The FY 1988 TOUCHSTONE Nuclear Test Program (U)
Programmatic approval of the FY 1988 TOUCHSTONE Nuclear Test
Program proposed by the Department of Energy is granted. In
implementing the TOUCHSTONE program, the following guidance will
apply:
-- All tests associated with TOUCHSTONE will be conducted
in compliance with the Limited Test Ban Treaty, with the
National Environmental Policy Act, and in accordance with
the existing nuclear testing limitations policy as outlined
in NSDD 51.
-- The Department of Energy shall review each test with
design yields near 150 kilotons to reasonably ensure that
the device yield does not exceed the Threshold Test Ban
Limit. (s)
Continue to coordinate public affairs activities related to the
implementation of the TOUCHSTONE program, as appropriate, in
advance of test events. (U)
The five-year projection of nuclear tests is noted. (U)
The FY 1989 Nuclear Test Program should be provided for approval
by September 1, 1988. (U)
