C:\WPDOCS\08218001\ACT\BILL.3 September 30, 1997 (10:57am) DISCUSSION DRAFT 70 1 (3) RESPONSE TO COMPLAINTS.-The Secretary 2 shall respond in an expeditious manner to complaints of a 3 substantial or serious nature that a State has failed to use 4 funds in accordance with the requirements of this subtitle. 5 (b) INVESTIGATIONS.-The Secretary shall conduct 6 in several States in each fiscal year investigations of the use 7 of funds received by the States under this subtitle in order to 8 evaluate compliance with the requirements of this subtitle. 9 (c) AVAILABILITY OF INFORMATION.-Each State, 10 and each entity which has received funds from an allotment 11 made to a State under this subtitle, shall make available to the 12 Secretary, for examination, copying, or mechanical 13 reproduction on or off the premises, appropriate books, 14 documents, papers, and records of the entity upon a 15 reasonable request therefore. 16 SEC. 506. NATIONAL SMOKING CESSATION 17 PROGRAM 18 (a) ESTABLISHMENT.-The Secretary shall establish 19 a program to be known as the "National Smoking Cessation 20 Program" under which the Secretary may award grants to 21 eligible public and nonprofit entities and individuals for smoking 22 cessation purposes. 23 (b) ELIGIBILITY.- 24 (1) OF ENTITIES.-To be eligible to receive a grant 25 under this section an entity shall- 26 (A) be a public or nonprofit private entity;
