At your suggestion,\nI am writing to you instead and sending a copy of this letter\nto the Governor.\nI am firmly opposed to organizations such as C.R.L.A., both\nin principle and practice. I am opposed to the concept of\nsuch a large organization operating ten or twelve different\noffices in widely separated communities, with all branches\nand their policies subject to a centralized control. I feel\nthat an organization operated and controlled locally can do\na much better job serving the needs of the disadvantaged, and\ncan do it at a much reduced cost.\nI strenuously object to C.R.L.A.'s policy of emphasis on class\nactions and \"target\" cases. I happen to be one of the members\nof the local Bar Association who were appointed to survey\nC.R.L.A. when it first opened an office in our community. We\nwere repeatedly assured that C.R.L.A. would conduct its oper-\nations like any other law office with due regard for the\neconomic factors which impose such a salutory restraint upon\nlitigation. Recent experience of our office in two unlawful\ny\ndetainer matters (copies of pleading from these have been\nfurnished to you) indicate that, in at least some cases, C.R.L.A.\nis not conducting its practice with due regard to those\nassurances.\nC.R.L.A. early adopted a policy of handling no domestic\nlitigation. It is my impression that, since the advent of\nthe new Family Law Act, they have gone 180° on that policy.\nI view this with some alarm.\nI hope these comments are of some help to you.\nVery truly yours,\nAFM:ek\nALFRED F. Since housing\n(\nroughout Sonoma County is\nTis the season when people are supposed to feel particular\ntch a scarce commodity, this\nfarmth toward their fellow men, but I, like many of my\nrvice promises to be of major\nterest.\nSountrymen, am beginning to be more Scrooge like as I\nbte with anger the proliferation of more and more programs\nfor the poor which seem geared to promoting discord and\nrevolution against the \"establishment.\"\nI am aware that you share my disenchantment with the\nCRLA and have tried to disrupt their functioning because\nyou have seen their prime purpose is not to provide legal\naid to the poor but to over turn State statutes and disrupt\ntraditional procedures. I also note that the Federal office\nof the OEO has increased their budget here in California.\nThe prime reason for my letter is an article appearing in\nour local paper, The Press Democrat, which discloses that\nthe local CRLA is now opening an office in Healdsburg which\nis to be in addition to their office in Santa Rosa, and it\nfurther states that their prime function will be to secure\nhousing for the poor. Their move to Healdsburg is because\nninety-five percent of their business is in that area, they\nstate, so, why, I say, keep an office in Santa Rosa. I\nbelieve their move to this area is because there is a large\nSpanish-American or Mexican-American population and they\ncan foment a little more disruption up there. Further, I\ncannot understand why or how it is they can become involved\nin the housing situation when we are being overwhelmed with\nany sorts of subsidized programs for housing. Our Supervisors,\nin fact, have just taken steps to initiate a Housing Authority,\nafter the CRLA initiated a suit to prevent the citizens from\nhaving their votes counted on that subject.\nIs there anything at all that can be done regarding the CRLA\nor is it just one more area where the citizen who is self-\nsupporting and believes that other's rights to his earnings\nshould be extremely limited, has to suffer in silence?\nSincerely,\nins. chas 2 marchall\n(Mrs.) Charles T.
