1. "LUDWIG" HAS CLAIMED RESPONSIBILITY FOR A NUMBER
OF MURDERS IN NORTHERN ITALY OVER THE PAST SIX YEARS
AND MORE RECENTLY FOR NIGHT CLUB FIRES IN MILAN,
MUNICH, AND AMSTERDAM. ITALIAN POLICE BELIEVE THAT
THESE ACTIONS ARE PROBABLY NOT THE WORK OF A TERRORIST
GROUP BUTN UNCONNECTED
FANATICS.
2. THE "LUDWIG" CASES FIRST SURFACED IN VERONA,
VICENZA, AND PADUA IN 1977. THE INITIAL VICTIMS WERE A
PROSTITUTE, A HOMOSEXUAL, AND A DRUG ADDICT. STATEMENTS
WERE LEFT WITH THE VICTIMS WHICH WERE OF AN EXTREME
RIGHT-WING, MORALIST NATURE, DECORATED WITH NAZI
INSIGNIA, AND SIGNED LUDWIG. "LUDWIG" SUBSEQUENTLY
CLAIMED RESPONSIBILITY FOR THE KILLINGS OF TWO
MONKS AND A PRIEST, KNOWN FOR THEIR LIBERAL VIEWS,
IN THE SAME REGION DURING 1982-83.
3. LUDWIG THEN TOOK CREDIT FOR 1983 FIRES AT A
BLUE MOVIE HOUSE IN MILAN IN WHICH SIX PEOPLE DIED,
A SIMILAR FIRE IN AMSTERDAM, AND A DISCOTEQUE FIRE
IN MUNICH. IN JANUARY , 1984, POLICE ARRESTED TWO
YOUTHS WHO WERE IN THE PROCESS OF SETTING FIRE TO A
DISCOTEQUE IN MANTOVA PROVINCE. ONE OF THE YOUTHS,

FURLAN, 20 YEARS OLD, IS FROM VERONA. BOTH ARE FROM
UPPER MIDDLE CLASS FAMILIES AND, WHILE HAVING NO
HISTORY OF POLITICAL ACTIVISM, WERE KNWON TO HAVE
STRONG RIGHT-WING POLITICAL VIEWS. WE UNDERSTAND
THAT MUNICH POLICE BELIEVE THEY WERE RESPONSIBLE FOR
THE FIRE IN THAT CITY AND HAVE REQUESTED EXTRADITION.
THE TWO ARE STILL IMPRISONED.
4. POLICE AND SECURITY OFFICIALS IN MILAN DOUBT THAT
THE TWO YOUTHS WERE RESPONSIBLE FOR THE EARLY LUDWIG
KILLINGS. THEY ALSO ARE UNSURE WHETHER THE TWO MAY
HAVE SET ALL OF THE FIRES OR THE "LUDWIG" ATTRIBUTION
WAS UTILIZED BY VARIOUS FANATICS. THEY HAVE NO
EVIDENCE TO INDICATE THAT "LUDWIG" ACTUALLY INVOLVES
AN ORGANIZED TERRORIST GROUP AS OPPOSED TO ONE OR
MORE INDIVIDUALS ACTING INDEPENDENTLY. THE NAME
"LUDWIG" APPARENTLY REFERS TO AN OBSCURE NINETEENTH
CENTURY PHILOSOPHER, OTTO LUDWIG, WHO WROTE THAT THOSE
WHO VIOLATED MORAL LAWS OR OFFENDED THE "TRUE GOD"
MUST BE PUNISHED.
5. SEPTEL ON THIS SUBJECT IS BEING SENT BY EMBASSY
ROME. MESSAGES WERE NOT COORDINATED SINCE THEY DREW

3. SUMMARY: EMBASSY LEARNED LATE YESTERDAY, APRIL 26
OF POSSIBLE TERRORIST ACTION DIRECTED AT CONSULATE
ROTTERDAM AND THE AMBASSADOR. GON AUTHORITIES HAVE
BEEN ADVISED AND ACTION TO INVESTIGATE THE THREATS
HAS BEEN INITIATED. END SUMMARY.
4. BACKGROUND: BACK IN OCTOBER 1983 AN
ANANYMOUS CALLER CONTACTED THE EMBASSY SECURITY
OFFICER WANTING TO PASS INFORMATION CONCERNING
NARCOTICS ACTIVITIES IN THE NETHERLANDS. THE
CALLER, WHO WE THINK IS DUTCH, WAS RELUCTANT TO
SPEAK WITH EMBASSY'S DEA UNIT BUT FINALLY AGREED
TO DO SO. HE HAS REFUSED FACE-TO-FACE MEETINGS.
THE INFORMATION PASSED TO DEA OVER THE NEXT
SEVERAL MONTHS WAS RELIABLE ALTHOUGH NOTHING THAT
ACTION COULD BE TAKEN ON. THE INFORMATION CONCERNED
HEROIN TRAFFICKING IN AMSTERDAM AND, AMONG OTHERS,
INVOLVES TWO AMERICANS. THE CALLER CLAIMED HE
DID NOT WANT TO TALK TO DUTCH AUTHORITIES
BECAUSE HE WAS AFRAID FOR HIS LIFE. HE CALLED
US, HE SAID, BECAUSE HE HAD WORKED WITH AMERICANS
IN THE PAST AND DISLIKED NARCOTICS. HE IS SOSSSBLY
CALLING FROM HIS HOME OR BUSINESS AS HE WILL
TERMINATE THE CALLS BY ANNOUNCING, QUOTE SOMEONE
HAS COME IN UNQUOTE AND HANG UP. IT IS BELIEVED

PHONE CALLS RECEIVED ON APRIL 26 HAVE BEEN THE
FIRST CONTACT WITH THE PERSON SINCE MID-DECEMBER, 1983.
5. CALLS OF APRIL 26: THE PERSON CALLED EMBASSY
DEA CHIEF TWICE APRIL 26 TO INFORM OF POSSIBLE
VIOLENT ACTION TO BE DIRECTED TOWARD THE AMBASSADOR
AND CONSULATE ROTTERDAM. THE FIRST CONVERSATION
WAS TERMINATED AFTER SEVERAL MINUTES WHEN THE
CALLER STATED SOMEONE HAD ENTERED THE ROOM AND
HE WOULD CALL BACK. THE DEA CHIEF ALERTED THE RSO,
WHO HAS ALSO SPOKEN TO THE CALLER IN THE PAST. THE
SECOND CALL WAS RECORDED.
6. THE THREAT: THE CALLER STATED THAT ON APRIL 18,
TWO PEOPLE ARRIVED IN AMSTERDAM VIA THE IRA LINE FROM
LONDONDERRY AND TRAVELED TO ROTTERDAM TO SURVEY THE
AMERICAN EMBASSY PAYING PARTICULAR ATTENTION TO
THE PARKING AREA IN FRONT OF THE EMBASSY. HE DESCRIBED
THE TWO AS NOT IRISH OR ENGLISH, BUT ARAB. THE
CALLER ALSO CLAIMED A DUTCH CITIZEN HAS BEEN TASKED
TO ENTER THE ROTTERDAM CONSULATE AND, WHILE OSTENSIBLY
APPLYING FOR A VISA, SURREPTITIOUSLY PHOTOGRAPH THE
INTERIOR. THE CALLER COULD ONLY SPECULATE THE
REASON FOR THE SURVEILLANCE AGAINST THE CONGEN AND
FELT IT WAS BEING DONE FOR AN UPCOMING ACTION.
7. THE CALLER ALSO CLAIMED TO HAVE OVERHEARD A
CONVERSATION BETWEEN THE TWO FROM LONDENDERRY AND
OTHER PERSONS CONCERNING THE AMERICAN AMBASSADOR
IN THE HAGUE. HE DESCRIBED THE CONVERSATION AS
QUOTE VIOLENT UNQUOTE AND WHEN PRESSED AS TO
WHAT HE MEANT, HE REPLIED THEY DISAGREED ON WHAT
ACTION TO TAKE.
8. ALSO WITH RESPECT TO ROTTERDAM, THE CALLER SAID
HE HAD OVERHEARD PERSONS (NOT THE TWO FROM LONDONDERRY
BUT APPARENTLY THOSE PERSONS HERE WHO HAD MET WITH
THEM) IN THE PAST TALK OF MISTER QUOTE JUNIOR UNQUOTE.
(NAME WAS ONE OF SEVERAL SUGGESTED TO HIM IN RECORDED
APRIL 26 CALL). L.D. JUNIOR IS PRESENTLY OUR
CONSUL GENERAL IN ROTTERDAM.
9. THE CALLER SAID THAT A USED VEHICLE WAS TO BE
PURCHASED IN UTRECHT, ARMS TO BE PURCHASED IN
AMSTERDAM, AND A QUOTE SHORT CIRCUIT UNQUOTE TEAM
ARRANGED. HE DESCRIBED A SHORT CIRCUIT TEAM AS
A LEADER, GUNMAN, GENERAL ASSISTANT, COMMUNICATOR,

11. INVESTIGATION: NATIONAL POLICE AUTHORITIES WERE
ADVISED OF CALLS AND ARE ACTIVELY WORKING TO IDENTIFY
THE CALLER AND/OR VERIFY THE INFORMATION. CONGEN
OFFICIALS HAVE BEEN BRIEFED ON THE SITUATION AND ARE
EXERCIZING ENHANCED CAUTION AND PERSONAL SECURITY
PRACTICES.
12. EMBASSY AND CONGEN: CONSULATE GENERAL ROTTERDAM
HAS BEEN ADVISED TO ATTEMPT TO IDENTIFY ALL PERSONS
TRYING TO ENTER THE CONSULATE WITH A CAMERA. ALL
CAMERAS ARE ROUTINELY SECURED AT THE RECEPTIONIST
DESK WHEN A VISITOR ATTEMPTS TO ENTER. POLICE HAVE
BEEN REQUESTED TO INTENSIFY PATROLS IN THE VICINITY
OF THE CONSULATE AND CONGEN'S RESIDENCE.
13. IT HAS BEEN REQUESTED THAT PROTECTIVE COVERAGE
BE INCREASED TO INCLUDE ALL OF THE AMBASSADOR'S
SCHEDULE. GON AUTHORITIES HAVE RESPONDED THAT THE
INFORMATION IS NOT HARD ENOUGHT TO WARRANT REINSTATEMENT

PROBABLE VICTORY OF THE PDC CANDIDATE. THE ESA ACCUSED

AND THREATENED TO KILL THEM IF THEY CONTINUED TO REPORT

1. CONFIDENTIAL - ENTIRE TEXT.
2. SUMMARY: THE SAG IS CONFIDENT THAT EVENTS ARE MOVING
IN ITS DIRECTION AND THAT THE OPTIONS FOR SWAPO AND THE
MPLA ARE NARROWING. FROM THE WINDHOEK PERSPECTIVE, SOUTH
AFRICA APPEARS TO BE FOLLOWING A VARIATION OF THE OLD TWO-
TRACK POLICY. THE INTERNAL TRACK IS NOW AIMED AT ACHIEVING
A RELATIVELY MODERATE SWAPO-LED GOVERNMENT, THROUGH MPC
SWAPO AGREEMENTS AND MODIFICATION OF 345. AT THE SAME
TIME, SOUTH AFRICA IS PURSUING ITS ACCOMMODATION POLICY
WITH THE MPLA AND INSISTING THAT IMPLEMENTATION OF 435 WILL
REQUIRE CUBAN TROOP WITHDRAWAL. THE CTW ISSUE HAS BEEN
USEFUL TO THE SAG BUT IT IS QUITE PREPARED TO FINESSE IT.
NEVERTHELESS, THE SOUTH AFRICANS HOPE THEIR DETENTE POLICY WILL
EVENTUALLY LEAD TO MPLA-UNITA NEGOTIATIONS, INCLUDING CON-
CESSIONS BY LUANDA ON THE CUBAN PRESENCE. THE BOTHAS
APPEAR IN NO HURRY AT THIS POINT AND PROBABLY PREFER
ANOTHER SIX MONTHS TO WEAR DOWN SWAPO. THERE ARE MANY
UNKNOWN, INCLUDING THE INTERNAL DYNAMICS AND DECISIONS OF THE MPLA,
BUT SOUTH AFRICA SEEMS TO BE REASONABLY OPTIMISTIC THAT
IT CAN OVER THE NEXT YEAR OR SO ACHIEVE ITS MAJOR REGIONAL GOALS,
WITH OR WITHOUT SOME CONTINUING CUBAN PRESENCE IN ANGOLA.

3. JUDGING FROM RECENT TALKS WITH GENERAL GELDENHUYS, DAVID
STEWARD, SEAN CLEARY, AND MILITARY ANDOTHER OBSERVERS IN WINDHOEK,
SOUTH AFRICA APPEARS TO BELIEVE IT IS IN A RELATIVELY PROMISING
POLITICAL AS WELL AS MILITARY POSITION. THE SAG DOES NOT

SEEM TO EXPECT THAT IMPLEMENTATIONOF 435 IS LIKELY FOR SOME
TIME -- AT LEAST UNTIL AFTER THE U.S. ELECTIONS -- BUT THE
TREND OF EVENTS IS SEEN AS FAVORABLE. WHILE ECONOMIC AND
DIPLOMATIC PRESSURES ON THE SAG TO REACH AN OVERALL SETTLE-
MENT CNTINUE, ANGOLA AND SWAPO FACE MORE IMMEDIATE DILEMMAS.
SADF BELIEVES SWAPO'S MILITARY ARM IS ON THE ROPES, AND,
IF THE PEACE PROCESS WITH THE ANGOLANS HOLDS UP REASONABLY
WELL, THAT THE INTERNAL TERRORIST THREAT CAN BE EFFECTIVELY
CRIPPLED WITHIN SIX MONTHS (REFTEL). SWAPO LEADERS ARE THUS
BEING COMPELLED TO RECONSIDER THEIR POLITICAL OPTIONS,
CAPE TOWN BELIEVES, INCLUDING POSSIBLE ACCEPTANCE OF SOME
AMENDMENT OF 435 AS A SHORT CUT TO INDEPENDENCE AND POWER.
THIS IS SEEN AS A STEP BY STEP PROCESS, THE SPEED OF WHICH
WILL DEPEND ON THE CONTINUED VIABILITY OF THE SOUTH AFRICAN-
ANGOLAN PEACE PROCESS, ATTITUDES AND POLITICAL DEVELOPMENTS
INSIDE SWAPO, THE STRENGTH AND EFFECTIVENESS OF ANGOLAN
AND ZAMBIAN PRESSURES TO PUSH SWAPO INTO COMPROMISES, AND
SOVIET EFFORTS IN THE OPPOSITE DIRECTION.
4. THE MPLA IS ALSO VIEWED AS HAVING LIMITED ALTERNATIVES,
REALIZING THAT IT CANNOT ACHIEVE THE OPTIMUM OUTCOME--FULLY
AND EARLY IMPLEMENTATION OF 435 WITHOUT REFERENCE TO CUBAN
PRESENCE. SOME SAG OFFICIALS POSTULATE TWO BROAD REALISTIC
OPTIONS FOR THE MPLS: 1) FORGET NAMIBIAN INDEPENDENCE FOR
THE TIME BEING, ACCEPT A DETENTE WITH SOUTH AFRICA THAT
WOULD LIMIT MPLS SUPPORT FOR SWAPO, AND CONTINUE TO PURSUE THE
WAR AGAINST UNITA: OR 2) NEGOTIATE A SETTLEMENT WITH UNITA,
INCLUDING A FORMULA FOR CTW, AND THEN DEMAND IMPLEMENTATIONOF 435.
CLEARY BELIEVES THAT KEEPING THE CUBANS IN ANGOLA AND AVOID-
ING THE INHERENT PROBLEMS AND DIVISIONS IN TRYING TO FORCE
THEIR DEPARTURE AT THIS TIME IS MORE IMPORTANT TO LUANDA THAN
IMPLEMENTATION OF 435. THERE IS ALSO A BELIEF HERE THAT MPLA MOD-
ERATES WHO FAVOR NEGOTIATIONS WITH UNITA HAVE RECENTLY LOST
