Dear Sir;
I have just been told that an attempt is being
made to have you disapprove the budget for the CRLA.
I wish to add my voice to this effort, and urge you to
do all you can to bring this organization to face the
reality that they are being supported with money taken
from not only the rich and big corporations as they
would have us believe, but from the working man who is
penalized for his attempt to be self supporting.
The pupose of the organization was to have been to
provide legal services to those too por to pay for
them, but I ask who are the poor? Is it the man who
works with his hands in all kinds of Weather and eon-
ditions to pay state and federal income tax as well
as lowal property tax on property that he paid for
inch by inch from his earnings ? who pays his own hel
health insurance 35 well as dental and optometrie
expenses and doctor visits , who pays for all types of
insurance to help in case he is 30 unfortunate 28 to
have some Kind 01 Jasuarry 20 neil as 1118
lawyers fees for items not covered? and then buys all
his food and other needs 20 far 26 he is able with
what he has left?
Or is it as many would have us believe the person on
welfare and various other forms of publis aid with
free medical eare of sll kinds, legal aid, and food
stemps to add the frille to his diet while he stays
in bed on cold wet days, or in In bar or some other
form of recreation that the worker has neither time
nor finances for.
The CRLA uses the taxpayer financed courts to sue
the taxpayer for various reasons using money provided
from taxes paid by the same taxpayer, A new look at
this program is certainly indiented. I support any
means you cansuse to help correct the sondition.

Dear Gov. Reagan:
Thank you for your courage in vetoing the
Federal funds of OEO. We have friends in
the Compton area where the need for these
funds was great, but instead of the money
going to responsible people who had been
struggling with their problems, it was given
to some of the less responsible people in
the community where it was used politically
instead of being used as it was intended for
those funds to be used. The responsible
Negro people who have been involved in
community affairs, are blaming Pres. Nixon
for this dilema. We feel that the blame
should be placed directly at the Office of
Economic Opportunity.
Most sincerely,
Mrs. Crawford.

Re: California Rural Legal Assistance
Dear Mr. Trigger:
When I met with you recently here in Santa Rosa, I advised
you that I was planning to send a letter to the Governor's
office with a few comments about C.R.L.A. At your suggestion,
I am writing to you instead and sending a copy of this letter
to the Governor.
I am firmly opposed to organizations such as C.R.L.A., both
in principle and practice. I am opposed to the concept of
such a large organization operating ten or twelve different
offices in widely separated communities, with all branches
and their policies subject to a centralized control. I feel
that an organization operated and controlled locally can do
a much better job serving the needs of the disadvantaged, and
can do it at a much reduced cost.
I strenuously object to C.R.L.A.'s policy of emphasis on class
actions and "target" cases. I happen to be one of the members
of the local Bar Association who were appointed to survey
C.R.L.A. when it first opened an office in our community. We
were repeatedly assured that C.R.L.A. would conduct its oper-
ations like any other law office with due regard for the
economic factors which impose such a salutory restraint upon
litigation. Recent experience of our office in two unlawful
y
detainer matters (copies of pleading from these have been
furnished to you) indicate that, in at least some cases, C.R.L.A.
is not conducting its practice with due regard to those
assurances.
C.R.L.A. early adopted a policy of handling no domestic
litigation. It is my impression that, since the advent of
the new Family Law Act, they have gone 180° on that policy.
I view this with some alarm.
I hope these comments are of some help to you.
Very truly yours,
AFM:ek

Sountrymen, am beginning to be more Scrooge like as I
bte with anger the proliferation of more and more programs
for the poor which seem geared to promoting discord and
revolution against the "establishment."
I am aware that you share my disenchantment with the
CRLA and have tried to disrupt their functioning because
you have seen their prime purpose is not to provide legal
aid to the poor but to over turn State statutes and disrupt
traditional procedures. I also note that the Federal office
of the OEO has increased their budget here in California.
The prime reason for my letter is an article appearing in
our local paper, The Press Democrat, which discloses that
the local CRLA is now opening an office in Healdsburg which
is to be in addition to their office in Santa Rosa, and it
further states that their prime function will be to secure
housing for the poor. Their move to Healdsburg is because
ninety-five percent of their business is in that area, they
state, so, why, I say, keep an office in Santa Rosa. I
believe their move to this area is because there is a large
Spanish-American or Mexican-American population and they
can foment a little more disruption up there. Further, I
cannot understand why or how it is they can become involved
in the housing situation when we are being overwhelmed with
any sorts of subsidized programs for housing. Our Supervisors,
in fact, have just taken steps to initiate a Housing Authority,
after the CRLA initiated a suit to prevent the citizens from
having their votes counted on that subject.
Is there anything at all that can be done regarding the CRLA
or is it just one more area where the citizen who is self-
supporting and believes that other's rights to his earnings
should be extremely limited, has to suffer in silence?
Sincerely,
ins. chas 2 marchall

Trigger\nOffice of Economic Opportunity\n800 Capitol Mall\nSacramento, California 95814\nC\nRe: California Rural Legal Assistance\nDear Mr. Trigger:\nWhen I met with you recently here in Santa Rosa, I advised\nyou that I was planning to send a letter to the Governor's\noffice with a few comments about C.R.L.A. At your suggestion,\nI am writing to you instead and sending a copy of this letter\nto the Governor.\nI am firmly opposed to organizations such as C.R.L.A., both\nin principle and practice. I am opposed to the concept of\nsuch a large organization operating ten or twelve different\noffices in widely separated communities, with all branches\nand their policies subject to a centralized control. I feel\nthat an organization operated and controlled locally can do\na much better job serving the needs of the disadvantaged, and\ncan do it at a much reduced cost.\nI strenuously object to C.R.L.A.'s policy of emphasis on class\nactions and \"target\" cases. I happen to be one of the members\nof the local Bar Association who were appointed to survey\nC.R.L.A. when it first opened an office in our community. We\nwere repeatedly assured that C.R.L.A. would conduct its oper-\nations like any other law office with due regard for the\neconomic factors which impose such a salutory restraint upon\nlitigation. Recent experience of our office in two unlawful\ny\ndetainer matters (copies of pleading from these have been\nfurnished to you) indicate that, in at least some cases, C.R.L.A.\nis not conducting its practice with due regard to those\nassurances.\nC.R.L.A. early adopted a policy of handling no domestic\nlitigation. It is my impression that, since the advent of\nthe new Family Law Act, they have gone 180° on that policy.\nI view this with some alarm.\nI hope these comments are of some help to you.\nVery truly yours,\nAFM:ek\nALFRED F. MAGGINI\nCC: Office of Governor\nState of California\nBy Staff Correspondent\n4072 Parker Hill Rd.\nHEALDSBURG-California\nSanta Rosa, Calif. 95404\ntural Legal Assistance, will\npen a branch office in Healds-\nDecember 8, 1970\nurg Monday at 429 Healdsburg\nve. to serve the surrounding\nrea.\nIt Was announced that about\ngo\ni per cent of the business at the\nanta Rosa office is from per-\nhe Hon. Since housing\n(\nroughout Sonoma County is\nTis the season when people are supposed to feel particular\ntch a scarce commodity, this\nfarmth toward their fellow men, but I, like many of my\nrvice promises to be of major\nterest.\nSountrymen, am beginning to be more Scrooge like as I\nbte with anger the proliferation of more and more programs\nfor the poor which seem geared to promoting discord and\nrevolution against the \"establishment.\"\nI am aware that you share my disenchantment with the\nCRLA and have tried to disrupt their functioning because\nyou have seen their prime purpose is not to provide legal\naid to the poor but to over turn State statutes and disrupt\ntraditional procedures. I also note that the Federal office\nof the OEO has increased their budget here in California.\nThe prime reason for my letter is an article appearing in\nour local paper, The Press Democrat, which discloses that\nthe local CRLA is now opening an office in Healdsburg which\nis to be in addition to their office in Santa Rosa, and it\nfurther states that their prime function will be to secure\nhousing for the poor. Their move to Healdsburg is because\nninety-five percent of their business is in that area, they\nstate, so, why, I say, keep an office in Santa Rosa. I\nbelieve their move to this area is because there is a large\nSpanish-American or Mexican-American population and they\ncan foment a little more disruption up there. Further, I\ncannot understand why or how it is they can become involved\nin the housing situation when we are being overwhelmed with\nany sorts of subsidized programs for housing. Our Supervisors,\nin fact, have just taken steps to initiate a Housing Authority,\nafter the CRLA initiated a suit to prevent the citizens from\nhaving their votes counted on that subject.\nIs there anything at all that can be done regarding the CRLA\nor is it just one more area where the citizen who is self-\nsupporting and believes that other's rights to his earnings\nshould be extremely limited, has to suffer in silence?\nSincerely,\nins. chas 2 marchall\n(Mrs.) Charles T.
