SU: STUDENT VIOLENCE CLOSES THE UNIVERSITY OF KHARTOUM (U)
(U) SUDAN: STUDENT VIOLENCE CLOSES THE UNIVERSITY OF KHARTOUM
A. (C/NF) THE UNIVERSITY OF KHARTOUM WAS CLOSED INDEFINITELY ON
17 FEBRUARY 1985, FOLLOWING A VIOLENT CONFRONTATION BETWEEN
STUDENT GROUPS. THE VIOLENCE FLARED UP BETWEEN THE MUSLIM
BROTHERS AND STUDENTS IN A COALITION OF OTHER PARTIES WHICH, THIS
YEAR, WON CONTROL OF THE KHARTOUM UNIVERSITY STUDENT UNION (KUSU)
AFTER MANY YEARS OF MUSLIM BROTHER DOMINANCE. REPORTEDLY, THE
TROUBLE STARTED WHEN A PROMINENT MUSLIM BROTHER DEFECTED TO THE
COALITION AND PUT UP A POSTER REVEALING "SECRETS" OF THE MUSLIM
PAGE 02 RUEKJCS5080 CONFI DENTIAL
BROTHER STUDENT ORGANIZATION. THE MUSLIM BROTHERS RETALIATED BY
TEAR ING DOWN THE POSTER AND BEATING UP THE PRESIDENT OF KUSU.
VIOLENCE ERUPTED WHEN STUDENTS FROM BOTH SIDES CAME TO CAMPUS
ARMED WITH BRICKS, STICKS, METAL BARS, AND MOLOTOV COCKTAILS.
SEVERAL STUDENTS REPORTEDLY WERE BADLY BURNED BEFORE RIOT POLICE
OCCUPIED THE CAMPUS AND STOPPED THE FIGHTING. THE UNIVERSITY
COUNCIL SUBSEQUENTLY CLOSED THE SCHOOL THE SAME DAY.
B. (C/NF) COMMENT: WHEN THE MUSLIM BROTHERS LOST THE STUDENT
ELECTIONS, REPORTS WERE RECEIVED THAT THEY WOULD USE VIOLENCE TO
DISRUPT THE NEW COALITION GOVERNMENT. IT IS POSSIBLE THAT THIS
INCIDENT WAS INITIATED TO PROVOKE AUTHORITIES INTO CLOSING THE
UNIVERSITY THEREBY DENYING THE STUDENT COALITION ITS POLITICAL
BASE. NATIONAL POLITICAL ISSUES DO NOT APPEAR TO BE THE
UNDERLYING REASONS FOR THE INCIDENT AND, WITH THE CLOSURE OF THE
UNIVERSITY, THERE APPEARS TO BE LITTLE POTENTIAL FOR ANY IMMEDIATE
LARGE SCALE STUDENT DEMONSTRATIONS.

IN RESPONSE TO QUESTIONS PUT TO HIM:
--FP-25 WILL USE THE 108 THOUSAND CONTOS
(APPROXIMATELY 600,000 U.S. DOLLARS) IT ROBBED FROM A
BANK IN EARLY 1984 TO CONSOLIDATE AND ENLARGE ITS
INTERNAL ORGANIZATION.
--FP-25 HAS NO KNOWLEDGE OF ANY MEETING IN PORTUGAL
BETWEEN TERRORIST GROUPS FOR THE PURPOSE OF PLANNING
OPERATIONS AGAINST NATO.
--FP-25 HAS NO ACCORD WITH TERRORIST GROUPS FROM
OTHER EUROPEAN COUNTRIES TO ATTACK NATO TARGETS.
--THE RECENT ATTACKS AGAINST U.S. AND NATO TARGETS IN
PORTUGAL WERE MADE IN THE CONTEXT OF THE "STRUGGLE
FOR NATIONAL INDEPENDENCE" AGAINST THE "PROGRESSIVE
ADVANCE OF IMPERIALISM IN PORTUGAL."
--THERE IS IN FACT A COINCIDENCE BETWEEN THE ANALYSES
OF FP-25 AND OTHER TERRORIST ORGANIZATIONS IN REGARD
TO THE ADVANCE OF IMPERIALISM IN EUROPE BUT THIS DOES
NOT IMPLY ANY "PROGRAMMED ACTIONS."
--FP-25 WILL CONTINUE ITS CAMPAIGN AGAINST
IMPERIALISM BUT IT ALSO INTENDS TO CONTINUE ITS
ATTACKS AGAIN5T NATIONAL CAPITALISM, IN DEFENSE OF
AGRARIAN REFORM, FOR THE PAYMENT OF SALARIES IN
ARREARS AND "ABOVE ALL" AGAINST REPRESSIVE FORCES.
--FP-25 DID NOT KILL THE RACE CAR DRIVER SIDONIO
CABANELAS IN VILA REAL. FP-25 ALWAYS ADMITS TO ITS
ILLINGS, EVEN WHEN THEY ARE ERRORS SUCH AS THE DEATH
OF THE BABY AND GRANDMOTHER LAST YEAR IN AN FP-25
BOMBING.
--THE PHONE CALL ALLEGEDLY CLAIMING FP-25
RESPONSIBILITY FOR THE CABANELAS MURDER WAS PROBABLY
THE WORK OF A POLICE "COUNTER-INFORMATION CENTRAL"
MEANT TO DENIGRATE THE IMAGE OF FP-25.
--THERE ARE NEITHER "ORGANIC NOR STRUCTURAL" TIES
BETWEEN FP-25 AND FUP. (COMMENT. THIS REFERS TO THE
FAR-LEFT POLITICAL PARTY LED BY OTELO SARAIVA DE
CARVALHO "FORCAS UNIDAS POPULARES" WHICH THE
AUTHORITIES CLAIM IS THE POLITICAL FRONT OF FP-25.
