PRESIDENT WILLIAM J. CLINTON
NATIONAL LEAGUE OF CITIES
WASHINGTON, DC
MARCH 12, 2000
Acknowledgements: Mayor Bob Knight, NLC President; Mayor Dennis
Archer, NLC First Vice President; Mayor Karen Anderson, NLC Second Vice
President; Don Borut, NLC Executive Director; Mickey Ibarra.
Good afternoon. Seven years ago, two months into my first term as
President, I had the honor of addressing this group at a time of great
uncertainty in our nation. Inflation was up, deficits were exploding,
crime and unemployment were high, and citizens in towns and cities across
our country were asking themselves, &America, What Went Wrong?08
For the past seven years, we have worked together to set things right.
Vice President Gore and I came to Washington with a vision of making our
nation a place where everyone responsible enough to work for it, could
have a shot at the American Dream. With the help of all of you, we have
made that vision a reality for millions of Americans. We turned the
economy around with a new economic plan of fiscal discipline, expanded
trade and investment in our people.
The results are clear: nearly 21 million new jobs; the lowest
unemployment rates in 30 years; the lowest poverty rates in 20 years; the
lowest African American and Hispanic unemployment rates on record; the
first back-to-back surpluses in 42 years. And with each passing day, we
set a new record for the longest period of economic growth in our nation1,
history.
