans home loans, beaches and parks and junior\ncolleges -- all of which have already been approved by the voters.\nSome, who are opposed to the water project, are urging the public\nto vote \"No\" on Proposition Seven.\nThis opposition is short-sighted. It is destructive. It could\nwreck California's economy. As one San Francisco paper put it, a\ncall for a \"No\" vote is \"a call to taxpayers to line up at the voting\nbooth and cut their own throats.\"\nWhether you voted for or against the State Water Project bonds\nback in 1960, the fact remains that today it is not up for a vote; it\nis no longer an idea -- it is a 90 percent completed fact. More than\n$1.4 billion of public bond money has been already spent or committed.\nFRESNO / page 3\nWater deliveries are already being made as far south as Kern county.\nPower is already being generated at the dams which are an integral\npart of the project. The money from the sale of water and power are\nthe sources of revenue to pay back the projects bonded indebtedness.\nIf Proposition Seven were to fail and we had to shut down the\nproject, it would not only turn off the faucet for the Valley -- it\nwould mean that the taxpayers would have to pay back most of the money\nalready spent and already received from the various water agencies that\nhave bonded and taxed themselves to support the cost of the construction\nin advance of water delivery.\nAt the present time, it would cost the taxpayers more to stop\nthe project than it will to complete it.\nHalting the project would cost $2 billion in principal and\ninterest and the taxpayer would be stuck with most of that bill.\nWe in Sacramento would have no choice but to find some other way to\nfund the project -- at least on a temporary basis, until the money\nmarket changed or the voters approved another request for raising the\ninterest ceiling.\nToo many people have worked too hard for too many years to build\nthis great valley to let it dry up. Too many people depend too much\non the food and fibers from the fields of this great and fertile area\nto let it wither away. We must not force the consumer to turn to\nother areas and higher prices just because someone turned off your\nwater.\nOne of the real travesties in all of this is that much of the\nopposition to the water project has been mixed up in concern about\nprotecting environment. Those who buy that line are being hoodwinked.\nWhere is the conservation in lost crops? Where is the environmental\nMORE\nFRESNO / page 4\npreservation in fields that turn brown and soil that blows away for\nlack of water? Can anyone claim they are protecting the environment\nby proposing that areas of this great valley be allowed to revert to\ndry and fruitless plains?\nThere are some who claim that the water project is simply a great\nscheme to rob Northern California of its water just to fill the swim-\nming pools of Los Angeles.\nAs Governor of this State, I would never be a party to robbing\nthe North of its water. The water transported by the project is\nsurplus water -- winter flood water -- which over the years has run\nunchecked through the Golden Gate and into the Pacific to be wasted\nforever.\nLess than half of the water in the project goes through the\nTehachapis -- more than half will be used here in the Valley, and in\nthe San Francisco Bay area.\nI urge you to vote \"Yes\" on Proposition Seven -- not just to\nprotect the best interests of this great Valley, but to help insure\nthe future of California.\n###\n4/3/70\nCommittee to Re-Elect\nGOVERNOR\nBUREAU\nREAGAN\n1. However, he stands behind all material contained in this\nas a public statement by him.\n-0-\nJust about four years ago, you and I and hundreds of thousands of\nCalifornians started a grass roots movement in California politics.\nWe termed it the Creative Society but, in truth, it was nothing more\nor less than a commitment to common sense and a pledge to get government\noff our backs.\nWe are on temporary duty in public service - but first of all, we\nare citizens.\nWe had come to a time of decision, 2. time for choosing, and the path\nwe had determined to follow turned away from any idea that government and\nthose who serve it were omniscient or omnipotent.\nWe made no deals. We were sick and tired of wheelers and dealers\nand schemes and schemers and those who pander faulty premises and empty\npromises.\nAt no time did we say that we would keep on doing what the other\nfellows had been doing, but just do it more cheaply. We disagreed with\nhat they had been doing.\nMORE\nLOS ANGELES / page 2\nOur onl\" commitment was that government must again be what it once\nwas - of and by, as well 2.13 for, the people. Our belief then, and now,\nis that the seat of government was not in Sacramento or Washington, but\nin the homes and hearts and vision of the people. Government is the\npeople's business and ve, the people, must run government or government\nwill arely run us.\n'rex dream, if you will, was a state where liberty under law and\njustice could triumph, compassion would govern and the people would par-\nticipate, grow and prosper because of government policies and not in\nspite of them.\nAnd in 1966 --- after eight years of an administration which was\nfrequently wrong but seldom in doubt -- we were given a mandate to get\ngovernment back in shape, back to its proper purposes which, very simply,\nis to exist solely for the convenience of the people.\nNow you have a proprietary interest in this administration - and a\nright to know just how far we've come in fulfilling that mandate.\nNo one pretends that the job is completely accomplished or that we\nare anywhere near satisfied. You can't rebuild in months - or a few\nyears - what it took others years to disassemble.\n*\nDuring our first three years, we passed some of the most significant\ncrime legislation in more. than a decade.\nWe sought and supported tougher laws to crack down on the dope peddler\nand the narcotics pusher and appointed a statewide coordinator to pull\nthese programs togesher into an all-out war against arugs and narcotics -\n& war we Intend to win!\nLOS ANGELES / page 3\nYou have often heard 100 say that no government has ever voluntarily\nreduced itself in size. Well, We may just be the first one to do it.\nWe have moved from ninth lowest among the states in the cost of\ngovernment per capita to fifth lowest. And this is one place where we\nwant to be Number One.\nWe don't subscribe to the theory that you rate the quality of gov-\nernment simply by the quantity of the taxpayers' money it spends. Like\nmost things in life, good government should be based on quality, not\nquantity.\n*\n1 didn't have to go to Sacramento to be converted to preserving the\nmagic of California. Anybody who has been riding horseback over the\ntrails and the hills of this state for years knows how important it is to\npreserve our environment. For more than three years now, we have been\ntaking the lead in protecting our environment.\nBut protecting and improving the environment is more than just stope\nping things or changing things. It's building things - the right things,\nWe must maintain the proper balance between the extremes which say no\nmore roads, no more industries, no more people, and the extreme which\nwould justify everything and anything in the name of progress.\nEight now. for example, there are those who would try to scuttle\nthe California Water Project by defeating Proposition 7 on the June\nballot.\nMORE\nLOS ANGELES / page 4\nThe California Water Project is essential for the continued progress\nand prosperity of the state. Yet there are those who oppose it in the\nname of environment. I see no protection of the environment in fields\nthat are allowed to dry up because of a lack of water, or crops that fail\nor towns that die because the faucet is turned off. I see no protection\nof the environment in destroying the bread-basket of the state or in pre-\nventing the development of new areas in Southern California so that our\npopulation can be dispersed into new towns and new creas,\nThose who call for a \"No\" vote on Proposition 7 are asking the\nvoters to cut their own throats. Ninety percent of the project is com-\npleted or under construction. It would cost us more to halt the water pro-\nject than to complete it. And, if it is shut down, more than $2 billion\nin debt and principal would be transferred to the general taxpayers'\nbacks taxes that would have been paid by the water users and customers\nwho use the power generated by the project.\nAnd, included in the hold-up on those bond sales, are monies needed\nfor schools and veterans' home loans, beaches and parks and junior colleges.\nIf we are really concerned about the future of California, we will\npass Proposition 7 and let the state compete in the ebb and flow of the\nfree warket on bonds.\n*\n*\nFor the first time in more than 30 years, ye have introduced legis-\nlation to overhaul the state's tax structure. This program would guarantee\na reduction of the homeowners' property tax ranging from 25 to 40 percent,\ndepenitng on the value of the home and its location in the state.\nMORE\nLOS ANGELES / page 5\nIn Los Angeles Country, the 1969-70 average tax rate of $9.93 would\nbe cut to $7.22 - a 27 percent reduction for the homeowner,\nThere are those who counseled us not to get into tax reform in an\nelection year. They warned it isn't the political thing to do.\nBut this is no time for politics 33 usual.\nYou wanted 2. difference. We have started the long climb out of a\nbottomless bureaucratic pit.\nIf the recent polls are accurate, it would seem there is support for\nour efforts. There was -- and is -\nrelative quiet on most of our campuses. Today, throughout the two\nhigher educational systems, anywhere from 75 to 90 percent of the\nstudents are attending classes. I hope and pray that this does mark\na new beginning - a new era:\nNow there are some a relative few who want to skip classes\nfor the rest of the year and spend their full-time on political\nactivities. That is their choice to make. But, they should not be\ngiven credit or passing grades for the courses they do not complete,\nor the classes they do not attend.\nPerhaps we could understand that some students will always try\nto get credit for not going to class, or a passing grade for a course\nthey did not complete. But, I cannot understand how some faculty\nmembers - upon whom part of the integrity of the educational system\ndepends - could aid and abet this. Could it be that these faculty\nmembers are telling us something about the educational value of the\nclasses they teach?\n(The vast majority of) students should not be forced to curtail\ntheir education and to suspend their progress toward a degree and a\nprofession so that a few can engage in political activities.\nThe taxpayers of California should not be asked to support\neducational institutions which substitute political rallies and\nprecinct work for academic courses.\nMORE\nSAN JOSE / page 3\nI know that there are many sincere students on our campuses who\nfeel they have legitimate grievances - some with the university or\nthe colleges, some with the shortcomings in our society. Many find\nthe war repugnant. They want to do something about it -- to make\ntheir feelings known and their presence felt. I share their belief\nin citizen action.\nBut, I think those who feel strongly about the various issues\nhave plenty of opportunity to engage in such political activity on their\nown time - after hours, on weekends and vacations. That's the way\nmost hard-working, tax-paying citizens do.\nTo permit our campuses to become havens for political action -\nregardless of the issue or the ideology involved - would be to erode\nthe value of the education received. It would degrade the academic\nexcellence these institutions have earned over the years. Carried to\nits ultimate conclusion, it could transform great academies into\nlittle more than finishing schools for mobocracy.\nIf this is to become the purpose of the college and university,\nthere is no need for faculties or libraries or laboratories. Masters\ndegrees and PhD's, cyclotrons and computers, are hardly essential\nunder such circumstances. I do not belittle political action or being\nconcerned about current issues. But the point I make is that they\nare not something to be subsidized by the taxpayer; and, they are\nhardly a prerequisite for a higher education.\nMORE\nSAN JOSE / page 4\nThe passions of the moment, no matter how earnestly pursued,\ncannot replace the grave obligation of student and faculty member\nto examine, improve and extend centuries of knowledge, tradition and\nculture. This\nhas happened upon occasion in man's history and it has caused untold\nand unnecessary misery -- one such period is called the Dark Ages.\nI believe the great number of students and faculty want to con-\ncentrate on the higher purpose of higher education; there can be no\nadulteration of that purpose. The failure of this important proposition would affect\nvirtually every phase of every citizen's life in this state. The only\npossible exception, as the Oakland Tribune put it, would be \"a 4-F,\nchildless hermit living in a cave in the middle of the Mojave desert,\nsubsisting on goat's milk.\"\nRight here in Stanislaus County, for example, some $14.5 million\nin development and construction projects depends on the passage of\nProposition 7.\nFor some time now, we have had to hold up construction of $2.25\nmillion in local school construction because of the existing low interest\nceiling. I'm talking about such projects as the Vera Cruz Avenue school\nhere in Modesto, the intermediate school in Ceres, and the Reinway\nAvenue school in Waterford.\nMORE\nMODESTO / page 2\nAnd, there's the $50,000 Tuolumne River Regional Park\ndevelopment, here in Modesto 35 acres of lands and meadow areas,\npicnic and camping facilities.\nDeserving veterans here in your county are being denied home\ncontracts, despite the fact that the voters approved bonds for\nveterans' home loans - $3.8 million in veteran home loan bond money\nfor Stanislaus County is tied up because the present low interest ceil-\ning makes it impossible to sell those already-approved bonds.\nAnd, there's the $8.6 million for the Modesto and Turlock\nIrrigation districts' new Don Pedro project. The grant for this rec-\nreation, fish and wildlife project have been approved, but the project\nsits idle -- and will continue to sit idle for an undetermined period\nunless Proposition 7 is approved.\nNearly $1.3 billion in State general obligation bonds - approved\nby the voters in previous elections -- are tied up because of the\nnationwide tight money market. This is holding back vital state\nbuilding programs, it is delaying progress in our state, it is depres-\nsing the work market at a time where we are striving to create jobs\nand job opportunities.\nThe passage of Proposition 7 would enable us to adjust the\npresent five percent interest ceiling up to seven percent who neces-\nsary to compete in the market place.
