Dear Conference participant:
In the months since the First Lady and the President hosted the first White House Conference on
Philanthropy, we have had numerous requests for news about possible follow-up activities and
ways to learn more about the programs or ideas of conference speakers and participants.
The Council of Economic Advisers has begun work on a review of the economic dimensions of
American philanthropy and the impact of various federal policies on charitable giving. The
Department of the Treasury has met with several nonprofit sector officials to discuss tax policy
affecting charitable giving, and the new federal interagency task force on nonprofits and the
government will soon be formed. We will provide further updates on follow-up activities in the
near future, including details about a new webpage devoted to the conference and our follow-up
activities.
Many of our conference participants have requested a conference attendance list. Before we
share such information with anyone however, we first want to secure your permission to release
your name, business address and institutional affiliation (if any). Participation in this
information exchange is entirely voluntary, and unless you complete the enclosed form and
return it by February 1, 2000, we will not include your name in the conference report or any
similar documents listing conference participants.

We are writing to provide an update on recent activities designed to build on the success of the
White House Conference on Philanthropy: Gifts to the Future. Along with this news, we are
enclosing a list of conference participants with addresses. and their contact infor mation

The first and most important items to note are the tax proposals introduced by the President in
his fiscal year 2001 budget and introduced during the State of the Union Address. Briefly, these
proposals will extend a tax deduction to non-itemizers for their charitable deductions; simplify
and lower the excise tax on foundations, and encourage more gifts to private foundations by
raising the limit on deductions as a percentage of adjusted gross income. For more details
