Your courage to take such action is commendable. In addition to those points of justification for your rejection, I can offer four additional points experienced by our Police Department: 1. On one occasion, while members of our department were attempting to arrest a fleeing theft suspect, the chase terminated in the doorway of the Legal Aide Office. Not only did Legal Aide personnel refuse to assist us, they actually served to further confuse our apprehending the suspect - very uncooperative. 2. On at least one occasion, an attorney employed by the local Legal Aide Services appeared before the Richmond City Council to oppose the City's implementing a Police Helicopter Patrol Program. He listed several points in opposition to such a program while not representing a client and indicated he would be willing to represent anyone in the audience who shared his opinion. 3. On another occasion, at a strike scene, Legal Aide repre- sentatives harassed our employees and later demanded copies of all reports we made at that scene, while refusing to identify themselves. We are sure they were Legal Aide representatives. 4. On at least one occasion, a Legal Aide representative pre- pared complaints against members of our Department, then advised the alleged complainant not to talk to us. Sir: I want to congratulate you for the courage you have displayed, in behalf of the people of the State of California, by your veto of CRLA. It has been my observation that this group, under the guise of helping the poor and needy, has contributed to the programs of those who keep turmoil active. These people, it would seem, cannot be satisfied. I understand, among other things, they guide the Chevez group. Grant them one thing, such as grapes, they immediately 80 to lettuce. If they ever become satisfied, they would be out of business. I am told that about 100 grape growers lost their farms as a result of legal aid to the Chevez group. How about those Farmers? Probably had their lifetime invested. A big farmer can take it, a little one can not. Here is an example of their tactics. I pulled into the Mayfair parking lot to purchase a packet of cigars. I was immediately told not to buy there, they were on strike. I used their line, and said "I am Free, no one tells me what to do" I was surrounded by both men and women (Contra Costa Codlege Students) I am told, so a young woman, who seemed to be the leader, took me on and stated "you can't buy here, we are on strike, and if you step into that store, you are a Scab, 80 I asked what is the difference between your lettuce and that of the so called, establishment. Answer 1 The Estab lish- ment sprays their lettuce with DDT by aeroplane and women dow n below, get sprayed and have deformed babies. I said, "Sis, it seems to me the answer to your problem is easy - don't get pregnant in the lettuce patch". After being told, I was ignorant, and knew nothing about Unions, I bought my cigars. I am one of the Founders of the Independent Union of Petroleum Workers, and maybe I can agree with her, I know nothing about Unions, especially her kind. The CLRA has, in my opinion, exceeded the function for which it was created. Legal assistance should be for those who are unable to pay for legal representation with respect to a specific need germaine to that needy individual. Had rural aid remained within the boundry of aiding the needy I would have no objection. However, as you must be aware, the California Rural Legal Assistance program has crusaded against the government which pays it's way and has brought various class actions against industry and others with an intent to change the law. This crusading is beyond the purpose of that program. It seems to me that this is using public funds for selfish purposes and betrays the taxpayers trust in the proper use of his tax money. The average taxpayer never intended his money to be used as a sword againt him! Until the California Rural Legal Assistance program restrains it's crusader role and limits itself to the purpose for which it was created I don't feel they should be funded with California Taxpayer's money. When this program originated, the purpose was to help the poverty stricken individual in the same manner that the Legal Aid Society had given assistance. However, the people in this program would rather take on different acts of social reform, such as the repre- sentation of a long hair youth from a family with a good income against the school board or welfare for a school teacher who earns $ 11,000 in ten months, not to mention a possible overthrow of the government. I a m a collector in a collection agency and have noticed a certain amount of harassment coming from this organization. It would certainly be something if I pay my taxes to support these people to help elimi- nate my job by fighting some social reform instead of supplying repre- sentation to the poverty individual. A more logical way would be to have industry fund this program with private funds under strict rules to help the individual, who is po-- verty stricken, out of a certain set of legitimate circumstances. Needless to say, this would save taxpayers many dollars. It is my sincere hope that this letter will help you in a small way to make the right decision. Dear Mr. Carlucci: It is likely that the original intent to furnish legal assistance to the poor in California was meant well, but there are many of us who feel that the program here has been a failure. I know of circumstances in Northern California where radical, anti-establishment attorneys have joined the Rural Legal Assistance program in order to promote crusading cases against the State of California in order to establish and spread their political left-wing philosophies. The moneys they are expending are coming from cur taxpayer pockets. I strongly object to the use of public funds for these purposes. I think that if you were to see, for yourself, some of these "cooky" agents administrating the program and review their true objectives, you would concur with my thinking. Our Governor Reagan has wisely seen through this unnecessary, trouble- some, anti-government program, and wishes to have it stopped here in California. I see no reason why the Federal Government should continue such a program in California against the peoples wishes. I sincerely hope that you will concur with our fine Governor in cutting these unnecessary expenditures such as those for the Rural Legal Assistance (CRLA) which is a failure here. I know of many cases and in particular one, where a nomadic ir- responsible tenant for a minor problem in his apartment refused to pay his rent for eight months with the help of these SO- called just attorneys bankrupted the owner by harrassment and threat. These people are a menace and use their powers unjustly and improperly and create this allowance of permissiveness which must eventually spoil everything decent and American about our system. Thank you for standing up and defending all of our rights and if these people need and want socialism or worse, they certainly can find it elsewhere and not in the U.S.A. I personally consider this legal aid program an abuse and gives credence to a bunch of nit-wits who collect payment from the tax payer, and then attack the hand that feeds them. I was one of the original members of the Board of Directors of San Fernando Valley Neighborhood Legal Services, Inc. I know in the beginning the legal service programs seemed to aid the poor. However, in a very short time, their purpose was diverted from aid to the poor to test cases, particularly harrassing the police. A seminar was sponsored by Western Center on Law and Poverty on "How to Avoid the Draft", and much has been done by the legal service and other OEO programs to organize welfare recipients to "know and demand their rights. 11 I feel these services have done much to foster and initiate defiance to and disrespect for our laws and our system of government. They seem now to be a haven for militants, a very real force in encouraging the chaos and unrest prevalent in the United States today. Must we continue to finance our own destruction? Is there not some thing which can be done to eliminate this program, little of which really helps the poor? I for one object to my tax dollar being used for the purpose of supporting these subsersive activities. On at least one occasion, an attorney employed by the local\nLegal Aide Services appeared before the Richmond City Council\nto oppose the City's implementing a Police Helicopter Patrol\nProgram. He listed several points in opposition to such a\nprogram while not representing a client and indicated he\nwould be willing to represent anyone in the audience who\nshared his opinion.\n3. On another occasion, at a strike scene, Legal Aide repre-\nsentatives harassed our employees and later demanded copies\nof all reports we made at that scene, while refusing to\nidentify themselves. We are sure they were Legal Aide\nrepresentatives.\n4. On at least one occasion, a Legal Aide representative pre-\npared complaints against members of our Department, then\nadvised the alleged complainant not to talk to us. If they ever become satisfied, they would be out of business.\nI am told that about 100 grape growers lost their farms as a\nresult of legal aid to the Chevez group. How about those Farmers?\nProbably had their lifetime invested. A big farmer can take it, a\nlittle one can not.\nHere is an example of their tactics. I pulled into the Mayfair\nparking lot to purchase a packet of cigars. I was immediately told\nnot to buy there, they were on strike. I used their line, and said\n\"I am Free, no one tells me what to do\" I was surrounded by both\nmen and women (Contra Costa Codlege Students) I am told, so a young\nwoman, who seemed to be the leader, took me on and stated \"you can't\nbuy here, we are on strike, and if you step into that store, you\nare a Scab, 80 I asked what is the difference between your lettuce\nand that of the so called, establishment. Answer 1 The Estab lish-\nment sprays their lettuce with DDT by aeroplane and women dow n\nbelow, get sprayed and have deformed babies. I said, \"Sis, it\nseems to me the answer to your problem is easy - don't get pregnant\nin the lettuce patch\".
