AND A STREET VENDOR WERE KILLED IN THE ATTACK.
NEITHER DR. SAMAYOA NOR HIS FAMILY WERE HOME AT THE
TIME OF THE ATTACK. DR. SAMAYOA HAS NOT BEEN AVAILABLE
FOR COMMENT, BUT ING. FRANCISCO MERINO, THE ARENA

1. THIS THREAT ALERT IN THE NEW TERREP THREAT ALERT MODE

FOR ALL MILITARY IN THIS MATTER.
2- THE RESOLUTION CONDEMNING ISRAELI ACTION IN SOUTHERN
LEBANON BEING CIRCULATED BY LEBANON TO THE MEMBERS OF THE
UN SECURITY COUNCIL COULD 60 FOR A VOTE AS EARLY AS
TUESDAY, MARCH 5. IF THE US DECIDES TO VETO THE
RESOLUTION-- AND MUCH MANEUVERING WILL TAKE PLACE BEFORE
SUCH A POSSIBLE DECISION--THE SECURITY CONSEQUENCES COULD

1. THE TWO INDIVIDUALS IDENTIFIED AS WESTERNERS WERE BOTH
OLDER AND WELL GROOMED. THIS DOES NOT FIT THE USUAL
PROFILE OF TERRORISTS ACTIVELY ENGAGED IN AN OPERATION.
2. THE CHOICE OF CROSSROAD 3 IS A BIT OF A PUZZLE FOR
AN INTERROGATION SITE BECAUSE THERE IS A FAIR AMOUNT OF
TRAFFIC IN THAT AREA, WITNESS THE PASSING CAR WHICH
ENABLED THE FSN TO ESCAPE, AND THE INCIDENT TOOK PLACE
ABOUT 50 FEET FROM THE TENT HOUSING THE INDIAN POLICE GATE
GUARDS FOR THE SOVIET EMBASSY. FURTHER, THERE ARE MUCH
MORE CONCEALED LOCATIONS NOT MUCH FURTHER FROM THE SCENE
OF THE INCIDENT. IT IS POSSIBLE THAT PARTICULAR POINT
WAS NOT RANDOMLYSELECTEDBECAUSE ASKING TO BE SHOWN THE
YUGOSLAV MISSION FROM THE US/USSR SIDE OF SHANTI PATH WOULD
PUT A PERSON AT ABOUT THE INTERSECTION OF CROSSROAD 3 AND
THE ACCESS ROAD.
3. THE USE OF DOMESTICS AND CHAR FORCE PERSONNEL HAS BEEN
A PRINCIPAL MEANS OF INTRODUCING TECHNICAL PENETRATIONS
INTO US FACILITIES IN THE PAST.
4. WHILE THIS APPROACH WAS CLUMSY, IT MAY NOT BE TOTALLY
OUT OF CHARACTER, ESSECIALLY CONSIDERING THE FSN IS
OBVIOUSLY NOT A MAJOR PLAYER IN THE EMBASSY AND MIGHT HAVE
BEEN SUFFICIENTLY INTIMIDATED TO CARRY OUT THE PLAN. THE
RSO RECALLS AN OLD SAYING PERTAINING TO THE SOVIETS:
"THEY MAKE A STRAIGHT FORWARD DROPOSITION TO 100 PEOPLE
AND THEY MAY GET THEIR FACES SLAPPED 99 TIMES, BUT THAT
TIME THEY SCORE MAKES IT WORTH WHILE." IF THIS WAS, IN
FACT, A BUNGLED ATTEMPT ON THE PART OF HOSTILE INTELLIGEN-
CE, THEY SURELY LOST NOTHING AND COULD HAVE GAINED A
GREAT DEAL.
C. ANOTHER POINT TO CONSIDER IS THAT THE FSN DOES NOT
MAKE A HABIT OF LEAVING THE COMPOUND REGULARLY. THUS, IT
IS POSSIBLE THAT THE FOURSOME COULD HAVE BEEN WAITING FOR
ONLY THE FIRST INDIVIDUAL LEAVING ROOSEVELT HOUSE HEADING

1. ON 2/23/85 AT 0930 HOURS A BOMB EXPLODED AT MARKS
AND SPENCER'S BACK ENTRANCE, 8 RUE DES MATHURINS, PARIS
9 ARRONDISSEMENT. A WATCHMAN WAS MORTALLY WOUNDED AND
17 PEOPLE WERE INJURED. THE WATCHMAN, MR. LEONARD ROCHA-
CUSTODIO, BORN 12/20/45 AT SAO VICENTE, CAPE VERDE, A
FRENCH CITIZEN, STATED BEFORE HE DIED, THAT UPON ARRIVING
ON DUTY, HE SAW A LIGHT-COLORED PLASTIC BAG LYING AGAINST
THE SECOND DOOR OF A SAS-GATE.
WHEN HE REMOVED IT, THE
BAG EXPLODED.
2. ACCORDING TO THE BOMB SQUAD THE EXPLOSIVE CHARGE WAS
OF 200 TO 400 GRAMS OF UNDETERMINED EXPLOSIVES. NO SCRAPS
OR REMNANTS OF A FUSE OR DETONATOR WERE FOUND AT THE
CRIME SCENE.

THESE AND OTHER TERRORIST CRIMES. JUDGING BY THE
FRAGMENTARY AND CONFUSING REPORTS APPEARING IN THE
PRESS OF SKOULARIKIS' ANSWERS, THE MINISTER TRIED
TO CAST A POSITIVE LIGHT ON THE 606 EFFORT TO
SOLVE THESE CRIMES. THUS, HE REPORTEDLY
SUGGESTED THAT THE GOG HAS "LEARNED HOW MANY OF
THE POLITICAL CRIMES OCCURRED AND WHICH TERRORISTS
HAVE FLED ABROAD." HE ALSO REPORTEDLY CAST DOUBT
