O:\BAI\BAI00.E33 9 1 against the official or government agency that has 2 allegedly committed such violation. 3 "(i) EFFECT ON STATE AND LOCAL FUNDS.-If a 4 State or local government contributes State or local funds 5 to carry out a designated program, the State or local gov- 6 ernment may segregate the State or local funds from the 7 Federal funds provided to carry out the program or may 8 commingle the State or local funds with the Federal funds. 9 If the State or local government commingles the State or 10 local funds, the provisions of this section shall apply to 11 the commingled funds in the same manner, and to the 12 same extent, as the provisions apply to the Federal funds. 13 "SEC. 596B. LIMITATIONS ON USE OF FUNDS FOR CERTAIN 14 PURPOSES. 15 "No funds provided under a designated program shall 16 be expended for sectarian worship, instruction, or pros- 17 elytization. 18 "SEC. 596D. EDUCATIONAL REQUIREMENTS FOR PER- 19 SONNEL IN DRUG TREATMENT PROGRAMS. 20 "(a) FINDINGS.-The Congress finds that- 21 "(1) establishing unduly rigid or uniform edu- 22 cational qualification for counselors and other per- 23 sonnel in drug treatment programs may undermine 24 the effectiveness of such programs; and
