The following information is avaidable to be used in regard to securing Government business; this being a resume of my trip to Frankford Arsenal and Washington January 5th to January 9th inclusive. FRANKFORD ARSENAL. (Army) Officer in charge of the Arsenal, Col. Rutherford, Officer in charge of Instrument Dept., Major Walter C. Hamilton, Man in charge of Optical Dept., which applies luminous material, W. Bissinger, Instrument Department Clerk of value in assisting us, Mr. Mann, Instrument Dept. Situation at present: Talke have been had with each of these men and I feel certain that we will continue to have a preterence in their ordere for luminous material as long as we merit it. WASHINGTON, D. C. - TECHNICAL STAFF, CHIEF OF ORDNANCE, (Fire Control Instrument Pranch) This department works out the applications for luminous material for the Army, carries on experimental work, makes recommendations both 8.8 to adoption of luminous material and specifications pertaining to luminous material. Our position with this staff is very strong, we have outstripped our competitors entirely by winning their confidence, which is definitely proven by the fact that we have been given, without competition, sample order for 8 aiming sticks, which will use at least 30 grams of material and run into several hundred dollars. This could have been given out for com- petitive bids, 8.8 was the Navy's request for 250 luminous glass tubes. Dr. I. C. Gardner seeme to be the Optical Expert in this department. W. J. Barrett, who visited our plant, is a man of technical training and is the governing factor in securing the illumination of urdnance instruments. Capt. nobt. G. Cooke, Ordnance Dept., works in connection with this department apparently, but should not be addressed except through Darrett or Gardner, unlese necessary. Thesé three men constitute the active men for this department, recommend for the whole Army Ordnance Department, are absolutely partial to us, and all things being anywhere near equal, we are assured of every consideration that they can possibly give us. TEEHNICAL STAFF, CHIEF OF ORDNANCE, This Technical Staff works in close cooperation with W. E. Dorsey, radium and luminous material expert of Pureau of Standards, and looks to Dr. Dorsey for recommendations on specifications of luminous material.
