Dear Mr. Carlucci:
I wish to express my concern over Governor Ronald Reagan's veto of the $1.8 million
grant to the California Rural Legal Assistance program, and to urge you to override
this veto to keep this valuable program alive.
Few programs funded by the Federal government have been so continuously effective
in making fundamental changes in the lives of the poor and disadvantaged. To out
the funds from this program because it is effective and sometimes politically
embarrassing to Governor Reagan is to tell the poor that only those programs that
are ineffective will be countenanced by the government. Groups denied effective
access to the courts eventually turn to other less civilized ways of advancing their
interests. To avoid this possibility and to further the ideals behind the Economic
Opportunity Act, I urgo you to fund the California Rural Legal Assistance program.

Dear Mr. Carlucci:
As shown by the enclosed letter, the incumbent officers
of our County Bar Association have asked members of our
County Bar Association to write letters urging support of
the continuance of the California Rural Legal Assistance
program.
So far as I am concerned, there is a legal aid program
supplied by the County Bar Association and the continued
steps toward socialism of our profession are not in the
best interests of either the legal profession or the poor.
This very morning, representing a poor person on a
contingent basis, who was injured by an uninsured motorist,
I found myself opposed by the County Legal Aid attorney who
had just served on my poor, injured plaintiff 70 to 80
interrogatories.
I would honestly hope that that friendly legal service
would be available to all poor and not on a first service
basis.
I am personally opposed to much of the philosophy
of California Rural Legal Assistance, and resent having to
pay taxes for free lawyers supporting a philosophical point
of view which is not mine, and frequently not the majority
of the defendants of this state or nation.
I would rather see the money spent on effective indus-
trial safety programs through the California Department of
Labor.

that I write you to endorse the CRLA program in San Benito
County.
I am, however, obliged to write you that, in my opinion, the
CRLA does not seem concerned with individual client problems,
but, rather, with "impact" cases and class actions. They
seem to prefer representing a faceless group, rather than
individuals. This, in my estimation, is not practicing law;
rather, it is glory hunting
When one purports to be involved in a humanistic effort to
help his fellow man, he should be concerned with that
individual's immediate problem and not in searching for
admitional problems of the same nature to produce an impact
case or class action. The little ordinary everyday problems
seem to escare CRLA and hey seem to have forgotten the
individual.
The general attitude of most of the members of the Bar toward
CRLA and, in particular, Mr. Kates is unfavorable. This is
largely due to his abrasive and somewhat crude manner. But
enough of personal likes and dislikes.
Were CRLA under the control of the bar association, or
represent individuals, rather than groups, I would have a
much different attitude. I feel the Legal Aid Society of
Santa Clara County does a much better job of representing
indigent clients and does not alienate members of the local
bar in doing so. Mr. Kates has, in the past, exhibited
conduct which I would consider unlawyerlike. You will note
I did not state unprofessional, merely unlawyerlike.

WELFARE PEOPLE WONT RIDE IN VOLKS WAGONS. THEY HAVE TO HAVE NEW
STATION WAGONS TO HAUL ALLTHE KIDS AND GROCERIES HOME IN. MOST
ARE IN THE BUSSINESS OF MAKING BABYS AND GETTING RELIEF.
MOST HAVE COLOR T.V. AND MORE EXPENSIVE CLOTHS THAN THE THE TAX
PAYER WHO IS SURPORTING THEM.
IN HARVEST TIME, THE FRUIT IS FALLING ON THE GROUND AND THE POOR
FARMING IS GOING CRAZY LOOKING FOR HELP. VERY VERY VERY FEW WILL
WORK. THEY SIT HOME AND WATCH T.V.AND LAUGH IF SOME ONE OFFERS
THEM A JOB.
THE CHILDREN FROM THESE FAMILYS ARE ILL MANNERED HOODLUMS AND
CHIPIES IN MOST CASES. ESPECIALLY BAD AROUND SCHOOLS, ABOUT 65 PER
CENT OF GILROY IS MEXICANS AND 90 PER CENT OF THEN ARE ON WEL-
FARE
CRIMES OF ALL KINDS KEEP OUR COURTS FULL ALL THE TIME AND THESE
SAME PEOPLE REPRESENT ABOUT 85 PER CENT.

We in Gilroy have seen two of our school boards subjected to
uncalled for harrassment whereby they have attempted to dictate
policy for education in this area. Public funds can certainly
be put to better use than has been demonstrated by the California
Rural Legal Assistance in this area.
