CENTRATED ON STATEMENTS BY ARMED FORCES COMMANDER
MOERDANI AND JAKARTA MILITARY COMMANDER TRY SUTRISNO
MADE AT AN OCTOBER 4 PRESS CONFERENCE AT WHICH
THEY DISCUSSED THE INCIDENTS.
4. (U) MOERDANI WAS QUOTED AS REACTING STRONGLY
TO THE BOMBINGS, WARNING THE GOI WOULD NEVER GIVE
IN TO "TERRORIST BLACKMAIL." HE PLEDGED THE ARMED
FORCES WOULD DEFEND NATIONAL DEVELOPMENT WITH "ALL
THE MEANS AT THEIR DISPOSAL." WHILE CAUTIONING
THAT THIS MIGHT BE COSTLY, MOERDANI INSISTED THE
MILITARY HAD NO OTHER CHOICE IF IT WERE TO DEFEND
"150 MILLION" INDONESIANS AGAINST THIS THREAT.

WITH INTERIOR MINISTER DRISS BASRI, I REVERTED TO
POSSIBLE THREAT TO EMBASSY RABAT

NOTED THAT MOROCCO ALSO
HAD INFORMATION POINTING IN A SIMILAR DIRECTION.
HE SAID THAT, AFTER THE RABAT CONGRESS OF JEWISH
COMMUNITIES IN MAY, THE GOM HAD RECEIVED INDICATIONS
FROM 5-6 DIFFERENT SOURCES OF PLANNED SYRIAN, IRANIAN
AND PALESTINIAN OPERATIONS AGAINST MOROCCO. THE
INFORMATION, BASRI ADDED, HAD COME FROM ROME, MADRID,
BONN, WARSAW, AND DAMASCUS.
3. ONE MONTH AGO, THE MINISTER CONTINUED, MOROCCO HAD
RECEIVED FURTHER INFORMATION ON AN IRANIAN THREAT FROM
THE SPANISH POLICE. SPAIN HAD, HOWEVER, MOVED TO
EXPELL THE IRANIAN CULTURAL AFFAIRS OFFICER IN
MADRID TO PREVENT ACTION AGAINST A SAUDI TARGET
WITHOUT FOLLOWING UP ON OTHERS INVOLVED. AT THAT
TIME, THERE WAS A REPORT FROM MALAGA OF MOROCCAN
PASSPORTS IN CIRCULATION THERE FOR SUCH AN OPERATION.
INFORMATION OBTAINED BY LIBYA FROM PALESTINIAN SOURCES
ALSO SUGGESTED THAT PALESTINIAN GROUPS HAD A SUPPLY OF
5,000 MOROCCAN PASSPORTS AVAILABLE TO THEM.

THAT SINCE 1972 MOROCCAN PASSPORTS HAVE BEEN PRINTED IN
LONDON BY A SPECIALIZED FIRM, THOMAS DE LA RUE. PREVIOUSLY
PASSPORTS HAD BEEN PREPARED BY THE STATE PRINTERS IN
MOROCCO AND HAD BEEN EASILY FORGED TO PERMIT ILLEGAL
USE BY LIBYANS, SYRIANS AND OTHERS. KING HASSAN HAD,
THEREFORE, INSTRUCTED THAT A MORE SECURE PASSPORT
SYSTEM BE DEVISED. BASRI THEN INDICATED THAT MOROCCAN
PASSPORTS ARE NOW BASED ON AN IDENTICAL NUMBERING
SYSTEM USED FOR ALL DOMESTIC I.D. CARDS AND FINGER
PRINTS. MOROCCO,HE CLAIMED, IS THE ONLY COUNTRY
TO USE SUCH A SYSTEM WHICH ALLOWS EASY VERIFICATION
OF UNLAWFUL USE. BASRI CONCLUDED BY VOLUNTEERING
TO SET UP AN APPOINTMENT NEXT WEEK FOR EMBOFFS TO
BE BRIEFED ON MOROCCAN PASSPORT SYSTEM INCLUDING
THE RECORD OF ALL PASSPORT LOSSES OR THEFT.
