A. (U) PORTUGAL: ON 11 MAR, SEVEN BOMBS WENT OFF IN LISBON AND
IN THE CITY OF EVORA, APPROXIMATELY 60 MILES EAST OF LISBON. THE
LISBON TARGETS WERE TWO BRANCHES OF THE BANCO CREDIT
FRANCO-PORTUGAIS (A FRENCH-CONTROLLED BANK), A BRITISH-OWNED
INSURANCE COMPANY, AND OFFICES OF A INVESTMENT FIRM. IN EVORA, THE

HOMES OF A WEST GERMAN TECHNICIAN, AND A EMPLOYEE OF A CLOTHING

STATION. A WRITTEN COMMUNIQUE CLAIMING FP-25 RESPONSIBILITY WAS
ALSO FOUND IN A LISBON TRASH CAN. THE BOMBINGS WERE REPORTEDLY
CONDUCTED AS "AN ACTION IN DEFENSE OF THE NATIONALIZATION" OF THE
BANKING AND INSURANCE SECTORS BY THE FORMER LEFT-WING GOVERNMENT OF

ATAC COMMENT (C/NF): THE COMMEMORATION OF "REVOLUTIONARY" EVENTS BY
TERRORIST GROUPS IS A COMMON TACTIC. THIS BOMBING OF FOREIGN
ECONOMIC INTERESTS IN PORTUGAL REPRESENTS A SLIGHT REGRESSION IN
TACTICS FOR FP-25. THEY HAVE RECENTLY CONDUCTED ATTACKS AGAINST

FOLLOWED A PATTERN OF STAGING A FLURRY OF ATTACKS, AND THEN LYING
DORMANT FOR A PERIOD OF TIME. IF THIS PATTERN HOLDS TRUE, THIS
LATEST ATTACK COULD MARK THE BEGINNING OF A NEW SERIES OF FP-25
ATTACKS. THE GROUP HAS DEMONSTRATED THE CAPABILITY AND RESOLVE TO
ATTACK U.S. INTERESTS, WHICH COULD BE TARGETTED ONCE AGAIN.
B. (C) LEBANON: ISRAEL IMPLEMENTED HARSHER SECURITY MEASURES ON
12 MAR IN AN APPARENT EFFORT TO PRECLUDE ANOTHER TERRORIST ATTACK ON
ISRAEL DEFENSE FORCES (IDF) OPERATING AGAINST SHIA GUERRILLAS IN
SOUTHERN LEBANON. THE NEW SECURITY MEASURES REPORTEDLY INCLUDE
SHOOTING ANY SUSPECT WHO TRIES TO ESCAPE, BLOWING UP ALL BUILDINGS
FOUND TO CONTAIN WEAPONS, DETAINING ALL MALE RESIDENTS FOR
QUESTIONING, AND CONDUCTING HOUSE-TO-HOUSE SEARCHES FOR ARMS. THE
IDF ALSO ANNOUNCED TOUGHER REGULATIONS RESTRICTING THE MOVEMENT OF
CIVILIANS IN AREAS IT CONTROLS, AND STIPULATED THAT ONLY VEHICLES
AUTHORIZED BY THE IDF WILL BE ALLOWED SOUTH OF THE LITANI RIVER
