PURPOSE:
To receive from Secretary Shalala the Department
of Health and Human Services' report to the
President on increasing adoptions.
BACKGROUND:
During his radio address on December 14, 1996, the
President issued an Executive Memorandum that
directed the Secretary of Health and Human
Services to report back to him in sixty days on
steps that can be taken to, by the year 2002,
double the number of children adopted annually and
to move children more quickly from foster care to
permanent homes.
The report is due February 14, 1997, Valentine's
Day.
