Reference for the study. es Objectives of the Study The results of the study will be reflected in a National Security Decision Directive on National Space Strategy. The strategy will outline a broad action-oriented plan for a of more vigorous and focused U.S. Space Program in furtherance the National Space Policy contained in NSDD 42. The study will proceed on the premise that: -- The Soviet Union has initiated a major campaign to capture the "high ground" of space, and -- Regardless of Soviet activities, the space medium offers significant potential for the enhancement of civil, commercial and national security capabilities.
